Basically, this is a problem in the way we handle language packs and how
KDE ship translations...
Kdevelop is in universe, and thus, we cannot handle its translations in
Launchpad.
Kdevelop translations come from kde-i18n-* packages which sources are in
main and thus, we strip the files out so

translated with rosetta, and it's not required since it's already
translated upstream

I really don't know what French Translators could do as there's no
translation templates for Kdevelop in Rosetta (or at least i'm not able
to find it )

kdevelop is part of universe, and we currently don't support
translations for universe (we have plans to support it, and have flirted
with it in the past, but we're simply not there yet).
(for konqueror right-click menu stuff, I we'd want a new bug if it's
actually affecting Rosetta)
