No, if I press the wlan button, wifi turns off and bluetooth keeps
missing. If pressed again, only wifi reactivate. Bluetooth alwais keep
missing, like there is not a bluetooth device.
Another behaviour discovered. If I "Suspend" my notebook, when reactivate, the
bluetooth works! and wifi remain

Paraphrasing Linus, "We don't break userspace!" So, kernel bits being
flipped causing userspace issues would be considered, at least for now,
a kernel issue.
Despite this, the Ubuntu kernel commit bisect results are helpful here
on Launchpad.

rebooting, suspending and then resuming and only couple minutes after
bug report was finished I got hang. Now I'm writing this after booting
with 4.9.0.

Unfortunately, the BIOS/UEFI update did not improve the situation.
Suspend is still not triggered when the lid is closed, IF a
(DisplayPort) monitor is attached.

workaround. If anyone has the same issue then just go to your BIOS/UEFI
settings and set Keyboard Power On or Mouse Power On or both to True,
