You are correct. Actions is not amongst the settable rotor options. Actions is
like typing mode. Because it only appears in a few places, actions is
automatically added to the rotor when it is available.

in the case of contacts, the delete gesture that sighted people would use isn't
available either. I think this might be the ultimate reason why that isn't
available in the rotor. VO and non VO users have to open the contact and
activate the edit button regardless. No shortcut exists.
