That is a feature.
The nice part of it is that once you've checked the whole repo out, you
can add new modules at the top level with the normal cvs add command.

Set up the backup with the same allowroots and all.
You can use Rsync to keep the backup in sync with the master at
appropriate time intervals.
When the master fails all you've got to do is to let the backup assume
the identity of the master and you're rolling again.

An option is to simply erase the bad ,v files from the repository and
add them again from the client. This will create two new ,v files that
should be sound.
This will of cause nuke any history on those files including tags and

for a couple of years now and I've never experienced any problems.
Just yesterday I created a bunch of modules with with spaces in their names
and it seemed to work just fine, though I'm getting slightly worried
Try putting some files in the subdirectories, .cvsignore for example.
That should make a difference.
