PNB has a horrible record in such matters, but this time around, they
have really gone absolutely mad.
I, after a lot of struggle, got my ATM card from PNB, although I had
to give an undertaking owning up all responsibilities in case of
misuse, there was no NOC from the parents.

one of my student has problem of jaws. her computer does not work properly 
after instaling jaws, where as it worked fine before instaling jaws. even after 
formeting of pc, m s office also can not be opened  with jaws, but after 
uninstalation of jaws, pc works fast. 
somebody suggests there is no accecibility of jaws  with m d processer, 
computer has 1 g b ram, and m d processer, 
so is it necessary to change its processer or any other option?

In my openion, if we would be able to force certain changes into
railway's system then problems can be avoided:
1. General coach should be located to the middle of train with more
seats than existing.
2. In every sleeper class compartment, there should be at least three
lower seats reserved for Physically disabled.
3. reservation of birth should be completely removed from general
disabled coach.

If number of persons increase then better to host it on some other client

The simple procedure should be to take a written note from the
officials of any bank  proving denial of such applications. And even
if it  is not possible, then the Bank's gbranch name, staff/officer
name can be noted down.
Further, the matter can be forwarded to the RBI's  Ombudsmen  cell.
My experience suggests that  they deal with such issue very seriously.

Hi,

First try to explain and convince the manager quoting examples of visually
challenged persons issued ATMs in Canara Bank.  

If that doesn't work, the usual procedure to be followed is;

1.  Give a letter in writing to the concerned branch manager along with the
IBA and RBI master circulars.

2.  If this doesn't solve the issue, give a letter in writing to the
concerned regional manager of the branch along with the documents mentioned
above.  

3.  If this too doesn't solve the issue, lodge a complaint against the bank
branch to the banking ombudsman.

Please share your experience on the list so that the legal fraternity gets
an idea about the proceedings.

Only once I have had a quarrel free journey in the coach reserved for
disables. Regrettably, Even if you have a reservation, nobody cares a
damn. If I am involved in a quarrel, the guards do not take the pains
of interposing, though I only try to claim my right. I travel alone,
and I know many of you also travel alone; this gives an advantage to
others. I am bemused as to how to fight with this injustice. Asking
for reservation in every coach would be too demanding because I do not
think that that number of disables journey.

I am not sure about the N82 but the settings to allow installation of 
uncertified applications are located in the Application Manager in all Nokia 
phones. I suggest searching for the Application Manager in the N82 & 
pressing the left key on it to open the Settings options.


Sorry that I cannot be more specific but other list friends using the N82 
could be more specific about the location of the Application Manager.

The "Certificate Error" message comes when you try to install unsigned 
software & your phone's application settings are set to allow only 
certified applications to be installed.


In order to change the phone's settings to allow installation of unsigned 
applications, do the following.


1. In the E51, go into the main menu & select Installations.
2. In Installations, select App Manager.
3. Once in App Manager, press the left key & bring up the settings 
screen.
4. The first option is set to allow only certified applications to be 
installed. Change it to all applications & exit.

5. Now try installing Talks & it should be successfully installed.

Comments on Draft Consultation Paper on National Policy

for Electronic Accessibility

 

 

I. General:

 

The draft policy currently being circulated in the form of a position paper
attempts, in no uncertain terms, to address the complex issue of electronic
accessibility with its various shades and nuances.  Although the draft
encompasses many critical focus areas, it leaves substantial scope for
amendments /enrichment. A few of these are suggested below  in rather
generic terms:

 

1.  The draft policy seems to limit itself to a mere legal mandation at
best.  It should also focus on implementation, enforcement and vigilant
monitoring.
2.  The precise technical specifications down to the micro level need to
be developed and incorporated into the draft with the help of competent
professionals. The W3C accessibility guidelines could be used as a possible
model.
3.  The focus of electronic accessibility needs to go well beyond the
Internet.
4.  All the websites currently under the purview of the Government of
India, either directly or indirectly, should be statutorily obliged to
provide seamless access to all.
5.  A public-private partnership mode could be initiated to encourage
large corporations to make their online and offline content accessible.

 

II. Section-wise Comments: 

 

 

1.  Preamble:

1.1.  The opening sentence of the Preamble has been taken verbatim from the
Foreword (sentence 2) to the National Policy For Persons With Disabilities
(2006) of the Government of India, contributed by Smt.  Meira Kumar, the
then Minister for Social Justice and Empowerment.  This needs to be
recognized, ( just a small point).

1.2. Other important documents the Policy is  to expand upon are: The
National Policy For Persons With Disabilities of the Government of India
(2006), and the New Centrally Sponsored Scheme of Inclusive Education of the
Disabled at Secondary Stage (2009) of the Ministry of Human Resource
Development, Government of India which, inter-alia, seeks to provide
students with disabilities access to computers in Classes 9 to 12.

 

2.  Operational Definitions:

ICTE needs to be defined, the basis could be the definition given for the
term "Communications" under Article 2 of UNCRPD, with suitable amendments. 

 

3.  Objective:

The following additional objective is suggested:

To help children and adults with disabilities without any gender-bias, to
overcome barriers that may hinder their full and effective participation in
society and function with maximum ease and independence.

 

4.  Scope:

4.1.  The opening sentence may be modified to read as follows:  The Policy
covers ICTE products and services relating to, though not limited to: print
access; mobility; communications; consumer electronics; information
technology;  home management;  recreation including broadcasting systems
covering video content, feature films/movies and digital television;
interactive transaction machines;  telecommunications systems;  technologies
used in workplaces, any future ICTE product intended for public use.

 

4.2. Instead of 'Academia', mention "university departments and colleges."

 

 

5.1  Awareness:

5.1.3  (to be added) The Union Department of Information Technology  will
prepare suitable schemes to support such awareness programmes and also
motivate other Ministries/Departments to do likewise.  

 

5.2 Education: 

(Replace existing 5.2.1 with the following):

 

Children with disabilities studying at the Secondary and Senior
Secondary stages of education will be provided necessary education in the
use of computers on a large scale with appropriate hardware/software
adaptations. Resource support available under the new Centrally Sponsored
Scheme of Inclusive Education at the Secondary Stage will be used for the
purpose. 

5.2.2  ( to be modified as follows): Assistive technologies
resource centres will be set up across the country, which will have a rich
collection of modern assistive devices for persons with disabilities to
enable them to identify the right device and facilitate
adaptation/technology transfer to the extent possible.

5.2.3 ( to be added): The encoding system for Indian languages will be
standardized with the use of the Unicode system for string content in our
languages. This will facilitate instant production of reading material into
accessible formats.  For a textbook to qualify as an officially prescribed
textbook for study, educational boards such as the CBSE and the dozens of
other state boards should require the PDF version of that book to be
deposited with a repository so that visually impaired students can study in
a barrier free environment.

 

5.2.4  (to be added) : All curricular material to be available
in alternative, appropriate and accessible format for persons with

I am not sure about the N82 but the settings to allow installation of 
uncertified applications are located in the Application Manager in all 
Nokia phones. I suggest searching for the Application Manager in the N82 & 
pressing the left key on it to open the Settings options.

could be more specific about the location of the Application Manager.

The "Certificate Error" message comes when you try to install unsigned 
software & your phone's application settings are set to allow only 
certified applications to be installed.


In order to change the phone's settings to allow installation of 
unsigned applications, do the following.


1. In the E51, go into the main menu & select Installations.
2. In Installations, select App Manager.
3. Once in App Manager, press the left key & bring up the settings 
screen.
4. The first option is set to allow only certified applications to be 
installed. Change it to all applications & exit.

5. Now try installing Talks & it should be successfully installed.

Hello Bharath,


What Oracle based tools are you using? Do they have a web interface? If so,
then standard browser commands will work. If not, you will need to explore
the screen to determine whether Jaws can read the text and controls.

You first explore with the jaws cursor. See if the text on the screen is
read. If it is read, then try using the tab key to move around the controls.
Use the read current line command (jaws key + up arrow) to determine whether
you can read the text associated with a given control.

We will need more specific information on what tools are being used and the
kind of interface the tools use to give you better advice.

a solution how Railways can safe-guard the existing coach to people
with disanilities and do not entertain other passengers. Asking for

If this coach has been reserved than what is difference between sleeper 
reserved coach and handicapped coach? This handicapped coach should be for 
all handicapped persons who have general ticket. If any handicapped person 
reserves berth, it should be given in sleeper coach, not in handicapped 
coach.

to solve the problem my oppinion is that  handicapped coaches open for 
all handicapped persons with ordinary tickets.the handicapped  quota 
is allowed in the other coaches.

I agree. Coach for disabled is for all persons with disabilities and
that is what was thought of Ralways. Now we need to work with Railways
to ensure this is implimented.

Also it's worth asking them to to chamge the place of this coach to
somewhere middle of the train like they have in Udyan Express. So that
we can have access to pantry car etc, as well it will be more secure.

Some one has written in this list that this coach has been converted in 
reserved coach. If it is so, than it is very sad news.I traveled many time 
in this coach with general ticket. I don't know present status of this 
coach.

I think, let's not take the thread to a different stage. Let's see for
a solution how Railways can safe-guard the existing coach to people
with disanilities and do not entertain other passengers. Asking for
additional seats is not a priority for now.

In my openion, if we would be able to force certain changes into
railway's system then problems can be avoided:
1. General coach should be located to the middle of train with more
seats than existing.
2. In every sleeper class compartment, there should be at least three
lower seats reserved for Physically disabled.
3. reservation of birth should be completely removed from general
disabled coach.

Dear Subramani sir,
Firstly my hearty thanks to you for extending your kind guidance in
this matter. I wish to be an active participant in this workshop for
various reasons.
I've a few doubts and suggestions.
Doubts:
1. What are we supposed to do with the documents you will be sending us?
Did you plan any exercises based on these documents? If so, It's good
if you send us the documents some time before the session begins.
2. When and how long the session is likely to be? I wish it would be
in the evening after 7 or 8.
Suggestions:
1. Besides editing and proofreading, it would be fine if you could
include the email eteqettes as a part of these sessions. Because, it's
highly neglected in today's system. Many of us may not know the
procedures according to which an email has to be compiled.
2. Will the main focus only be on editing and proofreading? Could you
please lay a little more emphasis on the different types of writings
like Proposal writing, writing articles for news papers and websites,
SEO writing, product reviews, technical writing, instructional
designing (E-learning), and so on.
Regarding the material for technical writing, I'll give you the
support needed for this.
3. I wish you would run an online course keeping all these contents at
list three or two sessions  a week. So that it'll be easy for every
one to pickup the things, learn them and practice them at their free
time.
Hope all these suggestions will be considered. I'll be a part of this
event and wish to extend all my co-operation if required.
