For what it's worth Dennis, I tried to copy your problem by importing a new
2001d document in 2003a (all on Mac), which I couldn't. Because not all your
2k1 documents show the same behaviour I would look for difference(s) in all
possible options for the files to find out which one of the options

I have a question about courtesy time signatures.
I'm engraving a three-movement work in Finale Windows 2003. At present
I've gone to [Document Options] [Time Signatures] and have courtesy time
signatures turned on. I need them in the second movement, which has
many meter changes.
The problem
Go to measure tool.
Click upper box at the right side of the bar.
Set the wanted options for the key- and time- signatures via the menus at
the right side just above the middle of the window popping up.
