If you put 'exec banned.cfg' in the server.cfg, this will make sure the
banlist is executed on a map change.
However, this is not the answer to your question, but I hope this helps

I wasn't particulary worried about the bandwidth, the difference between the
quality was my main concern when I enabled it on our 1.6 servers.
I can barely understand people using the default miles codec
