I was reticent to install some random ppa. But since compiling it myself
would be some adventure. I removed my personal stuff and other data,
changed passwords and then installed the kisak ppa.
And it seems to work without issue. Just as well as in 20.04.5.
The current version in the ppa is 21.3.6
Are there any log entries in your proxy that might help explain what's
happening?

Can it be that you have earlier installed HPLIP directly from the
upstream source? The system update could have overwritten parts of that
installation and now your HPLIP does not work any more.
A safer way to have an always up-to-date HPLIP is using its Snap

Not long ago, I installed Ubuntu 20.04 and isc-dhcpd-4.4.1. Right after
that isc-dhcp started hanging with no respondes to DHCPDISCOVERs. Then I
updated Ubuntu to 21.10 but the issue wasn't resolved. It happens once a
1-2 days or so.

OK, so it's an obsolete package. I don't see a reason here to
intentionally break it. As far as I can see it continues to work just
