Do download one, but my experience is that it is better to play MP3 files which 
come along with daisy files in any mainstream audio player, unless we really 
minute navigation.
The reason for this opinion is that I almost every time I played daisy files, 
in a daisy player, system more often than not, hangs and jaws stops speaking.
Others may have different experiences, but I prefer mp3 files in normal 
players, which also give some navigation.

That's exactly what I was talking about.
Because it is unusual in west to have one's photo on the credit card, and 
because pins are confined to ATM withdrawal, it is assumed to be sacrosanct 
here as well, and even high level committees  would not adopt anything 
different..

I’m not sure if this is what you are talking about. Here in the US,
I know that Bank of America offers a service whereby customers can put their
photo on their credit card for extra security. So, when you use your credit
card to pay for something, they can see whether the photo on the card is you.
However, I think having your photo on your credit card is really unusual. Most
businesses just trust you, or just ask for a photo ID card. Credit cards in the
US also have PINs, but they are only used when borrowing money from the card at
the ATM.

It is good, Rahul.
Now, the tragedy of the story is as follows.
Firstly, photo credit cards should be issued for all and not only for blind.
I had suggested this to RBI committee about four years back, along with the 
suggestion that a PIN like ATM debit card be also prescribed for credit cards 
which the customer should be   able to change.

However, said suggestions did not find favor, supposedly due to the fact no 
such things are done in western countries for credit cards and so, Monkeys that 
we are, would not be able to implement all these things.
I am glad in your case they at least gave photo card.
Secondly, this individual victory would not be translated into general practice 
across the banks BY DEFAULT.
Such is the system here that everyone has to wage  a lonely crusade to AVAIL 
the due rights.

Interestingly enough RBI has issued an advisory making various ombudsman 
directives as general directives to banks. But this practice of giving photo 
credit cards to VI, if otherwise eligible,would BE so made at a future 
date, I am not sure.

Hello all,

This Circular is a result of a 6 months long crusade held between PNB,
and banking ombudsman. Last year I filed a complaint with RBI banking
ombudsman office.
In March 2010 PNB communicated through a letter to me that they will
come out with a policy on the subject matter till 31st may.

Last month PNB communicated through a letter to collect a global
credit card, and requested to close the complaint from  BO office.
This credit card is similar to a normal VISA card but an additional
feature is that they have prefixed my passport size photograph on the
card.
The amazing part of the story is that card has been issued to me on
thumb impression.

PNB has provided me with all the banking services, internet banking,
debit card, and now this credit card, but all of the products took
more than a year to be issued as all of the times I had to nock the
dors of reserve bank .

I am relief to know that now PNB has come out with a circular and
fulfilled its commitment to banking ombudsman.

and without relying on the commentators? By the number of racket hits? If a 
player wins a point after a two-minute rally, for example, one cannot assume 
that the player who won the point played better tennis during the rally. So 
how do you 'observe' the action during such a rally?

In an attempt to prove to the world that blind persons can do just about 
everything that sighted people can, we should not delude ourselves that 
being blind is the same as being able to see. The sooner we acknowledge this 
fact, the richer the quality of our lives will become.

I know of a number of blind people who give sports commentary. Their 
description is through the eyes of a sighted friend or help.  In a manner of 
speaking, the commentary is  based on second hand information.

You are mistaken. I was pursuing tennis reporting because of my interest
and love for the game. Everything we do in life starts with our love for
it  and the fact of our disability is either forgotten or somehow over
come in the process. Tennis reporting ws something like that. Let's not
forget that I was sighted till about 18 which meant I have seen what
exactly is a forehand or a backhand shot; what it means to lob; a
passing shot; a let; a drop shot; a volley; a down the line shot; a
cross court shot etc. Also, we cover events at the lower layer, say, an
under 12, under 14 or 15, where it is possible to observe a match from
closer quarters. I have watched matches from the seats of the line
umpires, which meant we can certainly understand the speed and direction
of shots played. Also I have had the opportunity to sit with experts,
real masters whose understanding of the game is far superior to an
average fan and discus each and every shot as it is played; that way, I
understood the game far clearly than any sighted person. Remember, this
is because I love the game even until this day. I can forget sleeping,
leave alone my blindness to watch the Wimbledon finals, which I have
been doing for the past 25 years. When you commentate, you have access
to resources which outsiders may not guess or understand, which is why I
kept saying that it is not all that impossible or ridiculous for a blind
person to commentate. There are stats, facts and other things which you
can remember and share with audience if only you happen to be the lover
of the game. This holds good for every game from football to golf.

So to say,  blind people also drive car, draw pictures, and even perform 
surgeries.
We ought not to confuse supportive assistance with substitutive, and would 
perhaps do well to acknowledge that we may impart our knowledge and information 
to such tasks rather than claiming to do them by ourselves.
And, yes, there is a difference between technical support and human support.\
If, for instance, a commentator can possess a hypothetical device relaying all 
the visual information in a comprehensive format immediately, and she 
commentates based on it, then I may grant the blind commentator has performed 
the job.

description is through the eyes of a sighted friend or help.  In a manner of

Really? How do you gauge the quality of a shot without being able to see it
and without relying on the commentators? By the number of racket hits? If a
player wins a point after a two-minute rally, for example, one cannot assume
that the player who won the point played better tennis during the rally. So
how do you 'observe' the action during such a rally?

In an attempt to prove to the world that blind persons can do just about
everything that sighted people can, we should not delude ourselves that
being blind is the same as being able to see. The sooner we acknowledge this
fact, the richer the quality of our lives will become.

One correction --not all blind persons can do this, for that matter not
all sighted persons can manage this as well. Commentating or reporting
is fully based on one's interest and motivation. It's like writing. Most
educated persons can write, but only a few become authors. If you
possess interest your blindness will not come in your way, that at least
is the lesson I had learnt from my adventures (or mis-adventures,
whichever way one might like to put it).

Dear Geetha and other friends, in my humble opinion, being self-confident and 
over-confident are two different things. Trying to prove that despite all our 
limitations, we can still perform a task as good as our sighted counter-parts 
signifies our self-confidence, and not over-confidence. If we succeed in 
proving it, it is an achievement! and even if  we are not able to prove it, it 
still does not diminish the dignity of our effort. Trying and not succeeding is 
still better than not trying at all.
By the way, being a commentator at International level and getting 
international acclaim for this task really matters a lot, and we too must not 
try to deny it.

Right to Education

   - The Act makes it mandatory for every child between the ages of 6-14 to
   be provided for education by the State. This means that such child does not
   have to pay a single penny as regards books, uniforms etc… too.
   - Any time of the academic year, a child can go to a school and demand
   that this right be respected.
   - Private education institutions have to reserve 25% of their seats
   starting from class I in 2011 to disadvantaged students.
   - Strict criteria for the qualification of teachers. There is a
   requirement of a teacher student ration of 1:30 at each of these schools
   that ought to be met within a given time frame.
   - The schools need to have certain minimum facilities like adequate
   teachers, playground and infrastructure. The government will evolve some
   mechanism to help marginalised schools comply with the provisions of the
   Act.
   - There is anew concept of ‘neighbourhood schools’ that has been devised.
   This is similar to the model in the United States. This would imply that the
   state government and local authorities will establish primary schools within
   walking distance of one km of the neighbourhood. In case of children for
   Class VI to VIII, the school should be within a walking distance of three km
   of the neighbourhood.
   - Unaided and private schools shall ensure that children from weaker
   sections and disadvantaged groups shall not be segregated from the other
   children in the classrooms nor shall their classes be held at places and
   timings different from the classes held for the other children.




Right of children to Free and Compulsory Education Act

Provides for free and compulsory education to all children of the age of six
to fourteen years

The Right of children to Free and Compulsory Education Act has come into
force from today, April 1, 2010. This is a historic day for the people of
India as from this day the right to education will be accorded the same
legal status as the right to life as provided by Article 21A of the Indian
Constitution. Every child in the age group of 6-14 years will be provided 8
years of elementary education in an age appropriate classroom in the
vicinity of his/her neighbourhood.

Any cost that prevents a child from accessing school will be borne by the
State which shall have the responsibility of enrolling the child as well as
ensuring attendance and completion of 8 years of schooling. No child shall
be denied admission for want of documents; no child shall be turned away if
the admission cycle in the school is over and no child shall be asked to
take an admission test. Children with disabilities will also be educated in
the mainstream schools. The Prime Minister Shri Manmohan Singh has
emphasized that it is important for the country that if we nurture our
children and young people with the right education, India’s future as a
strong and prosperous country is secure.

All private schools shall be required to enroll children from weaker
sections and disadvantaged communities in their incoming class to the extent
of 25% of their enrolment, by simple random selection. No seats in this
quota can be left vacant. These children will be treated on par with all the
other children in the school and subsidized by the State at the rate of
average per learner costs in the government schools (unless the per learner
costs in the private school are lower).

All schools will have to prescribe to norms and standards laid out in the
Act and no school that does not fulfill these standards within 3 years will
be allowed to function. All private schools will have to apply for
recognition, failing which they will be penalized to the tune of Rs 1 lakh
and if they still continue to function will be liable to pay Rs 10,000 per
day as fine. Norms and standards of teacher qualification and training are
also being laid down by an Academic Authority. Teachers in all schools will
have to subscribe to these norms within 5 years.

The National Commission for Protection of Child Rights (NCPCR) has been
mandated to monitor the implementation of this historic Right. A special
Division within NCPCR will undertake this huge and important task in the
coming months and years. A special toll free helpline to register complaints
will be set up by NCPCR for this purpose. NCPCR welcomes the formal
notification of this Act and looks forward to playing an active role in
ensuring its successful implementation.

NCPCR also invites all civil society groups, students, teachers,
administrators, artists, writers, government personnel, legislators, members
of the judiciary and all other stakeholders to join hands and work together
to build a movement to ensure that every child of this country is in school
and enabled to get at least 8 years of quality education.

I've been using the lekha script with mangal font for a few months 
now. The problem is that while using lekha, my computer often gets 
very slow and whenever I try to use a few keystrokes very quickly, 
the computer virtually gets hanged. In such cases I have to reboot 
the computer. Sometimes this happens after quite a long time but 
sometimes the problem can occur after just 10-15 minutes. Those using 
lekha please guide me if this has something to do with the hindi font 
or there's something wrong with my computer. This problem does not 
occur while using eloquence software.

absolutely right as far as Nokia 3230 is concerned, because, in that set as we 
click on the send link and the message happens to be longer than the 
prescribed limit, the mobile always announces the length of the message and 
asks whether we still want to send it? but in case of N 79, as we click on the 
send option, the mobile sends the message straight away without asking 
anything. By the way, could you please suggest me some link from where I can 
download the manual for Talks 4.11?
 And dear Zujar, to the best of my knowledge, the length of the message is 
universal with regard to all mobile handsets. That is why they generally 
provide a feature in the mobile software itself for announcing as in to how 
many parts the message would be divided while sending, and the sender is 
charged equally for each part.

Yes it does. However I have to tell you that Nokia touch screens are
not as good as I-phone 3gs. Although talks 5 worked around it, it's
not as good as I-phones. For example, the finger/touch screen
interface is far quicker in I-phones as opposed to Nokia phones and
one is compelled to use keyboard to perform many functions. It is easy
to dile on I-phone by using the touch screen than Nokia models. In a
nut shell, there are lots of flaws when it comes to Nokia's touch
screen interface when one looks at from the accesibility points of
view.

I too believed that the message size in characters is same across handsets
and networks. I changed my belief after seeing lengthy messages going as a
single message from my phone (N79/Vodafone) to others but the same message
being broken into parts when sent from the latter (Spice/Tata, N72/Vodafone,

prescribed limit, the mobile always announces the length of the message and
asks whether we still want to send it? but in case of N 79, as we click on
the send option, the mobile sends the message straight away without asking
anything. By the way, could you please suggest me some link from where I can
download the manual for Talks 4.11?

 And dear Zujar, to the best of my knowledge, the length of the message is
universal with regard to all mobile handsets. That is why they generally
provide a feature in the mobile software itself for announcing as in to how
many parts the message would be divided while sending, and the sender is
charged equally for each part.

Lekha needs some extra RAM. You should have about 512 mb RAM on your pc. It 
is better if you use Eloquence for English speech. Just switch over to Lekha 
when you are working in Hindi.


There are some ram boosting utilities at www.jfwlite.com

You may try one of them for freeing up some memory during a session.

I've been using the lekha script with mangal font for a few months now. 
The problem is that while using lekha, my computer often gets very slow

I've been using the lekha script with mangal font for a few months 
now. The problem is that while using lekha, my computer often gets 
very slow and whenever I try to use a few keystrokes very quickly, 
the computer virtually gets hanged. In such cases I have to reboot 
the computer. Sometimes this happens after quite a long time but 
sometimes the problem can occur after just 10-15 minutes. Those 
using lekha please guide me if this has something to do with the 
hindi font or there's something wrong with my computer. This 
problem does not occur while using eloquence software.

Blind and visually impaired fans will be able to enjoy a special live-match 
experience at the 2010 FIFA World CupT in South Africa. Six stadiums will 
each have 15 seats equipped with headphones, and trained commentators will 
report live on the action happening down on the pitch. In addition, each of 
these six stadiums will have 15 seats that will be allocated to their 
sighted guides who will accompany them, while specially trained volunteers 
will provide assistance within the stadiums. This is a premier in South 
Africa's sporting landscape.

The initiative, launched by the Swiss National Association for the Blind 
(SNAB) and the South African National Council for the Blind (SANCB) and 
financially supported by FIFA, is aimed at making the tournament accessible 
to all. FIFA Partner Sony is providing the necessary transmitters that will 
allow people to receive match-day commentary in the stadiums free of charge. 
The SANCB is ensuring that the tickets are fairly allocated and only a very 
limited number of tickets are still available for 19 matches via .www.

Football is a universal sport and it must be accessible to everyone. We are 
therefore delighted to be able to make this unique live experience in the 
stadium also accessible to visually impaired and blind people. This project 
is another launching pad for South African sports and will create a legacy 
with services and facilities at football grounds for visually impaired and 
blind South Africans, said FIFA President Joseph S. Blatter.

The Institute of Advancement of Journalism was responsible for sourcing, 
training and coordinating the audio descriptors, while the Academy of Sound 
Engineering students will perform the technical audio functions that will be 
necessary to ensure that the audio descriptions are correctly transmitted to 
the visually impaired fans at the stadiums.

The stadiums offering this service are:

Johannesburg - Ellis Park Stadium: 7 matches
Tshwane/Pretoria - Loftus Versfeld Stadium: 6 matches
Durban - Durban Stadium: 7 matches
