Hello

Just 2 days back i faced the same. I appeared for the interview for
Officer Grade B position for RBI in my college campus placements.
After first 2 rounds of GD and Essay writing, very senior officials of
RBI assumably from Services Board met me imformally and though
appreciated my talent and qualification, regreted their inability to
hier me.

Well, later reasons were clairified by my placement committee is that
i was never in the race as these positions were not reserved for
visually challenged.

Now, i am worried is that even if i clear all the tests ettc. form
outside from centralised process i will still not be selected.
On the other hand, it's very clearly mentioned in the add on the
website 6 posts are reserved for HI and although VIs can apply but
they won't be given concessions. I need to know will i be at least
allowed to appear for the exam with an elligible scribe. Will i be
given extra time and at the end of the even though fighting through
general category will i be hired?

Sir, i am going jto wirte a letter to RBI asking the same doubts in
short by tommorw for the test on this 6th of Feb and would let know.
Kindly share your knowledge or opinions on the same matter.
I will be more than happy to contribute in the same issue.

Medical technology: The first commercial retinal implant is about to go on sale.
It may be crude, but so were the first cochlear implants, 26 years ago.

THAT it is possible to have a phone conversation with someone who is deaf shows
just how far cochlear implants have come. Today?s devices, which are routinely
implanted, can stimulate the auditory nerve across a broad range of frequencies.
This allows users to hear and understand speech in noisy environments, without
needing to lip-read, and even to hear and appreciate music in many cases. But
the earliest cochlear implants could do none of this; instead they merely
provided some basic sounds to assist with lip-reading. Nevertheless, when they
first received clinical approval, 26 years ago, they were hailed as a medical
miracle. Now retinal implants are at a similar point, as the first such device
is about to be granted clinical approval in Europe and will then go on sale.

The device, called the Argus II, is by no means a cure for blindness, says
Robert Greenberg, the chief executive and co-founder of Second Sight, the
company in Sylmar, California, that developed it. It is intended for use by
people who have lost their sight as a result of retina-wasting diseases such as
retinitis pigmentosa, and like the earliest cochlear implants it is designed to
provide only some basic sensory assistance. But despite its limitations all 30
of the people who have received the Argus II as part of clinical trials can, at
the very least, now see changes in light levels and detect objects. This means
that they can navigate around obstacles, find doorways, see parked or moving
cars and look at someone?s head when talking to them. A handful of them can even
read large print.

For the researchers who have spent many years developing these devices, and for
the hundreds of thousands of blind people who stand to gain from them, the
approval of the Argus II will mark an important turning-point. ?The blind
community have been waiting for this for decades,? says Lyndon da Cruz, a
consultant retinal surgeon at Moorfields Eye Hospital in London, who has already
implanted seven of the devices as part of the trials. ?It?s almost unbelievable
that it?s coming to market,? he says. ?Very few people would have expected that
there could be an artificial retinal device on the market by 2011.?

To get this approval Second Sight had to show that the benefits of the device
outweighed the potential risks, says Dr Greenberg. The principles behind retinal
implants are well established, he says. But it is one thing to build a prototype
to demonstrate these principles and quite another creating a device that can be
implanted for long-term use.

There are several different ways to build a retinal implant, but all of them use
the same underlying mechanism. By electrically stimulating remaining healthy
nerve cells in the retina using an electrode, sensations of light can be
elicited in the person?s visual field, thus mimicking the action of
light-sensitive photoreceptors that were damaged by disease. The more electrodes
you have, the more dots the person sees (the Argus II has 60). And so if you
place enough of them in a rectangular array, and zap them according to signals
fed wirelessly from a camera mounted in a pair of spectacles worn by the
subject, blocky images start to take shape.

A number of research groups have demonstrated this over the past couple of
decades, but until now none has managed to develop a retinal-array interface
that could be left safely in the body, says Mr. da Cruz. The problem is not
simply that the interface might pose a risk to the patient?the device must also
be robust enough to survive within the harsh environment of the body. Dr
Greenberg likens it to designing a television set that can be thrown into the
sea and will not only continue to work but will do so for decades to come.

Second Sight has succeeded by building on several decades of research into
implantable devices and other neural interfaces, such as pacemakers and cochlear
implants. The Argus I, Second Sight?s first experimental prototype, actually
used a signal processor originally designed for cochlear implants. (It had just
16 electrodes, was implanted in six patients and was never intended for market.)
The company was founded in 1998 by Dr Greenberg and Sam Williams, an American
philanthropist and engineer who suffered from retinitis pigmentosa and was
frustrated by the slow pace of public research efforts. Sadly Dr Greenberg?s
co-founder died in 2009, just a year short of realizing his goal of creating a
commercial retinal implant.

consultation with enumerators of the country's north zone Saturday.The 
consultation, organised by the National Centre for Promotion of Employment of 
Disabled People (NCPEDP), saw the participation of around 100 census 
enumerators from the north zone states like Uttar Pradesh, Bihar, Punjab, 
Haryana, Rajasthan, Madhya Pradesh and Jharkhand.

"Census 2011 is going to be a significant achievement for the disabled 
population in the country, as it will be the first time ever since 
Independence, that the census will comprehensively cover all types of 
disabilities," a statement said.

"Therefore it is important that the enumerators are trained and sensitised to 
ask the question on disability responsibly, and record the answers faithfully," 
it added.

Besides sensitising enumerators, the NGO members said that it is also important 
to spread awareness among the disabled people and their families so that they 
get themselves enumerated and not feel stigmatised.

"This is extremely important because if there is no authentic data on the 
percentage of population living with disability, resource allocation for the 
development programmes of the disabled population will not be proportional," 
the statement said.

The first phase of the census was conducted last year between May and June. The 
second phase will be conducted between February and March this year.

training and basic amenities to disabled soldiers this year. A grant of 
Rs.25,000 will be awarded to widows of soldiers and a monthly sum of Rs.400 
would be given for education of their children. A sum of Rs.20,000 will be 
given to wheelchair-bound soldiers.

On counter-insurgency operations, Singh said: "Our units have been successful 
in maintaining peace and security in both Jammu and Kashmir and northeast. We 
are also providing training to the police forces in the northeast to enhance 
their capability to carry out internal security duties on their own."

Commending the Indian troops working under the UN flag in peace-keeping 
missions, Singh noted that India had the third largest contingent among troop 
contributing nations and that he was proud of the soldiers in Blue Berets (UN 
peacekeepers) for doing "a splendid job".

He said troops deployed in high altitude areas of over 12,000 feet would get 
special rations and an attempt was being made to provide the same quantity of 
rations to jawans and officers.

The government had announced improvement in quality and quantity of rations to 
the troops in high altitude areas soon after the Comptroller and Auditor

I couldn't find it on the net. Swamy's Handbook mentions Orthopaedically 
handicapped only. Some departments of the Railway have allowed double 
relief to vh employees, not all. My office assistant actually wanted to 
give me double exemption. I only wanted a copy of the section in Swamy's 
Handbook and spoilt my chances.

TR A is not a part of income so it is exempted from tax. I am a state
govt employee so have no circular in english or in hindi
it may be available in marathi.
I think the exemption is admisible for all employees irrespective of 
employer.

Hi Rahul,

I have used Citibank's online banking facility quite comfortably except it's
virtual keypad. Visit https://www.citibank.co.in/
 for availing the facility. There's a combo box labeled 'Login to Citibank
Online' with one item followed by a login button. Click this button if you
have an iPIN. It opens a new IE window where you need to specify your debit
card number and iPIN to login. As the virtual keypad is not very accessible,
you must click the 'Click here' link towards the bottom of the page to login
using standard keyboard. Enter your debit card number and iPIN in respective
edit fields and click on 'Login' graphic link. Upon successful
authentication you would be directed to the home page which is well
accessible. Most of the pages are accessible after a successful login.

Click the 'Get your iPIN here' link next to the login button if you do not
have an iPIN. Below are the steps for generating an iPIN:

1. Select your relationship type from the Account Type combo box. The
default selection is 'Suvidha/Netbanking', you may not need to change this.
2. Read the instructions and click the 'Get Started' link.
3. Enter your debit card details and click on 'Generate OAC' link. You would
receive a code on your registered mobile number and email address.
4. In the next step, you need to select an iPIN of choice by specifying the
OAC along with debit card details specified in step 3. That's it, you can
login using your debit card number and iPIN.

You can use online banking for Citibank's credit card in the same way as
mentioned above (just that the account type would be Credit Card and not
Suvidha/Netbanking).

hello friends, for vehicle loan, anybody can avail, those who are having 
repayment capacity. I have taken two wheeler and four wheeler by availing 
vehicle loan in my corporation bank, since i am employee of that bank, no 
problem for me. even customer also get vehicle loan on their repayment 
capacity. but we have to produce our close relatives driving licens.

read in a mail in this list about disabling the firewall setting of
antivirus to make some programs like IDM to work. Now I am not able to
work with IDM, Classic file menu of MS Office2007 etc. When I try to
open these shotcuts, "Windows cannot identify the location, you may
not have the permition to access this file press okay butten" commands
appears. How can I disable the firewall setting of Kaspresky?

Workshop for Women with Disabilities on 20th and 21stof January at Seva
Kendra 52B  Radhanath Chowdhury Lane Kolkata 700 015.



Admittedly, the census 2001 puts the figure of women with disabilities at
9.31 million constituting 42.46% with disabilities in India. The figure may
also rise as it is extremely difficult to identify disabled people specially
disabled women as they are hidden by their families because of the stigma
attached to disability. India being a signatory to the United Nations
Convention on Rights of Persons with Disabilities acknowledges the right of
women with disabilities and requires their involvement in all developmental
activities.



Consequently it is imperative that women with disabilities are empowered in
order to enable them to engage with civil society and statutory bodies to
assert their human rights. This workshop is a platform which aims towards
the legal empowerment of women with disabilities. This meeting will initiate
the process of starting a network of women with disabilities. The
significance of this workshop is even more since 2011 census is ensuing.



Therefore, your organization which works tirelessly for the abovementioned
cause is cordially invited to take part in the said workshop. We at HRLN,
Kolkata and Sruti Disability Rights Centre are looking forward to your
