If you need TTS for Arabic and Urdu then you can choose from available one.
I really don't remember the name at this moment.
But if you need a TTS which supports both Arabic and Gujarati scripts, then
unfortunately there is no such TTS.
By the way in either case you can still join eSpeak team to add support for
Arabic and Gujarati scripts.

Display of information regarding Local Level Committees set up under the 
National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental
Retardation and Multiple Disabilities Act, 1999

All Scheduled Commercial Banks (Excluding RRBs)

Please refer to paragraph 11 of our Master Circular DBOD.No.Leg.BC.9/ 
09.07.006/ 2009-10 dated July 1, 2009 on Customer Service, wherein banks have 
been
advised to rely upon the Guardianship Certificate issued either by the District 
Court under Mental Health Act, 1987 or by the Local Level Committees under
the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, 
Mental Retardation and Multiple Disabilities Act, 1999 (hereafter called Mental
Disabilities Act) for the purposes of opening/ operating bank accounts by the 
legal guardians for persons with disability that is covered under the Act.
Banks were also advised to ensure that their branches give proper guidance so 
that the parents / relatives of the disabled persons do not face any 
difficulties
in this regard.

2. In a case which came up before the High Court of Delhi, the Honorable Court 
has directed that all banks should ensure that their branches display in
a conspicuous place (i) essential details about the facilities under the 
enactment (Mental Disabilities Act); (ii) the fact that the parties can approach
the Local Level Committees, for the purposes of issuance of the certificate and 
that the certificate issued under the Mental Disabilities Act is acceptable;
and (iii) the details of the Local Level Committees in that area. The Court has 
further directed that the information shall be displayed in the local language
and English / Hindi (or both).

3. Banks are advised to strictly comply with the above orders of the Court. 
Banks are also advised to ensure strict compliance of the provisions of the
Mental Disabilities Act. It may be noted that details of the Local Level 
Committees are available in the web-site of the National Trust for the Welfare
of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple 
Disabilities i.e.

I had a discussion with Mr. Dipendra, who pointed out Rahul Cherian's view
that as India has ratified UNCPD, if there is any case in court by
publishers or authors, court will mostly decide in favour of us, and in that
case it will become a law as court decision counts as law.

 

But Mr. Dipendra also pointed out that, publisher's and author's cooperation
is also needed, given the sheer number of books required. If we are able to
convince Publishers and Authors (some of them have already lent their
cooperation), then books can be made available at the same time they are
published.

A single jab can now prevent people from losing their vision, thanks 
to researchers
at Trinity College Dublin, Ireland, who have developed a new
method to inject drug into the blood by weakening the otherwise 
impermeable blood-retina
barrier
.
The blood-retina barrier normally prevents molecules in the blood 
from reaching the
retina.
Presently, drugs to treat age-related macular degeneration, the 
leading cause of
blindness in the west, have to be injected into the eyeball once a 
month, which can
cause eye infections and even blindness in 1 out of 50 injections.
But now, researchers led by Matthew Campbell have now restored the 
vision of mice
by temporarily weakening the blood-retina barrier to let drug 
molecules injected
into the blood slip through.
Using a technique called RNA interference (RNAI); they could block 
the production
of claudin-5-a protein that normally helps make the blood-retina 
barrier impermeable.
"Its proof of principle," New Scientist quoted Campbell as saying.
However, RNAI therapy is not yet safe enough for use in people, as it 
would breach
the blood-brain barrier as well as the blood-retina barrier. The team 
is already
working on a way to block claudin-5 production in the eye only.
This method involves gene therapy using a modified virus that makes 
the RNA only
in the presence of an antibiotic called doxycycline. With the novel 
approach, patients
would need only one initial injection into their eye to deliver the virus.
Then once a month they would take the antibiotic orally, and two days 
later the drug
to treat blindness would be injected in their blood. By then the 
blood-retina barrier
would be sufficiently weakened to allow the drug to pass through.
Although the existing drugs to treat age-related macular degeneration 
would be too
big to pass through the barrier, there are other molecules in 
development that are
small enough.
Some of these could be taken orally when the barrier goes down.
The study has been published in Proceedings of the National Academy 
of Sciences .

Hello!
Yesterday's polling was an novel experience, atleast for me.
I was in front of the EVM and After going through the list of
candidates i just did not feel like casting my vote for any of them.
so I asked the officer on duty what is the option. He very politely
guided me to a register where i acknowledged that i have come to vote
but do not wish to cast my vote. and thats it.


This in effect means that we can  actually vote for " none ".

 I think your friend is referring to section 508 of the Rehabilitation
Act, 1973. This is a U.S. statute and will not be applicable in India
as such. Here are the details:

Section 508 of the Rehabilitation Act, 1973 amended substantially In
1998 is a landmark achievement of the campaign to ensure accessible
Electronic and Information Technology (E&IT).   Most federal agencies
are, under this provision, required to "procure, develop, maintain and
use" only accessible E&IT for their own use or for use by the public.
What sets it apart from other civil rights statutes is the fact that
affirmative obligations imposed on federal agencies are to be met well
in advance of the occurrence of any discriminatory impact upon an
individual with a disability.  It also sets into motion a strong
enforcement mechanism by calling for the establishment by covered
agencies of complaint procedures for use by persons who claim their
E&IT rights have been denied.

Yesterday, I had positive experience about accessible elections for VI.
The list of candidates along with their serial number, name, party name 
and symbol in Braille was hung for VI to read.
All the buttons on the EVM were labeled, unlike last elections when only 
half of the buttons contained the labels.
However, they insisted on filling up the form for escort which was done 
in the past, but we succeeded in convincing them we were casting our vote 
totally independently and so no need for such a form.
Finally, due to presence of journalist accompanying us, and good sense of 
a few poll employees, they were convinced about non requirement of the 
form.

Accessibility is well covered in a few local dailies.

Hi,

Once check out if the entire file has been downloaded.  Recently I
downloaded a file and it stopped at 51% and I downloaded the entire
file again.  But when I checked in that particular folder, much to my
surprise, I found two files with the same content.  That means, though
the dialog box shows it as 51%, the file would have been downloaded.

Actually, FDM has the resuming feature, and we need not do anything to
resume the download.  Or else, start the download and FDM asks if you
want to resume the download.

sir you should try to convince him or his parents that nobody can do

You can install typing tuter for this task.  By this software you can 
easily know how many words you have written per minute.  You can also know 
how many errors you have done and what is the accuracy of your typing speed. 
You can easily get this software from NAB Delhi or contact me off the list I 
will provide that to you.

Installing Java AccessBridge will help to some extent and I would also
suggest you try the new Jaws 11 beta. You wouldn't still get any style or
formatting information though. Some people claim to have more success with
NVDA but I have no idea.

If you have to use OpenOffice for business/work purposes, I suggest the Sun
ODF plugin for Microsoft Office which lets you open, edit and save all types
of OpenOffice file formats through MS Office.

the existence and aspirations of this silent minority that lives on the
margins of the society.  

RCG-SRVC Foundation, which has been running a Resource Centre at Info
Park, Kakkanad, Kochi  for the last 18 months for training visually
challenged youngsters in employability skills like mobility, computers

keep his fingers correctly on keyboard.

After knowing all these things, I suggested him to use talking typer,
which would help him to keep him in touch of keyboard. I know that

its not a proper solution of this problem. But I don’t want to break
his hopes & according to me only talking typer is a software which he
can use to settle his fingers permanently on keyboard.

Here  what I am trying to convey is that all people in the list are
surely experienced and better as you have seen life & faced more
situations like this. So I wish to request you all to come up with
some valuable suggestions as it can bring change in ones’ life.
