I was right. I scanned comp.security.ssh and found one user saying this:

Found it works great as long as you don't download and install to the
/usr/local/netscape that Netscape tries to load to in default. Set it up
to download to a file called /home/user/netscape6.2. The installer
downloaded it to there and set it up. After succeeded installing it into
my Mandrake
