Hi Subramani, Thanks for sharing this. I am reminded of a story about a blind man by Ruskin Bond. I am writing the gist of it and how I see it being related in our context. Start of story's gist: A blind man was travelling in a train. After some time a young lady boarded the train and sat on the seat opposite to him. After a while the man conversed with the lady and asked for some help in doing something. The lady asked him to help himself in a neutral tone. After a few minutes the man said to the lady 'Isn't it beautiful outside?'. Lady again said in a neutral tone 'It would be better for you to experience it yourself'. The man did not speak much after that. The lady got down from the train at her destination and another man boarded the train and sat of the seat opposite to the blind man. After taking his seat he said 'God help her. She was having a tough time navigating through the platform. I think that blind girl was sitting here.' :End of story's gist In most cases the so called 'other people or authorities' are blind as well, not physically but in many different ways. Expecting something from them would be bothering ourselves unless their blindness is taken care of first. Thanks. The family hails from Kusugal village in Hubli taluk and has been cared for by Yallappa’s mother ever since his father’s death some years ago. The state government gives a monthly pension of `1,200 to those who are completely blind. Both Yallappa and Vasantha have disability certificates from the Karnataka Institute of Medical Sciences (KIMS), but have been getting only `500 as pension every month. This is barely enough to make up for the cost of their rail and bus passes and they have been seeking `1,200. However, in whichever government office they go, officials have allegedly been demanding bribes to help them or approve their papers. Yallappa, who came to meet the Deputy Commissioner on the matter on Saturday, told Express that officials from the Kusugal village accountant to the Shiraguppi Upa Tahsildar have been demanding money to get the paperwork done. “Giving bribes is illegal and I have refused to give in to their demands. So they are blocking our applications on various grounds,” he said. Yallappa had secured 79.84 per cent in his Secondary School Leaving Certificate (SSLC) examinations and currently studies at JSS College. He is also associated with ‘Samarthanam’, an organisation dedicated to the differently-abled. Vasanta is a Class 7 student at the Belgaum Maheshwari school for the blind. But Praveen, given his condition, has to be cared for throughout the day by his mother and this has made it impossible for her to find a steady job and earn a livelihood for the family. Yallappa said the officials have been demanding bribes saying that his family owns some immovable property. “But the land is co-owned by another family and we have the smaller share,” he clarified. He said the officials have even threatened to withdraw their current pension if he refuses to relent. Now, Yallappa can only hope that his pleas don’t fall on deaf ears. EC warned to make website differently-abled friendly Bindu Shajan Perappadan Pressure from disability rights activists has prompted the Court of the Chief Commissioner for Persons with Disabilities to issue a stern warning and ultimatum to the Election Commission of India (ECI) asking it to make its website user friendly for persons with disability. The ECI has been given a 30-day deadline (from July 31 onwards) to comply and make amends. Dr. Satendra Singh, a polio survivor and assistant professor of physiology at the University College of Medical Sciences and Guru Tegh Bahadur Hospital, Delhi, who has been pursuing the case said: "The ECI has been directed to intimate the Court of the Chief Commissioner for Persons with Disabilities within 30 days about the action taken on the direction." Dr. Singh added that while Delhi has made its website accessible for persons with disability the same has not been made available to the rest of the country. "The visually impaired need to have a user-friendly website to ensure that they are able to make an informed choice before voting. Though we have been appealing to the ECI since December last year there has been no response from them," said Dr. Singh. "Despite my letters, the ECI did not budge and did not make their website accessible to differently-abled voters. There are Prime Minister Office (PMO) orders as well as guidelines whereby all government institutions must make their websites accessible to the differently-abled. However, we are hoping that things will improve now," said Dr. Singh. Accusing the ECI of having violated the orders issued by the PMO in 2010, Dr. Singh said: "The current direction by the Court of the Chief Commissioner for Persons with Disabilities we hope will work favourably for the differently-abled and give them the right to vote in a well informed manner.'' Efforts made to keep the road near AICB free of vehicles are truly commendable. However, this article unfortunately gives the public a wrong impression about how blind people get around. Most blind people don't 'count their steps'. If they do, and if this is used as a mobility technique, the students' ability to travel independently will be severely restricted. Also, their mobility training should equip them to listen for reversing cars and other vehicles, as well as navigate around obstacles, including parked cars, without losing their bearings. If they deviate from the path, it is very difficult for them to pick their way back. Even a few steps to get around an obstacle like a parked car can make them lose their bearings. The absence of a guide, coupled with speeding vehicles, makes the girls all the more vulnerable. "The drivers generally don't give us any signal expecting us to see them. They end up grazing us or knocking us down," said Saraswati, one of the students. They have memorized their way to the service lane from the bus stop and use the slip road before taking a left turn towards the school. Traffic cops had even fenced off the left side and issued a no-parking order. But the barricades have been removed and motorists are back to their old ways," said J L Kaul, founder member of the school. He said the slip road now has vehicles parked on both sides. Most of these cars belong to the people visiting the Rohini zonal office across the road, locals said. The space allotted for parking inside the zonal office was used for dumping garbage and damaged vehicles. The underground parking served as office space. "We tried to remove the dumped vehicles but it was taking too long so we gave up," said a senior corporation official. The locals also observed that the service lane beside Bhagwan Mahavir Marg which could have been an alternative parking space was dug up recently. Not only does it pose another hurdle for the students but also forces visitors to park their vehicles near the blind school. The main feature that the k1k gives you over fineReader is the ability to scan and read at the same time. You do not have to scan first and then read. You also get page layout information such as where on a page a picture is located. You have a document scanning optimization feature. This allows the program to determine the best settings to scan your document. Finally, there is forms recognition which allows you to scan a form and fill it out. No need for sighted assistance to fill paper forms. A very healthy baby, Helen was born June 27, 1880 in Tuscumbia, Alabama to retired army Captain Arthur Keller and his second wife, Kate. Helen had a younger brother, Phillips Brooks and a sister, Mildred. Her father was a cotton plantation owner and the editor of a popular news weekly, The North Alabamian. How did Helen become deafblind? At the age of 19 months, Helen became very ill with a high fever, leaving her totally deaf and blind. Doctors at that time diagnosed it as "brain fever," however, experts now think she may have suffered from scarlet fever or meningitis. How did Helen communicate with others? By age seven, Helen had developed nearly 60 hand gestures to communicate with her parents and ask for things. However, she was often frustrated by her inability to express herself. With the help of her teacher, Anne Sullivan, Helen learned the manual alphabet and could communicate by finger spelling. Within a few months of working with Anne, Helen's vocabulary had increased to hundreds of words and simple sentences. Anne also taught Helen how to read braille and raised type, and to print block letters. By age nine, Helen began to learn to speak and read lips, skills she continued to develop over her lifetime. Who was Anne Sullivan? Anne Sullivan was Helen Keller's teacher, companion and friend for nearly 50 years. Anne was born April 14, 1866 in Feeding Hills, Massachusetts to poor Irish immigrants. At the age of five, Anne contracted trachoma, a contagious conjunctivitis that attacks the eyes, and was left almost entirely blind. She later received several eye operations that restored some of her vision. After graduating class valedictorian from Perkins School for the Blind in 1886, she moved to Tuscumbia, Alabama to become Helen Keller's teacher.
