OK, I fixed the problem by hand and made my manufacturer happy.
Here is what I did:
- Opened the Gerber files (inner layers) in GerbView and looked at via
pads and what dcode number is
Yep, it's a pretty common requirement to have inner rings larger than
the ones on the surface. And, yes, it has something to do with
accuracy at the stacking process.
So, we are back to square one which means editing the GERBER files or
choosing a different manufacturer

The one I am dealing with wants the outside rings to be at least 0.005 but the
inner ones to be at least 0.010 inches.
It must be some kind of manufacturing issue (accuracy? alignment?).
Either way it boils down to the same problem: different pad sizes for different
layers.

Looks like we are missing a pad-stack editor. I am sure I will run
into the sam issue soon: Nex board will be a 4-layer and I know that
at least one of the PBC manufacturers doesn't want unconnected inner
annular rings.
Is it already on the wish list?
