Patna: Altogether 18 children were born blind in the arsenic affected blocks of Bhojpur district during the past three months, Bihar health minister Nand Kishore Yadav confirmed today. The cause of the blindness was not yet known, but health department officials were in touch with ophthalmologists, he said. The arsenic affected districts in Bihar are Bhojpur, Buxar, Vaishali, Bhagalpur, Samastipur, Khagaria, Katihar, Saran, Munger, Darbhanga and Patna. Mumbai: The report by a private body indicating that most skywalks are under-utilised is worrisome. One reason is that large amount of public funds have been poured into the project and if people aren't using the facilities then it amounts to gross waste of taxpayers' funds. It was interesting reading the views expressed by commuters about the skywalks in Mumbai. There are many links already implemented in the city and many are being planned. I have some suggestions; firstly they must be accessible for people with disabilities. The state agency seems to have forgotten that physically-challenged individuals are also expected to use them. There are no signages indicating directions for those suffering from hearing impairment. For example, Ali Yavar Jung National Institute for the Hearing Handicapped, situated in Bandra West provides rehabilitation services for the deaf, cannot be accessed from the Bandra railway station, using the skywalk being constructed. For visually challenged users there are no tactile tiles or sound alerts. There are no escalators or lifts for senior citizens or those suffering from orthopaedic disability. MMRDA should make these bridges free of barriers forpersons with disabilities. India is signatory to the guidelines on accessibility of United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). The convention treats persons with disabilities as 'subjects' with rights, who are capable of claiming those rights and making decisions for their lives based on their free and informed consent. One of my friends has cleared KPSC (Karnataka Public Service Commission) exams in 2008. As the State Government was unwilling to recruit him to the post of Tahsildar, He approached KAT (Karnataka Administrative Tribunal). KAT directed the Government to recruit him within three months. But, Government appealed against the decision in High Court. The matter will be heard soon. The Government's contention is how this blind candidate can perform his duties. His problem is he cannot use computer effectively because most of the work is done in Kannada language, which is another barrier for him, as there is no accessible softwares and speech systems available in this language. I think the main requirement in Government jobs, as an officer one has to maintain secrecy. Therefore, having readers is not a defendable solution in this case. I would like to know how best he can defend his case and in what way he can prove his abilities? Are there any class 1 and class 2 officers working in regional languages? Please share your experience so that he can defend himself and open the door for future job seekers. Hi, I remember Kanchan madam tried very hard for appointment of Tasildar in the state of Rajasthan. I don't know about the result though. One Mr. Dinakar, who cleared the IAS selection, got appointed as a personnel officer in Indian railways. So, if the job of Tasildar requires some vision, then he can be appointed in an alternative job at the same cadre. Having said this, why did the government reserve one post of Tasildar for visually challenged when it feels a blind person can't perform the duties of Tasildar independently? Well, I have had no experience of this nature where a language other than English or Hindi was the medium. However, three points are sufficient for the claim of the gentleman: (a) Firstly the Post is identified and reserved for VH. (b) Secondly, The implementation of provisions of PWD Act do not rest on whether there is a software available to work on computers. Had that been the case, no blind could have been appointed when computers were not so common. (c) Thirdly, the issue is not whether what he can not do but about the reasonable accommodation and assistance of a scribe that government is to provide.talk about Also, no defence of maintaining secrecy will aid the Government. If the assistance provided is a government servant and he/she will be governed by govt. rules. Private assistance can also allowed subject to security regulations. For eg. Mr. Sanjeev Sachdeva is a Class I officer in Indian Parliament. He is a person with muscular dystrophy and uses personal carer (as opposed to a carer provided by Government) entering the parliament. He dictates all sensitive letters/assignments and somebody else types it. Where is the threat to secrecy? Thus in my opinion, the contentions of the Government will not hold any ground. Just one suggestion: Visit inclusive planet, and there you will get the catalogues of DFI organizations. Then, hit the request to issue link, provide your membership no., with any DFI organization, and follow the rest of the process. This requires good amount of time but certainly nice feature of IP. I don't know beyond this because so far I have not gone through the process as I have to get my membership no from nab delhi library which I had missed. Also NIVH Dehradun had got good litrature in Hindi at least I remember checking their website. But I don't know where NIVH's website has disappeared! If their phone number is not changed, then its: 0135-2744979. I think ext. 243 or 244 is for library and braile press. Computer should tell you that or operator should respond. Kiran, Currently eSpeak TTS supports Tamil and Punjabi languages. Two TTS namely Shruti and Webel TTS are available for Bengali language, but unfortunately both are not SAPI compliant due to which these can not be used with popular screen readers. There is no TTS available for Gujarati language. There are few TTS available for Arabic script in other countries like Gulf region but I am not aware about their current status. Since you want to use these TTS with PDF document, hence it will be better for you to use eSpeak with JAWS or other screen readers which support PDF document.
