[AI] 18 born blind in arsenic hit Bihar district

Patna: Altogether 18 children were born blind in the arsenic affected
blocks of Bhojpur district during the past three months, Bihar health
minister Nand Kishore Yadav confirmed today.

The cause of the blindness was not yet known, but health department
officials were in touch with ophthalmologists, he said.

The arsenic affected districts in Bihar are Bhojpur, Buxar, Vaishali,
Bhagalpur, Samastipur, Khagaria, Katihar, Saran, Munger, Darbhanga and
Patna.

Diseases normally being witnessed in these districts include blindness,
cancer of intestine, lever, kidneys and bladder, gangrene, bone
deformity and skin problems.

[AI] Disabled too should have access to skywalks

Mumbai: The report by a private body indicating that most skywalks are
under-utilised is worrisome. One reason is that large amount of public
funds have been poured into the project and if people aren't using the
facilities then it amounts to gross waste of taxpayers' funds. 

 
It was interesting reading the views expressed by commuters about the
skywalks in Mumbai. There are many links already implemented in the city
and many are being planned. I have some suggestions; firstly they must
be accessible for people with disabilities. The state agency seems to
have forgotten that physically-challenged individuals are also expected
to use them. 

There are no signages indicating directions for those suffering from
hearing impairment. For example, Ali Yavar Jung National Institute for
the Hearing Handicapped, situated in Bandra West provides rehabilitation
services for the deaf, cannot be accessed from the Bandra railway
station, using the skywalk being constructed. For visually challenged
users there are no tactile tiles or sound alerts. There are no
escalators or lifts for senior citizens or those suffering from
orthopaedic disability. MMRDA should make these bridges free of barriers
forpersons with disabilities.

India is signatory to the guidelines on accessibility of United Nations
Convention on the Rights of Persons with Disabilities (UNCRPD). The
convention treats persons with disabilities as 'subjects' with rights,
who are capable of claiming those rights and making decisions for their
lives based on their free and informed consent. (The writer works as

One of my friends has cleared KPSC (Karnataka Public Service Commission)
exams in 2008.  As the State Government was unwilling to recruit him to the
post of Tahsildar,  He approached KAT (Karnataka Administrative Tribunal).
KAT directed the Government to recruit him within three months.  But,
Government appealed against the decision in High Court.  The matter will be
heard soon.
The Government's contention is how this blind candidate can perform his
duties.  His problem is he cannot use computer effectively because most of
the work is done in Kannada language, which is another barrier for him,  as
there is no accessible softwares and speech systems available in this
language.  I think the main requirement  in Government jobs, as an officer
one has to maintain secrecy.   Therefore, having readers is not a defendable
solution in this case.
 I would like to know how best he can defend his case  and in what way he
can
prove his abilities?  Are there any class 1 and class 2 officers working in
regional languages?  Please share your experience so that he can defend
himself and open the door for future job seekers.  Perhaps this is the first
time Govt. of Karnataka reserved a post for V I. in this category.

I remember Kanchan madam tried very hard for appointment of Tasildar
in the state of Rajasthan.  I don't know about the result though.

One Mr. Dinakar, who cleared the IAS selection, got appointed as a
personnel officer in Indian railways.

So, if the job of Tasildar requires some vision, then he can be
appointed in an alternative job at the same cadre.  Having said this,
why did the government reserve one post of Tasildar for visually
challenged when it feels a blind person can't perform
 the duties of Tasildar independently?

Opinions from the legal fraternity are eagerly awaited.

Well, I have had no experience of this nature where  a language other than
English or Hindi was the medium. However, three points are sufficient for
the claim of the gentleman:

(a) Firstly the Post is identified and  reserved for VH.
(b) Secondly, The implementation of provisions of PWD Act do not rest on
whether there is a software available to work on computers. Had that been
the case, no blind could have been appointed when computers were not so
common.
(c) Thirdly, the issue is not whether what he can not do but about the
reasonable accommodation and assistance of a scribe that government is to
provide.talk about

Also, no defence of maintaining secrecy will aid the Government. If the
assistance provided is  a government servant and he/she will be governed by
govt. rules. Private assistance can also allowed subject to security
regulations. For eg. Mr. Sanjeev Sachdeva is a Class I officer in Indian
Parliament. He is a person with muscular dystrophy and uses personal carer
(as opposed to a carer provided by Government)  entering the parliament. He
dictates all sensitive letters/assignments and somebody else types it. Where
is the threat to secrecy?

Thus in my opinion, the contentions of the Government will not hold any
ground. Today there are several cases that prove this point - ranging from
Ravi Arora, Dinakar and several others.

Just one suggestion:
Visit inclusive planet, and there you will get the catalogues of DFI 
organizations. Then, hit the request to issue link, provide your membership 
no., with any DFI organization, and follow the rest of the process.

This requires good amount of time but certainly nice feature of IP.
I don't know beyond this because so far I have not gone through the process 
as I have to get my membership no from nab delhi library which I had missed.
Also NIVH Dehradun had got good litrature in Hindi at least I remember 
checking their website. But I don't know where NIVH's website has 
disappeared!

If their phone number is not changed, then its:
0135-2744979.
I think ext. 243 or 244 is for library and braile press. Computer should 
tell you that or operator should respond. If nothing happens then dial 240 
and talk with the principal directly.

There is an audio library in Junagadh which has made many audio Gujarati 
books on CD's. Such a library also exists in Mumbai, Worli sea face. You 
can contact them and get their catalogues. Thereafter, you can make

the version i have uploaded is the official version of nuance talks
5.0. it is talks_500_3_signed.sisx it was just uploaded to drop box
as it is not placed on nuance web sight. i hope talknav is the
official dealer of nuance communications and the same version  could
be found on their web also. further the same had been posted to talks
mailing list also.   friends i need not post any illegal software to
this list as there is no necessity for me. someone pointed out that it
is a illegal version and so i need to make it clarified so i need to
comment over the list. as a responsible member of this list i would
never post such links which are illegal and i know my basics. after
testing with my original license and after confirming from the article
i had mentioned in my previous mail  i posted the version to the list.

someone pointed that it would be uploaded to nuance.com as soon as it
had been released and it is not there till now. i can confirm friends
it was officially released 100 % and those who have confidence can
download and those who doesn't have can simply leave it.

as to necessity for posting of an uploaded link we are posting many of
such which are of some use to the list i think there is no crime in it
as long as it is not a pirated version and a original one.
I hope i need not further explain or comment on this issue further to
reduce unnecessary traffic on the list.

it is up to our beloved moderator to continue this thread or to discontinue it.

of 18 members. Additional elections will be held for the six members whose

Women with Disabilities at CSW48
On 4 March, during the 48th session of the Commission for Social
Development (CSW48), SCRPD along with the Global Partnership for Disability
and Development (GPDD), organized an interactive panel discussion on
“Cross-sectionalities of gender, disability, and development: Towards
equality for women and girls with disabilities”. Rangita de Silva de Alwis,
Director, International Human Rights Policy discussed four country projects
in the Asian region and highlighted ways in which the women’s rights and
disability rights movements mutually reinforced and strengthened each
other. Ms. Luz Angela Melo, Human Rights Technical Adviser, United Nations
Population Fund discussed the sexual reproductive health of women with
disability. Ms. Ana Pelaez, Vice-chair of the United Nations Committee on
the Rights of Persons with Disabilities showed how girls and women with
disabilities face multiple discrimination. She also provided strategies and

MERCOSUR – Meeting on the Inclusion of the disability perspective in the
MDGs and Inclusive Development
The Conference of High-level Authorities of MERCOSUR and Ministries of
Foreign Affairs is organized every six months by the Presidency of
MERCOSUR; this conference took place under the Presidency of Argentina.
SCRPD/DESA, the World Bank, Leonard Cheshire Center on Disability (UK) and
the Global Partnership for Disability and Development co-sponsored the
MERCOSUR meeting on “Inclusion of the disability perspective in the MDGs
and Inclusive Development” at the Conference (22 March). Other meetings
were organized by the Government of Argentina on disability, development
and the CRPD for national and provincial level officials of the Central
Committee coordinating all the provinces of Argentina (23-25 March). The
Conference covered various issues, including disability, children, and the
development of indicators for economic, social and cultural rights.
Representatives of MERCOSUR countries as well as the Associate States

During days, when I had been busy with exams, some of you folks have
sent me messages and asked their computer related doubts.
Folks, I’m grateful that you guys find me eligible to answer your
queries, trust me, I love to solve your problems/doubts if I can. Just
keep directing your queries to me like this if you find me eligible
enough, I’ll try to impart my suggestions based on a little of my
knowledge and experience.
Anyways,
One of the questions which has come pretty repetitively was “what’s
the difference between a netbook and a notebook?”.
Actually, the words, languages, way and style of asking was different,
but a lot of people here,  or elsewhere have asked me the same.
So, what’s the deal about it?

Well, while answering the same question to a mate just now, I thought
to write this,  since I’m a little free today, and waiting for days to
arrive for some major project undertakings.

So, the terms, “laptop”, “notebook” and “netbook” does often confuse
generally particularly if you’re not much in the technology shoes.
What is what, and which one to buy are some of the major doubts people
find themselves tucked in.
Considering, here’s my take on them, which may (may not be though)
help you out in understanding them better and perhaps in the future
course help you determining which is the best for you to buy.

First off, as a matter of fact, they all are smaller in size from your
colossal looking desktop.
and, the “netbook” breed out of them is the smallest from everything
else mentioned.

Ok, so without much ado, let’s have a quick look on laptop, notebook,
and netbook in terms of differences, advantages and disadvantages.

Laptop computers:
Originally, the laptop computer were not the laptop computers at all.
Though the idea behind them was to make a device that can fit on lap
and is portable to carry around, but they were way too bulky to be
used on anyone's lap.
Those who are long been connected through technoworld will give you
lot of such examples like Commodore SX-64 and IBM Green Machine” etc.
So, they were not exactly the laptops, and in fact, their prize to was
pretty much (I still need some months of my salary with overtime to
buy that).

Notebook:
The makers of technology don’t make it for inconvenience, and they
often want people to use and appreciate it.
Since it wasn’t much happening in the case of laptops considering it’s
yet big size and costly appearance, companies have started scratching
their heads to make it even more smaller.
Laptop computers eventually progressed to the point where they could
actually be held on your lap. By that time, they started calling them
notebook computers, presumably because they opened like notebooks if
you turned them sideways. Some people still call them laptop computers
and they're not wrong in doing so.


Netbook:
And, then came the netbooks, from a perspective of confusing people
even more. (not actually though).

The netbooks are even smaller then notebook and can even fit in your
small Tiffin bag.
They're basically the same thing as notebook computers, scaled down
and focusing on Internet-based applications over locally-based client
applications.

Ok, so as the time passed, the size has dwindled, but is the size only 
factor?

Not really.

First, have a look of a tipicle notebook and it’s configuration:

• Screen size : 12 Inch and up
• Processor : Intel Pentium Dual-Core,Core 2 Duo or AMD Turion X2
• Graphics : Integrated or External Graphic Card, from Intel GMA x3100
to AMD Mobility HD 3870X2
• Weight : 1.9kg and up.

And, now a quick compare with netbook:
• Screen size : 12 Inch max
• Processor : VIA C7 1.2GHz, Intel Atom N270 1.6GHz or AMD Geode 800MHz
• Graphics : Integrated Graphic Card, mostly Intel GMA 900 or 950
• Weight : 1.1kg and below.

So, there are four important points as you can see:
Screen size: I think this we’ve already kind of discussed.

Processor:
This part is most important.
The notebook uses Intel Pentium Dual-Core,Core 2 Duo or AMD Turion X2
as processor, while the netbook uses VIA C7 1.2GHz, Intel Atom N270
1.6GHz or AMD Geode 800MHz.
The processor of a netbook is much lesser then the processor of
notebook, and would not be able to perform high speed computing,
graphic/video editing on multiple channels, or working simultaneously
on various applications.





Graphics and weight:
Notebook supports better graphic cards then netbook, therefore it is
capable in doing high definition graphic editing, viewing of high
definition multi channel videos and so on. Which isn’t possible in
netbooks.

 During days, when I had been busy with exams, some of you folks have
 sent me messages and asked their computer related doubts.
 Folks, I'm grateful that you guys find me eligible to answer your
 queries, trust me, I love to solve your problems/doubts if I can. Just
 keep directing your queries to me like this if you find me eligible
 enough, I'll try to impart my suggestions based on a little of my
 knowledge and experience.
 Anyways,
 One of the questions which has come pretty repetitively was what's
 the difference between a netbook and a notebook?.
 Actually, the words, languages, way and style of asking was different,
 but a lot of people here,  or elsewhere have asked me the same.
 So, what's the deal about it?

 Well, while answering the same question to a mate just now, I thought
 to write this,  since I'm a little free today, and waiting for days to
 arrive for some major project undertakings.

 So, the terms, laptop, notebook and netbook does often confuse
 generally particularly if you're not much in the technology shoes.
 What is what, and which one to buy are some of the major doubts people
 find themselves tucked in.
 Considering, here's my take on them, which may (may not be though)
 help you out in understanding them better and perhaps in the future
 course help you determining which is the best for you to buy.

 First off, as a matter of fact, they all are smaller in size from your
 colossal looking desktop.
 and, the netbook breed out of them is the smallest from everything
 else mentioned.

 Ok, so without much ado, let's have a quick look on laptop, notebook,
 and netbook in terms of differences, advantages and disadvantages.

 Laptop computers:
 Originally, the laptop computer were not the laptop computers at all.
 Though the idea behind them was to make a device that can fit on lap
 and is portable to carry around, but they were way too bulky to be
 used on anyone's lap.
 Those who are long been connected through technoworld will give you
 lot of such examples like Commodore SX-64 and IBM Green Machine etc.
 So, they were not exactly the laptops, and in fact, their prize to was
 pretty much (I still need some months of my salary with overtime to
 buy that).

 Notebook:
 The makers of technology don't make it for inconvenience, and they
 often want people to use and appreciate it.
 Since it wasn't much happening in the case of laptops considering it's
 yet big size and costly appearance, companies have started scratching
 their heads to make it even more smaller.
 Laptop computers eventually progressed to the point where they could
 actually be held on your lap. By that time, they started calling them
 notebook computers, presumably because they opened like notebooks if
 you turned them sideways. Some people still call them laptop computers
 and they're not wrong in doing so.


 Netbook:
 And, then came the netbooks, from a perspective of confusing people
 even more. (not actually though).

 The netbooks are even smaller then notebook and can even fit in your
 small Tiffin bag.
 They're basically the same thing as notebook computers, scaled down
 and focusing on Internet-based applications over locally-based client
 applications.

 Ok, so as the time passed, the size has dwindled, but is the size only

 factor?
 Not really.

 First, have a look of a tipicle notebook and it's configuration:

 * Screen size : 12 Inch and up
 * Processor : Intel Pentium Dual-Core,Core 2 Duo or AMD Turion X2
 * Graphics : Integrated or External Graphic Card, from Intel GMA x3100
 to AMD Mobility HD 3870X2
 * Weight : 1.9kg and up.

 And, now a quick compare with netbook:
 * Screen size : 12 Inch max
 * Processor : VIA C7 1.2GHz, Intel Atom N270 1.6GHz or AMD Geode
800MHz
 * Graphics : Integrated Graphic Card, mostly Intel GMA 900 or 950
 * Weight : 1.1kg and below.

 So, there are four important points as you can see:

The UN Convention on the Rights of People with Disabilities (UNCRPD), came into 
force in 2008, (UN Convention on the Rights of Persons with Disabilities: 
www.un.org/disabilities , Plain English version: http://tinyurl.com/360fsl). 
Article 27 recognises 'the right of persons with disabilities to work, on an 
equal basis with others'. However, despite the fact that twelve countries in 
the region (including India) have ratified the UNCRPD, young people with 
disabilities still struggle to access decent work across the Asia Pacific 
region. Access to quality education, vocational training and employment are 
denied to millions of young people with disabilities worldwide, including India.

 

We would like members to respond the following questions:

· What are the barriers and challenges that young people with different 
kinds of disabilities face when trying to access decent work?

· What changes to Policy and Practice are required so that young people 
with disabilities can access decent work? (These suggestions may include key 
priorities, action areas, etc.)?

· What are the strategies and actions required to get the attention of 
policy makers and decision-makers to address the issue of decent for young 
people?

 

While responding to each of these questions we request members to share their 
experiences of strategies, solutions and good practice of organizations and 
governments in India,  that have had success in addressing these issues.

 

The experiences and ideas contributed from India to this Discussion Forum will 
be used in efforts to develop coherent strategies, solutions and good practice 
for policy-makers and other decision-makers in the Asia Pacific region, and

If you have animations on a slide, pressing the SPACEBAR plays animations
one by one. The show advances to the next slide after all animations are
played. Alternatively, try out these methods:

1. Open context menu using APPLICATION key and select Next or Previous.
2. Press LEFT mouse button to advance to next slide.
3. Spinning mouse wheel also advances the show in the direction you spin.
4. Press DOWN/RIGHT arrow to move to next slide or UP/LEFT arrow to move to
previous slide. This may not work when JAWS is running as these keys are
meant for reading.

You can read contents on a slide using INSERT+B. If that doesn't work, use
JAWS reading commands.

provided plugin witch works only with firefox.

The draft notes lists N72 as a supported second edition model. However
I have not used the model for a long time and if my memory is correct,
N72 accepts file extention only with .sis and those files available

Kiran,

Currently eSpeak TTS supports Tamil and Punjabi languages. Two TTS namely
Shruti and Webel TTS are available for Bengali language, but
unfortunately both are not SAPI compliant due to which these can not be used
with popular screen readers. There is no TTS available for Gujarati
language. There are few TTS available for Arabic script in other countries
like Gulf region but I am not aware about their current status.

Since you want to use these TTS with PDF document, hence it will be better
for you to use eSpeak with JAWS or other screen readers which support PDF
document.

I have also red draft and i am also not able to understand this how
they have listed n 72. However, after reading draft i tried to install
talks but i get an error the phone does not support this extension.

[AI] Eudora and gmail via pop

I am able to send via eudora. However, I am not able to receive
