The reason the ubuntu-minimal package is not found is because you have
disabled the release pocket for main and restricted. Your
/etc/apt/source.list file contains the following:
5 # deb http://it-mirrors.evowise.com/ubuntu/ xenial main restricted
6 # deb-src http://it-mirrors.evowise.com/ubun
The verification of the Stable Release Update for ca-certificates-java

I have the same issue as #88 but with a Marvell 88E8040 internal
ethernet (Linux Mint 18 Sonya 4.15.0-29). Reverting to 4.13.0-45-generic
solved the problem.
