Throughout the twenty-six chapters (276 pages) of this straight-forward memoir, Carmella describes her efforts to adjust to college life and academics, friendships and romantic relationships, struggles with accepting her visual limitations, and other experiences that took place during the 1994-1995 academic year. Carmella, who lives in the Columbia SC area, says this book has been a work in progress since the summer of 1995. While she's had a few articles and essays published during the past few years, the author says she felt unable to give this bigger writing project the time and attention it deserved. I'd put it down for months at a time but always came back to it, she says. I knew I wanted it published one day and that I'd know when the time was right. Some times partly blind persons face problem in getting concession in railway fare dispite of having valid concession certificate authorised by medical official. Dear Rajesh sir The situation is worse in south. I once had to travel with nearly 15 normal persons in the 8 ceater disability coach making journey of disabled difficult with problems while boarding, getting down, going to toilets etc. Another point I would like to stress upon is that the coach is placed either at the end of the train or just behind the engine. Once I asked a station master at Tirupati railway station to tell me whether it comes at the end or behind the engine in an incoming train. The poor man didn't want to tell because I would have to run the full length of the train in it's five minute halt if he was proved wrong. Also placing the disability coach at the extremes makes facilities on the platform inaccessible for the passengers. -- Vamshi. So for the first time the Central Board of Secondary Education (CBSE) has designated educators to answer the queries of disabled students who are taking the crucial Class 10 and Class 12 board exams. Four special educators figure in the list of 43 counsellors who will help students and parents overcome anxiety and stress during the board exams, which often prove nerve-wracking for students. This year the exams begin March 2. Realising the specific needs of specially-abled children taking the board exams for Class 10 and Class 12, for the first time we have included special educators to take care of them, Rama Sharma, CBSE public relations officer, told IANS. Like all the counsellors, the special educators are available online as well as on telephone from centres located in Mumbai and Delhi from Feb 1 to April 2. However, most queries are expected to start coming in about 15 days before the exams begin. Parents and children with special needs can call the number and get all their problems and doubts related to board exams cleared, Sharma said. M.R. Shipley, a special educator in Mumbai, said counselling specially-abled children requires a lot of patience and love. I empathise with them and try to step into their shoes to make them understand how to overcome problems during exams. I tell them nothing is wrong with them and try to boost their confidence so that the child is not under kind of pressure or demoralised, said Shipley. She is a counsellor with the Apeejay chain of schools and a CBSE resource person for the Adolescent Education Programme. The special educators are more polite while dealing with disabled children, they also try to talk to the parents and explain the facilities provided by the CBSE to such children. The CBSE offers exemptions to physically challenged, spastic and dyslexic candidates taking the month-long board exams. Concessions to physically challenged and dyslexic students are in the form of extra time - they have 60 more minutes to write the exam, a writer in the board exam and flexibility in subject choice at secondary level, said Heetal Sayla, a CBSE special educator. Sayla, who had worked with the Learning Disability clinic of the Lokmanya Tilak Municipal General Hospital, Mumbai, said: For me, it will be a new experience as I am catering to the CBSE helpline for the first time. These kids should be looked up with love and patience and encouraged. I know many specially-abled students who perform quite well in their exams after counselling. The CBSE has also given special training to teachers for marking criteria for such children in board exams. Another counsellor, Abha Sharma, said specially-abled kids are really vocal and there is a need to understand their strong abilities. Don't remember the exact steps but if you go to Access India subscription page and there should be something like forgot password and password reminder wherein if you give your email address that's used for subscription, mail man will send you the password. However, despite the fact that India is racing along the so called Information Highway, persons with disabilities are once again being left behind!! India is home to the world's largest number of visually impaired people and yet nearly 99.99% of Indian websites are not accessible to them. Websites in India are still not disabled friendly even though the World Wide Web Consortium (W3C) came out with detailed guidelines on the subject several years ago! We took up this issue with NASSCOM on November 7, 2008 at a meeting with its Chairman, Mr. Som Mittal. He assured us that he would ensure that necessary steps would be taken in order to correct this; starting with them getting their own website accessible!! He also mentioned the upcoming NASSCOM National Leadership Forum, 2009. We wrote a letter to him on January 7, 2009 requesting for time at the summit which would enable us to bring up the issue with a larger audience; a reminder was sent as well. But there has been no response to date despite following up with numerous phone calls. We would not have been so upset and angry if they had regretted and told us of their inability to accommodate us, but to not even acknowledge is downright unacceptable. Some of you may think that we are making a mountain out of a molehill, but let's not forget that this is an issue which should have been addressed years ago. I am sure you will agree that it is an issue that cannot be neglected any further. Don't these IT wizards know that web accessibility is mandated in the civilized world? They design disabled friendly websites for their western clients but conveniently forget about access when it comes to India! It is time that we got tough. I am writing this to some of you based in Mumbai and making an appeal for a dharna. The Forum is from 11th to 13th February and the dharna needs to be done only on Day I of the Forum, outside the Hotel where it is being held – Grand Hyatt. It would be a peaceful dharna marking our protest at a place that the police / hotel allocate us. But it has to ensure visibility and our protest must be registered. HP quota is a quota of two berths available only in sleeper class to the disabled persons including blind. Due to its terminology it is arbitrarily denied to blind travelers as rightly pointed out. they interpret the word handicapped as meaning only orthopedically disabled. So, we should insist on uniform nomenclature. Besides, a blind person can get concession in any class, and even berth in HP quota in sleeper class without escort unlike orthopedically disabled. 2. The handicapped or disabled coach is an altogether different coach of four berths attached at the extremities of wrack with a lot of lacunae, as said. 3. However, recently, railways is further confusing the matters by extending the scope of hp quota even to reserve those four berths in disabled coach, whereby two undesired things result: a. the person getting berths in hp quota may get them in regular sleeper class or in disabled coach. and b. the status of that disabled coach is reserved as well as ordinary, which results in chaos. 4. All this is in addition to arbitrariness which reservation clerks and supervisors indulge in, because any wrong issue of concession tickets is penalized by recovering the differential amount from their salary. And all this is again in addition to indiscriminate entry into disabled coach by all and sundry and greed of GRP AND RPF in expelling them at the precise moment of departure of train.
