There is good news. The 14th amendment to co-op law in Kerala , inter
alia, provide for reserving 3% of vacancies in co-operatives in the
state to disabled persons. The extent of disability should be 40% or
more,certified by the medical board(S.80-4).In Kerala, co-operatives
are the largest employers after government. This is really a welcome
development as it opens up employment oppurtunities to disabled
persons.

As you know that I’m not much aware about blind and visually impaired
people and  thingss designed specifically for them, I’ve been trying
to explore how does a blind person swim?

Yeah, I made up my mind to learn swimming, and I have hope that its
possible for me, even after being a 100 percent blind.

Can  you suggest  how should I go about it?

Is there any specific technique, tip, device or even institute which
can help me learning swimming?

i have learnt swimming some years ago when i had little more vision
than what i have now. I feel there needn't be any technique for blind
people to learn it.  we have to get accustomed to the swimming area
i.e., length, breadth, number of strokes required to reach the other
end, etc.

But we have to be cautious when there are more number of people in the pool.

Thanks for the contact detail provided.

vamshi, I agree, that there are not many special techniques needed for
a blind person to learn swimming, but the problem is that the
institutes for teaching swimming don’t dare taking a blind student.
Trust me, I’ve tried quite a number of institutes before writing this
mail, but I’m still not able to understand, whether I’m extra
optimistic or they are coward somewhat.
Some of them said that they would want me to sign a document stating
that they won’t be responsible for anything  happens with me while
learning swimming, which my parents don’t allow me to do on any cost.

Any solution?

BGFI Suggests to New Disability Law Committee

Blind Graduates Forum of India, a non-government organization working for all 
round development of the visually challenged, in its efforts for providing a 
voice to Visually challenged and other disabled in law and policy formation and 
implementation, has come up with a broad range of suggestions for the 
government committee drafting the new law to replace the existing persons with 
Disabilities act, 1995.
The meeting to illicit suggestions and comments of persons with Disabilities on 
the reports prepared by said committee was convened on Sunday, 10/10/10, at the 
PGTD Law, Nagpur. Around thirty participants cutting across various 
disabilities came forth with their observations.
Dr. Rajat Agrawal, a well-known eye specialist working in California US and 
hailing from the city, interacted with the participants in the beginning, 
giving details of his evolving path-breaking research about Bionic eye which 
has the potential of making persons with retinal problems  see again. Answering 
participants' queries, He also gave his valuable inputs towards formulating a 
useful definition of blindness and low vision. Nagpur may soon have a local 
chapter of Retina India, network founded by him to inculcate awareness and 
advocacy for retinal patients nationwide.
Dr. Shirish Deshpande, HoD, PGTD Law RTMNU, and Mr. Rajesh Asudani, Vice 
president BGFI, acquainted all participants with ongoing work of the drafting 
committee making new disability law and its updated reports. Each participant 
then spoke about her/his comments on it and the issues they felt the new law 
must address. The discussion was properly channelized by Dr. Vinod Asudani, 
Hon. National secretary of the forum.
Some of the important suggestions which were finalized to be recommended to the 
Govt. committee include:

*Set up Disability Disputes Redressal fora for deciding disability 
rights cases, at district, state and national level;

*Make provision for enforcement decree for judgments of  such fora;

*Divest CCPD and SCDs of disputes deciding powers;

*Make the recognition of educational institutions contingent on their 
following disability specific measures;

*Make all private players receiving any sort of aid from Govt. follow 
disability reservation

*Ensure that at least the private players who provide public utility 
services earlier provided by Govt. follow disability law provisions including 
reservation of jobs;

*Make presence of at least 30% disabled persons mandatory on executive 
committees of disability NGOs;

*Define disability to include medical parameters and index of 
activities of daily life, rather than in purely medical terms;

*Clearly lay down modalities of reservation for the disabled, like 
treatment of horizontality and merit based selection, etc.;

*Clearly stipulate details about human assistance during exams like  
scribe to visually challenged;

*Accord full faith and credit clause of constitution to disability 
certificates and make them basis for availing all and every facility relating 
to disability;

Delink reasonable accommodation in employment from reservation of posts;

*Provide for mandatory disability audit of all the govt. schemes;

*Provide for enhanced punishment to offences against women with 
disabilities;

*Include Disabled explicitly in the definition of priority sector 
lending for banks;

*Make non-observance of the provisions of disability act a civil 
liability and ground for specific relief and financial penalties clearly linked 
to violation and with a view to provide for them;

*Make right to life meaningful by making it obligatory for government 
to bear cost of all corrective measures like cochlear implants, prosthetics, 
corneal transplants,, etc. and making corneal donation compulsory at least in 
government hospitals;

*Give clear mandate to government to provide all and every reasonable 
accommodation to disabled in education and employment including assistive 
technology;

*Provide for personal pecuniary liability in cases of willful default.




These and many other points were enthusiastically deliberated upon and 
participants noted that the drafting committee reports do not contain clear cut 
provisions about many of these matters. It was decided that a memorandum would 
be shortly forwarded to the law drafting committee. Dr. Deshpande ably guided 
the deliberations and Mr. Lakshman Khapekar, Mr. Prakash Andhare, Adv. Vandana 
Navghare, Adv. Nandita Dube and others were prominently present.

   Hello,

It is very difficult to explain how blind can swim. It is as difficult as
the question how the blind can dream. I had been a swimmer in my childhood
and student life. I had performed in various swimming competition with my
sighted and blind counterparts. It is not very difficult for the blind to 
swim within specific line and length like in swimming pool. It may be very 
difficult in new location. It mayyy also be difficult to swim in rivers 
where the blind swimmer is not acqainted with uncertain flow of water and 
direction.
I have not used any device and training for this purpose. Yes, you can make 
it possible. I know one coach who is female and she trained some blind girls 
for swimming. Please contact me off the list over my mobile furnished below.

[AI] about recording conversation through computer/mobile

Hi friends!
I want to  know how to record conversation between two persons through 
computer/mobile. I want to get clearity from both sides like talk show on 
radio. Does it need any special  software or device? Is it possible through 
Goldwave or Skype? I know about call recorder software for mobile, but while 
talking and recording, some sounds like  tic tic creates disturbance which I 
don't want. So suggest me for it.

Thanks for all of your responses, I’m so amazed to discover so many
swimmers on this list.
You all are amazing.

In fact, I never doubt on fact that blind people can swim, but my
problem as told, is about how should I go about it?

Kamal and vamshi, could you please explain for me, about how did you
convince the institute to train you in swimming?
This is the only problem I’m facing in the path of learning swimming
at the moment.

Since I’ve studied in mainstream school, colleges and institute
throughout my life, I’ll better prefer to learn swimming  with
mainstream institutes instead of specials.
Hence, although I would love to learn swimming from the trainers
teaching specifically to blind people, but that’s going to be second
option in case I don’t find it feasible at all to learn in mainstream
institute.

I still wanna know, how did you guys convince your trainer to teach
you, being a blind.

what about those blind people living in villages? they are quite comfirtable 
on swimming and better perform then sighted villagers. there is a boatman, 
completely blind person and illitrate as well. he cruises his passenger boat 
in yamuna and kan river. you can find him in banda dist of u.p.

it is recently introduced and costs around 11 k in Indian market.  As far as 
my knowledge is concerned E5 is compatible with talks 501.1. It may work 
with out major problems.  But I have not yet tested its compatibility.  It 
is better to confirm the compatibility with Saksham before purchasing the 
model.

 Hello Aisha,

I recently learned swimming and  I did enjoy it and now, I can swim
independently. Certainly, we don't need any special techniques but I
want to share few important points for your consideration.
(1) If you are planning to learn swimming in a group setting i.e.,
along with some sighted folks, keep  the instructor inform your visual
challenge and have him / her to give you some extra attention while
you executing the steps taught by them. As Bhavani Mam has pointed
out,  we can do some fundamental steps i.e., strokes and kicks just
with the help of our general sense and listening others but after
learning floating.
(2)  Generally,  there are lots  of things to observe and immitate and
the instructors must be patient enough to teach us  using
least-to-most prompting  techniques. Least-to-most prompt in the
sense, first through verbal instruction. If it didn't work, you can
ask him/ her to do it first and touch and feel like how  he / she keep
his legs, kicking by using his / her feet etc. Even  if it didn't
work, then we can allow instructors to touch us and teach. At the
beginner level, we  can learn in a group setting and it will certainly
allow you to swim independently in the  shallow pool with 5 ft. If you
want to move to advance level, i.e., starting from water treading
techniques to  butterfly strokes, egg beeters etc, I would encourage
you to have a private tutor because it is all about observation and
immitation. If you want to get a sense of what it looks like learning
through observation and immitation, watch few swimming instructions in
 youtube by typing  water treading, egg beeters etc.  Goodluck and
enjoy learning   swimming.

I don't think that something is going to happen to you while swimming. You
can just go head and sign the document. May be it's their nervousness. As
long as you are oriented with the pool then no problem. The only thing is
that the institute people must provide you with a helper to you in the
water. that's how I was provided. My helper use to stop me from hitting any
edge of the pool or lain lines in the pool. Even when I jump of the diving
board, someone will be in the water to direct me to the edge of the pool.
One thing I recommend is you should where fence to your foot and you should
have a small board in your hands which makes you to float on the surface
while you are a beginner. To be frank,  you will not encounter any problem
other than bumping in to something or someone. This can easily prevented by
having a helper with you in the pool. anyway, there will be life guards if
you are swimming in the deep pool. please read this link just to get some

vamshi, I agree, that there are not many special techniques needed for
a blind person to learn swimming, but the problem is that the
institutes for teaching swimming don't dare taking a blind student.
Trust me, I've tried quite a number of institutes before writing this
mail, but I'm still not able to understand, whether I'm extra
optimistic or they are coward somewhat.
Some of them said that they would want me to sign a document stating
that they won't be responsible for anything  happens with me while
learning swimming, which my parents don't allow me to do on any cost.

Any solution?

vamshi, I agree, that there are not many special techniques needed for
a blind person to learn swimming, but the problem is that the
institutes for teaching swimming don't dare taking a blind student.
Trust me, I've tried quite a number of institutes before writing this
mail, but I'm still not able to understand, whether I'm extra
optimistic or they are coward somewhat.
Some of them said that they would want me to sign a document stating
that they won't be responsible for anything  happens with me while
learning swimming, which my parents don't allow me to do on any cost.

Any solution?

When I am attempting to format my 512 mb memory card of nokia n72 through 
computer,
the message: the disk is right protected. 
 although I can save data into memory card through usb data cable but data 
saving through memory card reader is not possible due to message "disk is right 
protected".
I have tried doing error checking and disk defragment under system tab of 
memory card property but unable to do as again it is showing disk right 
protected.
pls tell, how I can remove this right protection from memory card if any.
how can I solve this problem.

I have filled up passport application online, and will be going to passport 
office on 15th of Oct. I have seen the website carefully, and have even spoken 
with the office. The website as such makes no reference to disability or any 
special formality to be followed except disability certificate, while applying 
for passport, and the office helpdesk people were not sounding like very 
trained people. Therefore, I sincerely request you all to let me know that are 
there any specific formalities to be completed for the passport?
I use thumb impression, so will I be required to get the form notarized?
I have to go to thane, which will take approx 1.5 hours from where I stay, and 
I will have to change two trains or one train and one bus at least. Therefore, 
tell me everything from top to bottom.

Counting the disabled 

The Centre is set to enumerate an unprecedented number of disabilities in the 
February 2011 population count. The move is an advance over the last decennial
exercise where this vast and vulnerable segment was enumerated for only the 
second time since Independence. Information will be sought from persons who
suffer multiple impairments. The mentally ill and the mentally retarded are to 
be counted under separate heads. People can also declare any impairment
they may be afflicted with, other than the ones specified. Finally, 
disability-related queries have been moved up in the questionnaire, enhancing 
the chances
of better reporting and coverage. Contrast this with the official thinking in 
the past, as reflected in the fact that the first three headcounts in free
India did not enumerate the disabled. The reasoning was that given prevailing 
stereotypes and prejudices, the overwhelming tendency would be for families
to conceal rather than disclose the relevant information.

This exclusion should explain, at least in part, the wide discrepancy between 
official figures and global estimates of the percentage of the disabled in
the overall population, and also the government's failure on the policy 
formulation and resource allocation fronts. The overall benefits from an 
increasing
thrust on data collection on a wide gamut of impairing conditions far outweigh 
the problems of accuracy and certainty, which is in any case inherent to
the census operation as a whole. The advantages cannot be dismissed lightly, 
especially since disability is known to be both a cause and a consequence
of poverty. The issue of age-related impairments is another important dimension 
in view of the increase in longevity as a consequence of India's unfolding
demographic transition. And, one should not lose sight of the innumerable 
instances of limbs and livelihoods lost owing to prolonged armed conflicts. Come
February, the enumerators and voluntary organisations will have their task cut 
out.

BGFI Suggests to New Disability Law Committee

Blind Graduates Forum of India, a non-government organization working for all 
round development of the visually challenged, in its efforts for providing a 
voice to Visually challenged and other disabled in law and policy formation and 
implementation, has come up with a broad range of suggestions for the 
government committee drafting the new law to replace the existing persons with 
Disabilities act, 1995.
The meeting to illicit suggestions and comments of persons with Disabilities on 
the reports prepared by said committee was convened on Sunday, 10/10/10, at the 
PGTD Law, Nagpur. Around thirty participants cutting across various 
disabilities came forth with their observations.
Dr. Rajat Agrawal, a well-known eye specialist working in California US and 
hailing from the city, interacted with the participants in the beginning, 
giving details of his evolving path-breaking research about Bionic eye which 
has the potential of making persons with retinal problems  see again. Answering 
participants' queries, He also gave his valuable inputs towards formulating a 
useful definition of blindness and low vision. Nagpur may soon have a local 
chapter of Retina India, network founded by him to inculcate awareness and 
advocacy for retinal patients nationwide.
Dr. Shirish Deshpande, HoD, PGTD Law RTMNU, and Mr. Rajesh Asudani, Vice 
president BGFI, acquainted all participants with ongoing work of the drafting 
committee making new disability law and its updated reports. Each participant 
then spoke about her/his comments on it and the issues they felt the new law 
must address. The discussion was properly channelized by Dr. Vinod Asudani, 
Hon. National secretary of the forum.
Some of the important suggestions which were finalized to be recommended to the 
Govt. committee include:

Set up Disability Disputes Redressal fora for deciding disability rights cases, 
at district, state and national level;

Make provision for enforcement decree for judgments of  such fora;

Divest CCPD and SCDs of disputes deciding powers;

Make the recognition of educational institutions contingent on their following 
disability specific measures;

Make all private players receiving any sort of aid from Govt. follow disability 
reservation

Ensure that at least the private players who provide public utility services 
earlier provided by Govt. follow disability law provisions including 
reservation of jobs;

Make presence of at least 30% disabled persons mandatory on executive 
committees of disability NGOs;

Define disability to include medical parameters and index of activities of 
daily life, rather than in purely medical terms;

Clearly lay down modalities of reservation for the disabled, like treatment of 
horizontality and merit based selection, etc.;

Clearly stipulate details about human assistance during exams like  scribe to 
visually challenged;

Accord full faith and credit clause of constitution to disability certificates 
and make them basis for availing all and every facility relating to disability;

Delink reasonable accommodation in employment from reservation of posts;

Provide for mandatory disability audit of all the govt. schemes;

Provide for enhanced punishment to offences against women with disabilities;

Include Disabled explicitly in the definition of priority sector lending for 
banks;

Make non-observance of the provisions of disability act a civil liability and 
ground for specific relief and financial penalties

The doctor as far as concerned should only give professional /medical
advice , leaving capability of disabled person to hiring body. The
screening stage should eliminate people if required but not bragging
them to last round and then saying no.

Another point regarding accessible tools which are difficult to enforce
in private sector as reluctance will come into existence for hiring such
people or if law is in place ,the story will be different.

BGFI Suggests to New Disability Law Committee

Blind Graduates Forum of India, a non-government organization working
for all round development of the visually challenged, in its efforts for
providing a voice to Visually challenged and other disabled in law and
policy formation and implementation, has come up with a broad range of
suggestions for the government committee drafting the new law to replace
the existing persons with Disabilities act, 1995. The meeting to illicit
suggestions and comments of persons with Disabilities on the reports
prepared by said committee was convened on Sunday, 10/10/10, at the PGTD
Law, Nagpur. Around thirty participants cutting across various
disabilities came forth with their observations. Dr. Rajat Agrawal, a
well-known eye specialist working in California US and hailing from the
city, interacted with the participants in the beginning, giving details
of his evolving path-breaking research about Bionic eye which has the
potential of making persons with retinal problems  see again. Answering
participants' queries, He also gave his valuable inputs towards
formulating a useful definition of blindness and low vision. Nagpur may
soon have a local chapter of Retina India, network founded by him to
inculcate awareness and advocacy for retinal patients nationwide. Dr.
Shirish Deshpande, HoD, PGTD Law RTMNU, and Mr. Rajesh Asudani, Vice
president BGFI, acquainted all participants with ongoing work of the
drafting committee making new disability law and its updated reports.
Each participant then spoke about her/his comments on it and the issues
they felt the new law must address. The discussion was properly
channelized by Dr. Vinod Asudani, Hon. National secretary of the forum.
Some of the important suggestions which were finalized to be recommended
to the Govt. committee include:

Set up Disability Disputes Redressal fora for deciding disability rights
cases, at district, state and national level;

Make provision for enforcement decree for judgments of  such fora;

Divest CCPD and SCDs of disputes deciding powers;

Make the recognition of educational institutions contingent on their
following disability specific measures;

Make all private players receiving any sort of aid from Govt. follow
disability reservation

Ensure that at least the private players who provide public utility
services earlier provided by Govt. follow disability law provisions
including reservation of jobs;

Make presence of at least 30% disabled persons mandatory on executive
committees of disability NGOs;

Define disability to include medical parameters and index of activities
of daily life, rather than in purely medical terms;

Hello Sharma G,

When I purchased my N 73 ,the memory card was formatted through phone
itself, probably your phones memory card is not compatible with other
sources or it cannot be formatted. Solution =Please try reading
instructions given with phone or show it to some local nokia dealer.

whenever I want to open the pen drive then the message appeared  'format
the disk'. and when I try to format the drive then a message appeared
