Can anybody say which department is responsible for such scholarship in 
Chhatrishgarh? It's department of Mass Education in West Bengal. The fellow

gov. Of india offers scholar ship of rs 1000 per month but this is limited

Dear friends this is very good if any step has been taken in this regard but 
frankly speaking I could not understand the actual stand of government 
regarding us.  We are great sufferers not getting promotion in A.B. posts. The 
government is giving promotions  to SC and ST but not VH why this 
discrimination  I am talking about promotions  in TGT to PGT teachers. We do 
not get promotions for PGT so we do not become voice principal  and principal. 
and other in hiarchy. if any comment from any side please let me know so that I 
may increase my knoleddge. I appreciate that Kanchan Pannani can understand 
this better what the action has been taken government because she knows law

about to be threatened by an emerging group of ultra-thin laptops?

Ultra-thin laptops are a new category of lightweight PCs that are just as
portable as netbooks and provide adequate performance to run most
applications,
including HD multimedia and casual gaming.  The first such model, HP's dv2 (
pictured), is a powerful laptop that can be configured with a discrete
graphics
card and a dual-layer DVD writer.

Netbooks, on the other hand, are designed for web surfing and running basic
apps, such as word-processing software.  They are relatively slow and are
characterised by small keyboards and screens between 8 inches and 12 inches.

Dell introduced its first ultra-thin Inspiron 11z in August at ukp399,
breaking
into the price range of many netbooks.  In a blog posting, Dell
representative
Anne Camden said the 11.6 inches-screen laptop provides "netbook-like
portability with laptop-like capability".

The 11z is powered by a 1.2GHz Intel Celeron 723 - a more powerful processor

Roger Kay, president of research firm Endpoint Technologies, said Intel has
been
"anxious" to promote ultra-thin laptops, but until now they have cost too
much
for it to do so.  Now Dell's pricing for the Inspiron 11z could make it an
alternative to netbooks for price-conscious buyers, he said.

"It's extremely aggressively priced, but it doesn't have the performance
limitations of a netbook," Kay said.  For example, ultra-thin laptops can
run
Windows 7 Home Premium - the average netbook can't.

Another firm that could benefit from the emergence of ultra-thin laptops is
Microsoft, which is looking to eke out more profitability from the low-end
laptop space.  High netbook sales have affected Microsoft's earnings.

The company's revenue took a hit because of high netbook shipments and a
worldwide decline in computer sales during the fiscal fourth quarter of
2009.

"Microsoft is trying to land a version of Windows 7 that will be profitable
for
itself and the low-end market," Kay said.

David Daoud, research manager at IDC, said that while Microsoft plans to
offer a
version of Windows 7 called Starter that could go into netbooks, the
software
giant may want to push higher-end versions such as Windows 7 Home Premium
that
could run on ultra-thin laptops.  That could help the company generate more
licensing revenue.

"Ultra-thin laptops are an attempt to go back to a normal mode and high
price
points, so there are margins for everyone," Daoud said.  He added that the
economy is a factor.

The troubled state of the economy means that a ukp50 difference is
significant
to buyers, he claimed.  And, since some buyers don't care about performance
or
size, they may continue to buy cheaper netbooks.

"It just highlights the confusion in the market.  Some consumers really
don't
care.  For them, ultra-thin, Atom - perhaps they don't care too much," Daoud
said.

A size to fit

Netbooks have small screens and can easily be moved around the home, a
convenience that ultra-thin laptops may not offer.  However, ultra-thin
models
have larger screens and could function as primary PCs.

Mainstream, full-size laptops, meanwhile, are feeling the pressure, Kay
said -
customers are leaning toward netbooks and ultra-thin portables in search of
mobility.

Size and convenience are Dell's way of differentiating between ultra-thins
and
its existing line of netbooks, wrote Anne Camden.  "Dell has always
positioned
netbooks, aka minis, as companion devices - miniature laptops that are easy
to
slip into a bag and use while on the go," she said.

But the categories are bound to clash, and netbooks have a long way to go,
particularly in performance.  Ultra-thin models are far ahead in the
performance
curve and netbooks may need either a redesign or quick advancements in the
silicon they use, such as processors.

Netbooks don't have that much time to catch up, Kay said.

ENDLESS UPGRADES

Q For several months now my Windows XP PC has been insisting at shutdown
that it
has one upgrade to install.  This takes nearly four minutes.  I've spent
hours
on the phone with Microsoft, but the situation continues.  I think I may
have a
corrupt installation file or upgrade instruction.  Peter Joiner

It does indeed sound as though you have a corrupt installation file, Peter.
You'll need to remove all the old Windows Update files from your hard drive
- with the exception of the corrupt file, these are already installed and no
longer needed - and then download the updates again.  You should note that
your computer will download only the missing updates, and not those that
have
already been applied.

Right-click My Computer, select Manage and expand the Services and
Applications
option.  Choose Services, right-click Automatic Updates and click Stop.

Navigate to your Windows folder (usually C:/Windows) and delete the
'SoftwareDistribution' folder located there.  Reboot your machine, then run
Windows Update to download and install any new or missing updates.

This should fix the problem.  If the issue recurs, deselect the problematic
file
in Windows Update to prevent your computer from attempting to install it.

MEDIA STUDIES

Q My Archos Gmini 400 portable media player isn't recognised by Windows
Media
Player (WMP) 11.0.  Do I need to revert to WMP 10.0 to sync files or is
there a

The Archos documentation specifies support for WMP 9.0 and I can find no
information as to the Gmini's use with versions beyond this.  As the device
was released in 2005, it's possible that Archos can't guarantee its
reliability with newer versions of WMP.

It's worth checking that you have the latest firmware installed (download
the
latest version from tinyurl.com/lwyyfd).  However, since this was also
released
in 2005, this may not prove to be an effective solution to your problem.

Another alternative is to switch from WMP to iTunes.  The Gmini has an
iTunes
plug-in stored on its internal drive at data/ iTunes plug-in, where it's
stored in a .SIT compressed file.  Expand the file to reveal a Jpeg image
that
shows you where to place the plug-in for your player.

BANK HOLD-UP

Q I am unable to enter my ID and password in order to access Lloyds TSB
internet
banking on my Vista PC, although I have no such problem on my XP netbook.
All
tech support could suggest was to tweak a few security settings.  I have
tried
to persuade the staff at my local branch to ask their IT people to

I'm not surprised your bank is unwilling to diagnose your PC remotely,
Robin.
It's beyond its remit.  I suspect your login issues are due to corrupt or
incorrectly cached files from the Lloyds TSB site.  Clean out these files
using
CCleaner ( ccleaner.com).

Launch the program and select the Cleaner tab.  Now click Run Cleaner.  Note
that your web browser must be closed when you do this.  Also check that
there's nothing in the Recycle Bin you don't want to lose.

Close CCleaner, relaunch your web browser and try to log into internet
banking
again.  If you still can't log in, download and install the latest version
of
Java.  You should also ensure Internet Explorer is fully up to date and that
you're using the latest version.  Run Windows Update and install any patches
and updates that appear.

If you still have no joy at login, try a different web browser, such as
Mozilla
Firefox ( mozilla.com/firefox) or Google Chrome ( google.com/chrome).
Either of
the two browsers will use its own system to render the pages and negate any
Internet Explorer problems.

GLOOMY OUTLOOK

Q Outlook Express regularly attempts to compact my mail to save space.  The
process results in the loss of stored messages, so I cancel it.  The last
time
it ran I wan't given this option and all my emails from the past four months

Don't panic, David.  Outlook Express backs up your folders before compacting
them (in the Recycle Bin, admittedly).

Look in Tools, Options, Maintenance, Store Folder for the location of your
Store
Folder.  Close Outlook Express, go to your Recycle Bin and locate and
restore
the most recent Sent Items.bak file that you find there.  This will put your
mail back in the Store folder, but still as a BAK file.

Browse to this folder in Windows Explorer.  You may need to enable the
display
Hidden and System files to see the file.  If so, go to Tools, Folder
Options,
View and deselect the option to Hide extensions of known file types.  You
should
now see two files: Sent Items.dbx and Sent Items.bak.

Rename the Sent Items.DBX to Sentold.  dbx and then rename Sent Items.Bak to
Sent Items.DBX.  When you open Outlook Express, your Sent Items should be
restored.

Repeat these steps for each Outlook Express folder you find in the Recycle
Bin.

Be sociable and safe with our Facebook privacy tips

Social networking websites such as Facebook (www.facebook.com) can keep you
in
touch with friends and family.  However, as people share more of their
personal
life in this public domain, the risk is that hackers and cybercriminals will
use
your personal data for their own gain.

It's important that you keep personal details about your activities and
interests, as well as sensitive information such as your phone number,
private
within a network of friends.  If in doubt, don't share it at all.  Facebook
updated its privacy features in December 2009; here, we provide our top tips
on
keeping data safe on the revamped site.  The same principles about sharing
data
apply to any networking site.

1. Protect your profile

Your Facebook profile information (including your name, profile picture,
gender
and current city) can, by default, be viewed by everyone online, which could
compromise your privacy.

To ensure your profile is protected, click Settings and from the drop-down
menu
click Privacy Settings.  On the next screen click Profile Information.  This
will list the information contained within your profile; for instance, your
Status and links, personal information, and Facebook photos where you've
been
tagged.  Use the drop-down menus beside each of these to dictate whether
only
yourself, friends, friends of friends or everyone can view these personal

2. Filter your friends

Many people include their boss among their Facebook friends, forgetting they

Create New List and give it a name, 'Colleagues', for example.  To add

select who can see content, including an option for 'Specific People'.
There's also a box titled 'Hide this from' where you can type in the
person's name to exclude them.

3. Keep news to yourself

Facebook's news feed is a digest of recent activity; yours, or your friends.
If you edit your relationship status (from Married to Divorced, say),
comment on
a friend's photo or post a message to a group, all your friends will see
this
activity in their news feeds.

To change the default setting for your posts click Settings > Privacy
Settings >
Profile Information and look for the Post By Me option.  From the drop-down
menu, select who will be able to see your posts - from friends, friends of
friends, to everyone or customiseit to restrict it to certain people.

Regardless of your default setting, you can adjust the privacy setting for

4. Who's asking the questions?

A popular Facebook distraction is its wide variety of games, polls and

By signing up to these applications, you're giving the people who developed

permission to access personal profile information that has been made visible
to
everyone.

You can avoid this by not using the Everyone option in your Privacy
Settings.
However, your details are still at riskif your friends also use these
applications.

To solve this, go to Settings> Privacy Settings and select Applications and
Websites.  Click the Edit Settings tab next to What your friends can share
about
you.  Untick all the fields you don't want sharedin this situation, such as
your profile, picture,and photographs.

5. Search results

Facebook members can search for you and then add you as a friend.  They can
also
view your profile photo and friends list or even send you a message.  This
allows long-lost friends to find you online, but you may also receive
communications from strangers.

You can edit and restrict how your search result looks so that only minimal
information is displayed.  To do this, click on Settings and then Privacy
Settings.  Click Search and under Facebook Search Results choose who you
want to
find you in a search.

If you choose Everyone but don't want your listing to appear on external
search engines like Google, make sure the box Allow indexing next to Public
Search Results is unticked.

6. Share photographs

Facebook is a great way to share your pictures but you may wish to restrict
who
can see them.  To do this, click on Settings> Privacy Settings.  Click on
Profile Information and then the Edit Settings tab next to Photo Albums.

the down arrows beside your individual albums to restrictwho sees them.

Others may post and tag images of you to their own Facebook accounts that

Backing up your files is crucial.  Just imagine how you'd feel if you lost
all
the precious photographs you have stored on your computer or lost all your
MP3
music files.

There are various ways of backing up; to an external hard drive or to a USB
key
and, increasingly, to an online account.

For example, Carbonite PC Backup service, a Which?  Best Buy, backs up files
to
an online storage area for a flat fee of around ukp27 per year.  BT offers a
service called Digital Vault, which allows users to upload up to 5GB of
files to
an online storage area for free, or up to 50GB of files for ukp5 a month.

Microsoft's Windows Live offers a service called SkyDrive.  This isn't a
Best Buy but offers 25GB of online storage free of charge.  Here's how it
works.

1. Getting started

Go to SkyDrive's home page (skydrive.live.com) and, if you have an existing
Windows Live account (you will if you use Windows Live Mail, for instance),
click Sign in and enter your email address and password.  If you don't have
a
Windows Live account, click the Sign up button and enter an email address,
password and your personal details.  Accept the terms and conditions and
copy
the captcha (the disguised characters) into the box provided.

2. Online folders explained

By default, Windows Live SkyDrive creates four folders (as shown, below).
The
My Documents and Favoritesfolders show a padlock to denote that these are
secure
folders or as SkyDrive puts it they are 'Shared with: Just me.' The folder
titled Shared favourites is designed to store your favourite web pages or
bookmarks.  Finally, the Public folder is for sharing files with your
friends
and family.

3. Create a shared folder

You may have someone with whom you share files regularly and want to set up
a
dedicated folder exclusively for them.  To do this, click Create folder.  On
the
next screen give your folder a name.  Click the drop-down arrow beside Share
with and choose the Select people option.  Next, enter the email address of

the
person with whom you want to share the folder or select their details from
your
Windows Live Mail contact list and click Next.

4. Drag-and-drop files

A new window will appear showing the message Drop files here.  You can
drag-and-drop files here in the same way that you can move files around on
your
computer.  Click and hold down the Windows and E keys on your keyboard to
launch
Windows Explorer.  Find the file you want to save to SkyDrive.  Select the
file
using the left-hand button of your mouse and drag the file across to the
SkyDrive folder and then click Upload.

5. Edit permissions

Now click on the link People I selected (beside Shared with).  On the next
screen click on the link marked Edit permissions.  Click the down arrow at
the
bottom of the screen to allow the person with whom you are sharing the
folder to
add, edit and delete files as well as simply sharing them.  Using the tick
boxes
you can also choose to share the file with Everyone or just People in your
network (be careful what information you share with everyone).

6.  Send a link Click back and then click on the blue link Let people know.
Add
a message in the box provided and click Send.  Tick the box Don't require
people to sign in with Windows Live ID in case the person with whom you are
sharing the file doesn't have their own Windows Live account.  Click Send.

not be considered as bad as they are in practice.
Quoting the words of Rajesh sir (Laws are made by headless,
implemented by the muddle-headed and finally interpreted and
adjudicated by high-headed individuals.”
Don’t have much idea about the intellectuals, who are assigned with
the task, but the only concerned should not be the making of better
law, in fact the emphasis should be given more on the execution part.
And it can be possible only if they would adopt a holistic approach.
And for adopting a holistic approach, they must come out of the trap
of so called "Disabled Friendly organisations".

I can atleast say that now we know we are going towards a new Law. One
barrier broken one step ahead.
Let the committee do its best. They have plenty of material to work on.

the last 4 years consultations have been going on and recommendations have
been going to the Ministry. If they take a lot of the suggestions in, we
will have a good law.

Once the draft is ready we will see it on the Ministry's website and we 
can

then criticize it add to it or delete it. If it is not good enough we can
restart the process.
The disabled world has changed. Many people know their minds and rights

many people have a voice and know how to use it.
Hopefully somebody with some sense has chosen the committee. I know that
many thought they should be on the committee because they represented the

called National Organisations, its upto the Ministry to decide. Lets give

network New Delhi.

notifications and decide which university suits your needs.  Some

replace the existing one.

association,  MS Jayashree Ravindran of ability foundation Chennai, Shree Karna

commissioner, Shree Rajiv Raturi of Human rights law network New Delhi.

 

MS Punam Natrajan and general Cardozo will be the members of this committee by 
virtue of their office, that is chairpersons of national trust and 
rehabilitation council of India respectively.

A copy of the complaint received from Shri R Srinivasan stated to be a peron 
with Visually impairment vide email dated 4.1.2010 is enclosed. Shri Srinivasan 
has submitted that he is being denied the usage of ATM and other banking 
facilties by your branch for quite long inspite of repeated efforts and 
requests. He has also stated that the Ombudsman, RBI with whom he has lodged 
complaint has also not taken any action so far.
In this regard, your attention is invited to the Circular no. DBOD.No. 
LegBC.91/09.07.005/2007-08 dated 4.6.2008 of RBI (copy enclosed) addressed to 
all scheduled commercial banks wherein it has clearly been mentioned inter-alia 
that cheque book facilitiy / operation of ATM / locker, etc cannot be denied to 
the visually impaired as they are legally competent to contract. It has also 
been mentioned in the RBI circular that in case No. 2791/2003, the Court had 
passed orders dated 05.09.2005 which was forwarded by IBA to all member banks 
vide their circular dated 20th october 2005. A copy of the said order is also 
enclosed. Denial of ATM facility or any discrimination in the matter providing 
banking facilties to persons on the ground of their disability is a clear 
violation of their rights as also it amounts to denail of equal opportunity to 
them.
In the light of the above, you are directed to ensure that all banking 
facilities to which the compalinant is entitled, be extended to him immediately 
or whenever he approaches your branch and to send an action taken report to 
that effect to this Court.

regarding hostel and mess allowance, the government provides the amount 
which the concerned institution collects from us.

Here are a couple of methods to collect data through questionnaires which I 
know.

1. You can create a questionnaire through google forms. Its a really cool 
Google docs feature, wherein, you can create and mail the questionnaires to 
the people you want to,  And once they fill in the questionnaire and click 
on the submit button, the data is systematically arranged in the google docs 
spreadsheet, which can be imported to your hard disk as an excel file. The 
best way to collect data as far as I know, but as far as the creation of the 
forms/questionnaire is concerned, its not very accessible with Jaws. You 
need sighted assistance in some places to create the questionnaire.

2. Another way of doing it is, using the form toolbar in MS Word. This is an 
easier way of creating the questionnaire, but its a bit more work for the 
people filling it if you compare it to the earlier option. You may also have 
a hard time arranging the data in systematic order. Anyways, these were my 
opinions, and if you want, I can give you a guide which would help you to 
create questionnaires in MS Word.

Electronic questionnaire can be prepared in HTML or word doc, different
methods can be opted to make it simple and easy to comprehend and answer.
