Dear all,

In today's World, risk is an integrated part of our lives. Growing
risk demands us to be more conscious in every walk of our life
regardless of disability or any other weakness. So cutting the
introduction short, I would like to recount my experience in detail in
order to make you all realize the depth of seriousness of fraudulent
behaviour and alert you from possible dangers which we all may face.

One of my friend requested me to confirm his railway ticket for his
schedule journey from Mumbai to Jalgaon on 27th March, 2013 through
VIP quota as he was planning to visit Mumbai just for appearing his
SBI exams on 28th April, 2013.

On Saturday morning around 11 AM, I checked PNR status of the ticket
which was WL 103. I went to the office of Divisional Railway Manager
at Mumbai CST to complete all the formalities. Suddenly, a man met me
on platform number 5 and offered his help taking me at CCM building on
platform number 1 where I was suppose to go for the said formalities.

Further, he inquired all the needful information from my end and
informed me that due to railway election, these officials have been
transferred in some other building and now, mere administrative
department is functioning in this building, so he took me in another
building at reservation office and asked me to wait for a while.

During this conversation, He also provided his professional as well as
personal details. He was a railway staff and His real sister also
happened to be a visually impaired and got married to a banker, so
this guy pretended as if he could completely empathize challenges of
visually impaired persons.

He took initiative himself to solve my problem and started dialing
some numbers from his mobile phone to convince railway staff for my
waitlisted ticket. After 30 minutes of telephonic conversations with
his different colleagues around 12:15, he informed me that the PNR
status is wl48 and due to the last day of railway election, VIP quota
has been completely reserved so it’s very difficult to confirm the
ticket. Finally, he painted the picture that I have no option but to
cancel this ticket and book a fresh one in staff quota with his so
called benevolent assistance. After sometime, with my accord He
confirmed my friend’s ticket in Coach No. S2 and Seat No. 48 in staff
quota by mere calling to someone.

I got suspicious and inquired, how he can book a reserved ticket with
concessional fare (Ticket was of Rs.70) without my friend’s concession
certificate? He replied that I am a railway staff, so provided my ID
number to the manager and there is no need of his concessional
certificate as we also have his disability certificate issued by the
government authority.

Then he guided me at down stairs and asked me to wait once again till
another fellow handover the confirmed ticket for rs.195/-. He also
explained, emergency booking was the cause for increased cost of
ticket.

Finally, another fellow appeared and they parted from me for around 1
minute or so. Then they both approached me and handed over the ticket.
It was a fresh printed ticket. I gave him Rs. 200/- as a payment. He
said that he did not have change of Rs. 5/-. I left the matter and
collected the ticket with the feeling of gratitude towards that
person.

In the evening, I thought that I should inform the PNR number to my
friend, so I gave the ticket to my father and ask him to read out the
detail for my verification. When he read all the details, I found that
I have been cheated completely; Because, the ticket was someone else
“Cancelled ticket” of 25th April, 2013. I got shocked, not because I
los my money, but because I got cheated so easily. I know taking
sighted assistant is unavoidable in visually challenged person's life,
but this worth learning experience triggered me to pen down all this
matter and initiate healthy discussion in order to share other's
suggestions, views and experiences, so we all can be more equipped
with upcoming difficulties.
At last, most importantly, thanks to our own Access India family
member and a friend, Ms. Siddhi Desai for her great contribution in
editting the story and present the same in a beautiful manner.

Friend, no body can reserve concession ticket without concession form
atleast in x-erox copy of the concession certificate, even rilway
staff need concession certificate, now a days we Visually Impaired
persons are the soft target for cheating.

me navigating. What type of problem is this and how can it be resolved?

Hello friends,
I asked the information from the south western railway about my marks
and ranking position and last selected person mark on 23/04/2012 dated
RTI petition, because of non reply, I send appealeate authority
addressed petition on 11/07/2012. Then they gave reply on 27/08/2012
in it, they says my marks cannot be given due to recruitment process
not completed, similarly ranking cannot be given due to recruitment
process not completed, and last selected person mark cannot be given
due to involvement of third party information as per section 8 (i) of
RTI act. But in their website in the December 2011 itself, they
published physically handicapped selection list for document
verifications. Hence again I send the appealiate authority addressed
clarification seeking petition on 10/09/2012. In the appealiate
authority reply on 25/09/2012, he directed public information officer
to give suitable reply. Because of no reply, I send reminder petition
to appealiate authority on 23/02/2013, but again no reply from them.
I have the following doubts,
Since time lapsed, is it I can send the petition along with above said
copies in to second appealiate authority of central information
commission?

Hi friends,

I wanted to know how accessible the Amazon books are. Their website,
among other accessibility shortcuts, mentions the commands for
sentence reading and voice rate adjustment - but are the following
things possible?

q. Listening to all the punctuation marks

w. Reading by paragraphs

e. Navigating by chapters, headings and sections in between and
omitting parts (find command in Word gives this freedom up to an
extent)

r. Jumping back and forth in the text

t. Creating bookmarks and inserting brief notes as in Word and Notepad

If the aforementioned features are not available in Amazon books, then
the only option I think is to have the hardcopies scanned and edited.

Please help me by your responses. Am craving terribly to read them! Shadab

Your second question has got nothing to do with viruses! The crucks of
the matter is that you are trying to visit a secured website, (the URL
of which contains s after http), and the website owner either has an
old security certificate or there is a problem with your browser's
root certificate or system clock. Although there can be other reasons
to it, but I don't want to get into all of that.

Bank Of Baroda Internet Banking is one such example, where the problem
is due to old SSL certificate.

If you trust the website, then click on continue link after not
recommended heading.

Since I am on digest, so ignore if answered already.

Asian Blind Union’s Secretariat has informed us that they propose to
hold 8th Onkyo Braille Essay Contest in collaboration with Braille
Mainichi Newspaper Company, Japan in the Asian region.  Information in
this regard has recently been received from the Secretariat.
Participants who are interested to take part in the essay contest,
they should send their essays to All India Confederation of the Blind,
Behind Rajiv Gandhi Cancer Hospital, Sector-5, Delhi-110085 latest by
31st May, 2013.  No essay thereafter shall be accepted.  On the
envelop name of the competition (Onkyo Braille Essay Competition) must
be mentioned.

The detailed rules and procedure for the Contest are given below:

(i) The participants can write on any one of the following topics in
Hindi or English:

a)  Inclusive society for persons with visual impairment, How?
(Drishtibadhit vyakatiyon ke liye samaveshi samaj—Kaise?)
b)  Access to information and knowledge resources, are there priorities
and how? (Gyan aur soochna ke sadhno tak pahunch--prathmiktaen hain
aur Kaisa?
c)  What are your priorities as a political international leader, how?
(Ek anterashtriya netaa ke roop mein aap kee kya prathmiktaen hain aur
kaisa?)
d)  Social media and blind community. (Samajik media aur drishtibadhit 
samuday).

(ii)The Essay should be written by the blind participants in English
or Hindi in Braille on Braille slate or Braille typewriters and not on
computers.

(iii) Maximum length of the Essay should not exceed to
1200 words.  The Essay should also include   applicant's name, age,
title and other details to be covered within the maximum number of
words (1200) allowed.

(iv)There will be two groups of competitors—one Junior
group up to the age of 25 years and the second Senior group above the
age of 25 years. We suggest that the visually impaired participants
from junior group should also be motivated to participate in the
context.

v) The Essays must be completely original in nature.

vi)  The Competition has separate prizes for junior and senior groups.

a)  First prize of USD 1000 for overall best entry from senior or junior 
group.
b)  Second prize of USD 500 for one winner from senior group and one
winner from junior group.
c)  Third prize of USD 200 for one winner from senior group and one
winner from junior group.

You are requested to give widest possible publicity to this event so
that Indian participants could take part and win the prizes.

Taking a close look at
image quality
Evaluating image quality takes
equal parts subjective and objective
judgement. Remember, the goal of
document imaging is to capture and
share information visually. A quick web
search about imaging standards by the
U.S. and foreign government agencies
and educational institutions tells the
tale. Consider this from the Inland
Revenue Authority of Singapore: All
information contained in the document
(be it graphical, textual, handwritten,
or otherwise) must be capable of
being captured in its entirety and with
a level of accuracy that ensures that
no information that can reasonably be
expected to form part of any subsequent
business process is lost or altered in
any way. To put it another way, what
you get is what you see. The image on
the computer screen contains all of the
relevant information that appears on the
original document. No more, no less.
Putting the scanner to the test
Some imaging qualities can be
measured. Engineers can evaluate
a scanning system's ability to image
areas of a standard test target without
distortion or loss of detail. Horizontal
and vertical lines should remain straight.
Areas of fine details should not fill in.
Optical Character Recognition (OCR)
performance is another measure. If
error rates are high, it's a sign that the
imaging process is deficient.
Assessing scanned
image quality
Any scanner design incorporates
decisions made by engineers about
optical performance and how the
raw digital stream of ones and zeros
is converted into an image. Because
only you can decide if these choices
are right for your application, the best
way to evaluate a specific scanner is
to test it with your documents. Set
the capture parameters according to
the manufacturer's recommendations
for your application. These might be
different depending on whether your
mix includes photographs, multipart
forms, bar codes, handwritten notations,
diagrams, color content, or consists
mainly of printed forms.
Virtually every scanner is able to scan
at multiple resolutions, which are
measured in dots per inch (dpi). The
higher the number, the more data
transferred from the page. But higher
resolution can mean a slower scan rate
and larger image files per each scanned page. You want to achieve the highest
speed for the lowest resolution that
sufficiently captures the information
that's important to you.

The issue is solved for many users who had been facing it. Perhaps you
should go back to the tried and tested methods, disconnect your
facebook from Skype, remove Skype from your facebook apps, and then
reconnect. This time, it should work, as the issue at global level
seems settled.
