So I then installed pygame-1.8.0, and copied the SDL_mixer & friends dlls into
the pygame folder from pygame-1.7.1 .. this made the music stop clicking when
it played the second time around. However, the sound effects still aren't
re-starting properly.

Upon further investigation, I reinstalled pygame-1.8... And removed a line of
code:
pygame.mixer.pre_init(44100,-16,2, 1024 * 3)
Now it isn't awfuly garbled, but there is some clicking .. I'll keep looking.
