Namasthee.I do not have such complaint. I basically use it for playing
radio and music in mp3.  Better enforce the warranty clause, which is
one year.

handicapped person who cleared the 2006 Civil Services examination and
the interview but was denied employment.

It directed the Government of India to appoint him under the
provisions of Persons with Disabilities (Equal Opportunities,
Protection, Rights and Full Participation) Act.

A Bench consisting of Justices Altamas Kabir and Cyriac Joseph
rejected the Centre's contention that since posts for the visually
handicapped had not been identified, no appointment could be provided
to respondent Ravi Prakash Gupta. Mr. Gupta, who is 100 per cent
blind, himself argued the case.

Writing the judgment, Justice Kabir said the fact that the respondent
was eligible for appointment in the civil services after having been
declared successful and placed at Serial No. 5 in the Disabled
Category of the visually impaired candidates could not be denied.

The Centre's contention on implementation of the provisions of Section
33 of the Disabilities Act only after identification of posts suitable
for such appointment “runs counter to the legislative intent with
which the Act was enacted.”

The Bench said that “to accept such a submission would amount to
accepting a situation where the provisions of Section 33 of the Act
could be kept deferred indefinitely by bureaucratic inaction. As has
been pointed out by the High Court, neither Section 32 nor Section 33
makes any distinction with regard to Grade ‘A', ‘B', ‘C' and ‘D'
posts.

They only speak of identification and reservation of posts for people
with disabilities, though the proviso to Section 33 does empower the
appropriate government to exempt any establishment from the provision
of the said Section, having regard to the type of work carried on in
any department or establishment.”

The judges said, “The Legislature never intended the provisions of
Section 32 of the Act to be used as a tool to deny the benefits of
Section 33 to these categories of disabled persons indicated therein.”

In the instant case, the Delhi High Court set aside the orders of the
Central Administrative Tribunal rejecting the relief sought for by Mr.
Gupta. It directed the Centre to grant him appointment as there was
sufficient number of vacancies in which he could be appointed. The
present appeal by the Centre is directed against this order.

The Supreme Court Bench, while declining to interfere with the High
Court order, granted the Centre eight weeks for complying with the
directions.

Disapproving of the Centre's stand, the Bench imposed Rs.20,000 costs
on it to be paid in four weeks.

Folks,

 

I checked my Access India folder after a long gap today and found that I
am receiving 2 copies of every message for the past several days.

 

Have anybody else encountered this issue ?

 

Appreciate if Moderator could look into this if this is indeed a common
experience.  Otherwise, please let me know what needs to be checked at
my end.  I am receiving the group mails in my corporate email id, which
is  configured on MS Exchange server and I check it using MS Outlook
2003 with automatic routing configured to a personal folder.

Good morning, folks...

 

I have been using Angel since mid-April this year and I have been
noticing a gradual reduction of battery  performance over the last 3
months.

 

The charge does not seem to hold for more than 1 hour after a full
charging of 5 hours, as recommended.  Please note that the gadget is
mainly used for playing .mp3 files (not music though).

 

Appreciate if other users of Angel could share their experiences in this
regard.  I want to compare notes before taking up with the concerned
dealer.

 Yes, you are right.  U.S. in general and Texas in particular  having
some  ATM machines that I aware  that has both earphone jacks and
outlet speakers as well. Certainly, we don't like to have our  private
information i.e., bank balance  for public vicinity. However, it is
extremely hard for me to imagine an emergency situation where I am
unable to withdraw money because of not having headphone/ earphone.

When I approached our Local Head Office for accessing Talking ATM, they take 
down my account no. and told that within a week we will be issuing another 
ATM card to access that Talking ATMs with another PIN no.


I dont know more about that.  I dont know what I have to do with present ATM 
card. Whether I have to surrender it or to destroy it.

Yes sir, as you said SBi installed 5 Talking ATMs in chennai.  For that

have to apply for a special ATM Card.  I have applied for the same.
Probably within a week I will be receiving that card.  One of my visually
impaired friend has used talking ATM for withdrawal of cash.  As per his
statement it is very user friendly.

Presently SBI has given few powers for the users of this card like hot 
cash,


cash withdrawal, change of PIN etc.,  If you need more information please
write.

For your information, I am working in State Bank of India in clerical 
cadre.

XRCVC had done a test of the ATM machines in Mumbai. While the
configuration of the machines need a little modification or addition,
the cards need nothing on them... This sounds strange. Pl share the

I guess it takes us back to the extended discussion we had before on
talking ATM facility. But to clarify certain elements, I used ATM
facility with and without headphone facilities and I don't see much
difference. Regular users hardly understand our screen readers anyway
and the screen actually goes blank as soon as you activate the speech.
Last but not the least, much like standard screen readers, those
screen readers allow us to control the speed/volume and henceforth an
outsider even in a speaker can hardly over-hear you, let alone
understand your information.

no information as to why or how SBI require a blind user to opt for a
different sort of an ATM card for using speech features. Further, it is also
unhealthy to jump to any conclusions with the scant information we have
here. So, let us look at this objectively.

1. Logically, this ATM card should not be any different from any other ATM
card. It won't be a separate card that only works with certain ATM machines
providing a limited set of services.

2. the only difference is that this card will have extra embedded
information that tells an ATM that this user may require speech. If that ATM
has a speech feature, it will be enabled automatically. If there is no
speech capabilities in an ATM, it will just offer the standard interface.

3. you will have to use headphones for speech features anyway. It would be
foolish to have your bank balance read out by a loud speaker.


4. the problem with having a switch to enable and disable speech is that
regular sighted users who may not know about speech features and may
complain that they are unable to use certain features or their interaction
is different for whatever reason.

5. If SBI are indeed restricting the functionality of these specialised ATM
cards like not enabling them to be used in other machines in a normal way,
it is the most idiotic solution and needs to be resolved.

So, lets channel our energies in obtaining the right information before we
start ranting about how differently we are being treated and all that. I
don't think there is any harm in SBI requiring users to obtain a slightly
modified card for using accessible ATMs as long as the basic functionality
of the card is still available.

Dear Prof. Jassal, I think you must be wanting to transfer your files from the 
computer on to the memory card of your mobile rather than on to the phone 
memory, as the phone memory has a rather limited space. the best way to 
transfer files from computer on to mobile is through memory card reader. You 
can get a decent memory card reader at a cost of merely Rs. 50 to 70 from any 
shop dealing in simple electronics or mobile accessories. All you have to do is 
to pull out your memory card from the handset and plug it in to the appropriate 
slot available in the card reader. The card reader has to be plugged in to the 
U S B port of your system. If everything falls in perfect place, you 
immediately hear a message from JAWS stating various options available as to 
what you want to do with the card. You can just proceed on  as you like. Hope

special ATM card certainly sounds strange to me as well. There are
several ways of making an ATM speech to be activated rather than
issuing a restricted ATM card. Another example of token accesibility
in Indian public sector. Why don't they learn lesson within India
itself? As I understand, the ICICI issues regular bank card for
everyone and one can use it in speech enabled ATMS without much
trouble.

New Delhi: The Delhi HC on Tuesday said a physicallychallenged person

be treated on a par with SC/ST candidates, while relaxing qualifying marks
for admission in professional courses.
   The HC asked the government to consider the recommendations of the

commissioner for disabilities who had directed all governmentaided
institutions to extend the relaxed norms to physically-disabled candidates
to bring them on a par with SC/ST candidates.
   However, the bench refused relief to a handicapped student who had 
sought
such relaxation for admission to a medical college, saying there is no 
such

provision in law at present. “The disabled persons have a right to
reservation, but there is no right to relaxation in the minimum

The idea behind a separate ATM/debit card may perhaps be to make it more
convenient for blind users. As soon as you insert the card, the software
detects that you need speech and enables the speech option automatically.

can't think of any other reason why they require a separate card for blind
users.

XRCVC had done a test of the ATM machines in Mumbai. While the
configuration of the machines need a little modification or addition,
the cards need nothing on them... This sounds strange. Pl share the

Yes sir, as you said SBi installed 5 Talking ATMs in chennai.  For that

have to apply for a special ATM Card.  I have applied for the same.
Probably within a week I will be receiving that card.  One of my

impaired friend has used talking ATM for withdrawal of cash.  As per his

statement it is very user friendly.

Presently SBI has given few powers for the users of this card like hot
cash,
cash withdrawal, change of PIN etc.,  If you need more information

write.

ATM installations?

Further, I heard that RBI passed some sort of a directive requiring 30% or
so of all banking ATMs to be made accessible? Is there a copy of this?

The idea behind a separate ATM/debit card may perhaps be to make it more
convenient for blind users. As soon as you insert the card, the software
detects that you need speech and enables the speech option automatically.

can't think of any other reason why they require a separate card for blind
users.

XRCVC had done a test of the ATM machines in Mumbai. While the
configuration of the machines need a little modification or addition,

statement it is very user friendly.

Presently SBI has given few powers for the users of this card like hot

cash withdrawal, change of PIN etc.,  If you need more information

Letters are located in a qwerty layout as if on a regular keyboard on the
iphone screen. With a little practice, you'll get faster at locating them.
However, I still think it is slower than a tactile keypad.

The point about I-phone 3g is correct and that's universal since they

for example, if you are in word, or in any other application, run JAWS 
manager with Insert+f2.


hit C until JAWS says configuration manager. and then press enter. now press 
alt+S to open set option menu. and press M to open speech and sound 
manager...

now by pressing up/down arrow, press enter on proof reading (attribute)
and press ctrl+s to save your changes. and close configuration manager by 
pressing alt+f4.

Yes, BSNL and MTNL has 3G in some cities including, Bangalore, Hyderabad,
Delhi as far as I know, maybe, it's available in other cities too, not sure
though.

My experience so far with BSNL 3G in Bangalore is very good, it gives very
good connectivity.

There is Dragon Dictation app which funnily enough, works only in the US for
now. There is also Vlingo which is not that accurate. With all these tools
though, the voice recognition actually happens on the server side. So, you
need a decent data connection to make any realistic use of them.

Same goes for Google Voice on Android.

Any idea when the 3G networks will be up and running in India? I heard
BSNL/MTNL already have 3G in some cities. Anyone used it?

Exactly. Barclays Bank here in the UK has the same website for all users and
it is the most accessible and most easiest of banking websites I have ever
seen. When I was living in India, I was using HDFC netbanking and it is not
a very accessible site.

However, in case of ATM cards, I suspect that it is to do with enabling
speech automatically rather than anything else. That's the only reason I
think of having read about the technology anyway.

BSNL's speeds are not that great according to people using it already.
It is announced in Bangalore that BSNL would give the 3G sim card for
free for those who have their landline connections. The private players
are supposed to roll out their services by September.

There is Dragon Dictation app which funnily enough, works only in the US

Any idea when the 3G networks will be up and running in India? I heard
BSNL/MTNL already have 3G in some cities. Anyone used it?

The point about I-phone 3g is correct and that's universal since they
don't have voiceover feature. You can access almost everything with

The idea behind a separate ATM/debit card may perhaps be to make it more
convenient for blind users. As soon as you insert the card, the software
detects that you need speech and enables the speech option automatically. I
can't think of any other reason why they require a separate card for blind
users.

XRCVC had done a test of the ATM machines in Mumbai. While the
configuration of the machines need a little modification or addition,
the cards need nothing on them... This sounds strange. Pl share the

The point about I-phone 3g is correct and that's universal since they
don't have voiceover feature. You can access almost everything with
voiceover on 3gs. There could be some difficulties until you get used
to the touch screen interface, but that's about it. As I mentioned
before, typing could be a bit slow, but it should be possible to input
short messages with the touch screen interface. Much like other screen
readers, there is an in-build help is available to learn the screen
navigation with voiceover.

XRCVC had done a test of the ATM machines in Mumbai. While the
configuration of the machines need a little modification or addition,
the cards need nothing on them... This sounds strange. Pl share the
details on the group. Also, let me know which are the ATMs (locations)
in Chennai that  have talking facility. I am on my way to Chennai this
weekend and would like to try.

Presently SBI has given few powers for the users of this card like hot

calculation. I use this rule of the thumb for calculating number of lines 
and characters while configuring an Index braille printer. It works more or 
less.

Apologies for the earlier blank mail.

Required the following clarifications while embossing Braille using
the moulding method and not by using any Braille type writer.


1. What is the standard height and diameter of a dot when Braille is 
embossed?

2. What is the standard space between dots in a particular cell?
3. What is the standard space between two cells in a word?

Note:  We are embossing Braille on a silicon material.  We are not
using any Braille type writer and hence have to be specific about
these dimensions.

Also please provide guidance as to the way a letter in the middle of a
word can be emphasized without capitalizing it.

KOLKATA: Visually challenged students appearing for the Higher Secondary 
Examinations in the state can now get a feel of the marks secured by them first 
hand as the West Bengal Council for Higher Secondary Education has introduced 
Braille mark-sheets for them. In a decision taken last year, visually 
challenged students who appeared for their exams this year can get their 
mark-sheets in Braille, said Malay Roy, Deputy Secretary (Exams) of the council 
on Tuesday.
"The intention of introducing the mark-sheets in Braille is so that the student 
can experience the fruits of their labour themselves - a chance to see them 
through your own touch," he added. Even though the council wants to promote 
differently-abled persons to appear for exams there are only about 50 visually 
challenged students out of the lakhs of students who took the examination this 
year, Mr. Roy said.
