Let me thank you for sharing important and valuable information on railway reservation.
may I  submit the following few questions for clarification?
1. Do the orthopedically handicapped claim concision in handicapped higher class concision? 2. Do the visually challenged claim for escort in handicapped higher class concision? 3. Why not the advocacy groups try for three percent reservation for persons with disabilities in railway reservations? 4. Do you suggest any source for better understanding of the railway and air reservations for the differently abled?

I am not at all amazed at the utter confusion prevailing about various facilities to disabled in Indian railways.
So, following points are offered to clarify the matter:


1. Blind concession and HP quota are two different things: blind concession is available in first and second AC. at rate of 50% and is called handicapped higher class concession, and in third AC and sleeper class at the rate of 75% for both self and escort on production of valid railway concession certificate, and is called blind lower class concession. HP quota is a quota of two berths available only in sleeper class to the disabled persons including blind. Due to its terminology it is arbitrarily denied to blind travelers as rightly pointed out. they interpret the word handicapped as meaning only orthopedically disabled. So, we should insist on uniform nomenclature. Besides, a blind person can get concession in any class, and even berth in HP quota in sleeper class without escort unlike orthopedically disabled. 2. The handicapped or disabled coach is an altogether different coach of four berths attached at the extremities of wrack with a lot of lacunae, as said. 3. However, recently, railways is further confusing the matters by extending the scope of hp quota even to reserve those four berths in disabled coach, whereby two undesired things result: a. the person getting berths in hp quota may get them in regular sleeper class or in disabled coach. and b. the status of that disabled coach is reserved as well as ordinary, which results in chaos.

4. All this is in addition to arbitrariness which reservation clerks and supervisors indulge in, because any wrong issue of concession tickets is penalized by recovering the differential amount from their salary. And all this is again in addition to indiscriminate entry into disabled coach by all and sundry and greed of GRP AND RPF in expelling them at the precise moment of departure of train.
Situation is slightly better in south, I think.

there are also many problems in this coach for the disabled. 1 there is no
railway official to take care of the passengers travelling in this coach. 2 the coach is totally disconnected from all other compartments that is there
is no vestibule to move from one compartment to another. 3 no connection
with the pantry car. 4 more importantly at the max only 8 passengers along
with the escorts can travel. this mail is not to harm or defame anyone but
to highlight the real condition of the coach. so please think about this and
take these maters also to the higher officials in the railways and ask for
at least 40 seats  and all other facilities  like the sighted to have a
decent and comfortabble journey. regards raghu.

It is very much available to VI, and is called: HP quota.
The arbitrary denial can well be countered by compelling them-railway rank
and file-to enter the data in the system for booking and selecting hp
quota.
The system accepts it duly. However, I am afraid if they are not willing
to key in the data in system, a blind person single handedly can not
prevail upon them to do so, practically speaking and the issue should be
taken up at higher levels of the concerned station by advocacy groups and
awareness spread.

good morning to all accessindia members
recently i went to a railway reservation counter to reserve tickets
with the railway concession form for the blind but the waiting list
was above 250 so i asked the person sitting in the counter to give me
a ticket in the disabled quota which he refused saying that visually
impaired are not given tickets in the disabled quota on asking about
the previous time that another person had given me in that quota he
refused saying "i dont know how that person  gave you that time" and
shouted at me to talk the ticket in the waiting list or leave
dear AI member i wanted suggestions is the disabled quota available
for the VI persons or not
