Dear Friend, Graphs are exumpted for visually challenged. We don't have to learn the graphs we only have to know the lay out and the calculations. For that i think that it is better for you to go for a tuitionn. I learned acounts with the help of a teacher. She gave me the idea of a table by drawing on my palm and also taking my hand and drawing on the paper. Like that I learned acounts tables. If you know left and right you will understand and if you are having the idea of a column and rows then it will really help you out. Ask your near by teacher or school teacher to help you out like this. I think that this is the better idea because I learned like this and I got 91 in business studies and 90 in acountency out of 100 in 12th CBSE. As the Women's Representation Bill gathers dust in India, the South African Government is in the process of finalising consultations on its women empowerment and gender equality policy in preparation for the Women Empowerment and Gender Equality Bill. Consider this in the backdrop of the fact that in India we had tabled a historic report in Parliament called 'Towards Equality', way back in 1974. Presenting her department's Budget Vote recently in South Africa, Minister for Women, Children and People with Disabilities, Lulu Xingwana told Parliament, Consistent with the directive of the President in his State of the Nation address, we intend to table the policy and the draft Bill before cabinet this year. The draft Bill is aimed at enforcing compliance in both government and the private sector. In the same vein her deputy, Hendrietta Bogopane-Zulu (MP) spoke in support of children and people with disabilities. Ms Xingwana had earlier even challenged police officials and those working within the justice system to take part in disability programmes to help increase the conviction rate of people abusing those with disabilities. Consider the following facts. South Africa which abolished apartheid in 1994 currently has 173 of 400 or 43 per cent women MPs. India in its lower house has just 56 and in session after session the Women's Reservation Bill fails to get passed. It is now a recorded fact that 30 per cent of South African parliamentarians are women, which puts South Africa at number eight in the world in terms of gender equality in government. The country leapt quickly from a position of 141 in the world before the 1994 elections to number eight, when the African National Congress adopted a 30 per cent quota on its party list. The country can also boast that nine of its 27 cabinet ministers and eight of its 14 deputy ministers are women. Both the Speaker of the National Assembly and the Chairman of the National Council of Provinces are women. South Africa is one of only three African countries to have women presiding officers in Parliament. Even as the South African economy is tottering, its push for gender equity is indeed worth noting. Women constitute 52 per cent of the population, 30 per cent of the central cabinet and 37 .6 per cent of management and professional jobs. I met state minister Ms Zulu, who is blind, at a book launch on the disabled in Cape Town. During the book release, Lifelines, where over 50 per cent of the crowd comprised women, they spoke frankly about their lives. There were stories of courage, grit, determination by mostly black Africans who had overcome their disability or fought till the bitter end. I believe telling my story helps to raise awareness and to show others that disabled people are just the same as anybody else. We go through the same traumas, have the same problems and we also get angry and upset. Telling my story is also a way to show that everyone is capable. Imprisoning the consumer behind a digital firewall Srividhya Ragavan By introducing Digital Rights Management, the amended Copyright Act could compromise the legitimate rights of customers and stifle innovation The Lok Sabha passed the Copyright (Amendment) Bill, 2012 on Tuesday and the media have highlighted some of its positive aspects, especially the provision for artists to earn lifelong royalty from the commercial use of their works. Sadly, a major amendment relating to the introduction of Digital Rights Management (DRM) has gone unnoticed. It is unfortunate that such a huge amendment which can impact the everyday lives of middle class Indians has been introduced without adequate debate and mostly only with industry inputs. The power of DRM DRM is like a software code used to manage the rights of copyright owners when any copyrighted material like books or songs are transmitted digitally. Unlike natural limitations built into the dissemination of hard copies, digital dissemination of copyrighted materials is quicker and easier. Hence, copyright holders use DRM technology as a self-help measure to prevent unauthorised and bulk digital dissemination of copyrighted materials. These days, for instance, software comes equipped with inbuilt DRM programmes that tie it to a limited number of users or devices. A user who buys legal software cannot give a copy to a friend - the DRM ties the software to a single device or user. Similarly, DRM technology in modern DVD players - termed as Content Scramble System (CSS) - prevents users from copying the content. Even if a user copies a DVD, the disc will not play in a regular DVD player. The Kindle example The problem is such DRM measures can prevent fair-uses authorised under copyright laws like copying software from one's own laptop to desktop, or copying a DVD for private use. Therein lies the immense power that DRM can create over technology corporations. For example, Amazon's Kindle is a wireless electronic reading device where users can download books or other materials to save one the trouble of carrying bulky books. But, on July 17, 2009, users who bought George Orwell's Animal Farm and Nineteen Eighty-Four found that Amazon had automatically deleted copies of books from their Kindles overnight. DRM technology allowed Amazon to enter and delete files in each individual's Kindle. Reportedly, the copyright owners decided not to sell the content on Kindle. Well, if you had purchased a paper copy of the book, can the company send its employees to take it back from your house without explanation and prior authorisation while leaving the refund of the purchase price on your kitchen table? Intellectual property misuse Similarly, unlike in the case of a paper book that can be lent to a friend, an e-book will become accessible only to a user whose user name and password match - thus affecting the resale rights of the user. Further, in the United States, the use of DRM to protect materials that are in the public domain has led to a new line of cases cited for intellectual property (IP) misuse that has competition law impact. For instance, Lexmark Inc. equipped its printer refill cartridges with a DRM code that instructed the printer to only recognise Lexmark cartridges. It prevented customers from purchasing cheaper generic refill cartridges. Importantly, Lexmark held no IP rights over the printer cartridge and hence should be amenable to market competition. Competitors who broke the DRM code were sued for circumvention of technology - which is a violation in India under section 65B of the present Copyright (Amendment) Bill, 2012. Notably, in the U.S., it took years for the court to rule on Lexmark's misuse of IPR because its DRM did not protect any intellectual property. In India, technology companies will get the same level of powers - and unfortunately, unlike the U.S., there are no NGOs like the Electronic Frontier Foundation to fight such misuse. In the U.S., DRM measures have also been criticised as having a propensity to slow the pace of development - a move that the Joint Parliamentary Committee did not take full cognisance of. For example, ReplayTV and TiVo were recording devices that allowed users to record TV programmes while automatically deleting advertisements. But, JNU which is talked here, to have established HK unit for blind students, is functioning much below ordinary level. Out of twenty systems, which were brought don't know how many years before, are still twenty. forget new admissions that take place every year. and more than half of them, compell yu to cry and curse yur blindness. And no appointment has ever taken place despite repeated request to bring someone perminantly who can scann for students there. First any how, find the book/article then scann also. Double hardwork, pleases the administration perhaps.☺ Now, Access Indians studying in these universities, can justify and refute the claims in this article.☺ And let us frame a letter and send it to UGC for imidiate allocation ffor our fundamental right to read from 12th five year plan. Then we will take on these institutions one by one. Blind studying in all over India come together and force the UGC and its subordinates to practice what they talk. Read on the article The Government of India and UGC have endorsed these guidelines. The main objective behind this is “access for all”. Libraries are an integral part of any academic institution whether at school or university level, and unless there is an easy access to it, the students won’t be able to completely reap the benefits of the educational system. The term “access” does not only pertain to physical access, but it also includes provision of aids and appliances and availability of other resources and services. This needs the development of various policies, programmes and strategies. Sensitizing people and development of right attitudes also a pre-requisite to it and the over all services need to be monitored. Though there is an inadequacy in the academic library services for the visually disabled yet some of the Indian universities have come forward and have taken the initiative of establishing specialized library services for them. Some of these universities are: Bharathihar University,Tamil Nadu, is one of them, where a ‘Talking Book Library’ has been introduced with the help of Rotary Club. There are 1,000 books in the form of CDs and audio cassettes for the use of those have visual impairment. There is also a proposal to modify the physical infrastructure of the Bharathiar University to suit to the needs of disabled students. Jammu University has made available software known as JAWS i.e. (Job Access with Speech). It has been installed to convert hard copy to voice. A Resource Cell too has been opened to cater to the needs of the visually impaired. Delhi University has launched a multi-purpose resource centre. The existing Braille Library has been extended. The Braille Library is established in the Central Reference Library. The facilities like Braille production, talking books and electronic text preparation are provided. All these new initiatives have helped over 400 visually challenged students. The installation of computer equipped special software which can translate textbooks in regional languages in Braille format is part of the setup. Now students can avail the benefits of modern equipment like Braille printer, audio cassettes containing reading and reference material. There is also a provision of special studios where audio cassettes are converted into text messages in Braille. JNU Library which is a store house of all Govt. publications and publications and some important International Organisations like WHO, European Union, United Nations and its allied agencies etc, too has taken steps to provide facilities to the students with sight impairment. A separate unit named Hellen Keller Unit has come up in the Reading Hall. There are twenty computers and scanners with screens, reading and speech software. This special unit has been set up for the advantage of blind students who won’t be facing any shortage of study material. These students now have access to twenty two international online databases covering about 10,000 full text journals. Apart from this, there are 4,500 full text scholarly electronic journals from 25 publishers across the globe. Punjab University too has come forward in this direction. It has established a special section library for visually impaired. Here as in other places, special software has been provided which can convert the contents of books into audio records. University of Calcutta and National Association of the Blind (NAB) together have opened a remarkable ‘Digital Braille Library and Audio Recording Workstation’ where the visually disabled persons would be able to avail all modern learning equipments.
