Hello,
What I think is our society is so immature to understand that by addressing
the need of better rehabilitation services, it is helping itself since it
just take a split second to turn any able bodied into disable.

Friend, in this group many persons are late blind persons including me we
all have over come our problems & presently we have adjusted to this
situation, after becoming blind myself while studying in 10th class I learnt
braille, what I have noticed in many houses parants do not like their blind
children to expose to the world they try to hide their children blindness,
if parants help their late blind children for rehabilatation then that child
can achieve a lot in his life

[AI] indian fiction on bookshare

Recently , I became a member of bookshare. I searched for some Indian
fiction books . some of the books I wanted to read are available.

, but to my surprise I cannot  download them . these are restricted for
Indian residents. This rule seems unfair.

Is there anybody on the forum who lives abroad and can download the eboks
for me

I will be very. grateful if somebody could help me

there are no provisions in the Travelling Allowance rules which allows
Government servants to claim Travelling Allowance in respect of
Attendant/Escort accompanying them on tour/ training, etc. where such
Government servants require the assistance of an Attendant/Escort for
travel.

2. The matter has been considered and it has now been decided to allow
Travelling Allowance in respect of the Attendant/Escort, for
accompanying a Government servant with Disabilities during travel
while on tour/training, etc., to be claimed by the Government servant
with Disabilities. The admissibility of Travelling Allowance, in
respect of the Attendant/Escort accompanying a Government servant with

While for travel by air, Airlines•are expected to provide assistance
to Government.servant with Disabilities during travel as per Airlines
policies, a Government servant with Disabilities however, can take
along his personal Attendant/Escort for travel by Indian Railways for
assistance during journey and boarding/de-boarding, even when an
Attendant/Escort at destination station is provided officially.

(c) In all cases, Government servant with Disabilities are required to
purchase travel tickets for self and Attendant/Escort at concessional
rates, if any, offered by Railways/Airlines.

(d) The facility of Travelling Allowance for the Attendant/Escort
would only be admissible to those Government servants with
Disabilities, wherein it is certified by the competent Medical
Authority that such a person compulsorily requires assistance of
another person for travel. Under this clause, necessary certificate is
to be obtained from the Head of Department of a Government Civil
Hospital designated for the type/form of disability of the Government
servant. Based on the certificate from competent Medical Authority,
Heads of Departments would have to further satisfy the need for an
Attendant/Escort during travel of the Government servant, before
allowing the journey for the Attendant/Escort.

(e) Subject to clause (d) above, Travelling Allowance for the
Attendant/Escort would be admissible to the Government servant with
Disabilities while on tour (domestic or foreign). However, the
authority deputing such a Government servant with Disabilities on tour
would have to record in writing that the tour is considered necessary
in the discharge of duties and responsibilities assigned to the
Government servant with Disabilities.

(f) Subject to clause (d) above, Travelling Allowance for the
Attendant/Escort would also be admissible to the Government servant
with Disabilities when deputed on training provided it is recorded by
the authority co

Friends, you people are well aware that disabled coach in train also
includes goods career with it, yesterday night the Saket express from
Faisabad (Ayodhya) to Lokmanya Tillek Terminal (mumbai) disabled coach
caught fire in allahabad station the reason was that the goods kept
inside the goods career which is attached with disabled coach
eccidently caught fire, there was some fire friendly goods kept in
goods career, it was good that train was stationed in allahabad
station & no disabled persons were inside the train, imagine if the
train was moving very fast & if there were disabled persons inside the
coach the casualty would have been severe, why I wrote is this, I
request the members  of this group to take initiative & write to
railway minister to make disabled coach & goods career coach saperate,
this kind of eccident may happen in future if goods coach & disabled
coach are in one single bogi.

yes. it is possible to find a linear regression line.
here, 2 things can be done in excel.
firstly, finding a regression line in the scatter diagram itself.
but beware! screen readers will not help you out with scatter diagrams.
secondly,
estimating the value of dependent variable on the basis of given
independent variable, by associating a linear regression model, or you
may call it a regression line or trend line,  with the scatter
diagrai.
but everything in linear regression is dependent on scatter diagram.
even the regression models.
so what exactly do you want to find?
a regression slope?
or a regression model?
or the estimated value of dependent variable?
please specify this,
so it can be easy for me to explain you the exact procedure.

actually its a bit tricky to work in excel graphs with screen readers.
but we can surely do something.

I have already replied the question of source for learning of formula
of excel to Mr. Surya in this chained mail some time ago. Expand the
mail and read it again.
However, the help/hint text is more mechanical rather than analytical one.
There are many built-in formulas of statics in excels.
More over, if you know the VBA application coding, you yourself can
build the formula too.

Regarding the case you have shown concern, take an example:
An airline has exempted 25 kg weight and charges Rs 5 per in
additional weights, the the calculation of charges of 65 kg luggage be
written as under.
suppose the total weight of luggage is written at cell a2 and the the
additional weight charge be calculated at cell b2.
You have to write the formula at cell b2 as under:
=if(a2> 25, (a2-25)*5, 0)
Here weight = 65 kg which is greater than 25 kg and the true condition implies.
hence the additional weight becomes 65 - 25 = 40 kg.
With per RS  5kg per additional weight, the rent becomes 40*5 = Rs. 200.

If one passenger has just 15 kg weight bag; then the condition becomes false.
Here zero is the charge of the luggage!
Hence either way of the following writing of formula, the result is the same.
First way, =if(A2>25, (A2-25))*5
Second way,  =if(a2>25,(A2-25)*5, 0)
Third way, =if(A2>25,(A2-25), 0)*5

Fundamentally, the above formula is the same, only a different of syntax.
Hope now you must be crystal clear.

KANPUR: To help visually impaired in navigating the ways, special



footwears named 'Lechal' (Lechal meaning take me along in Hindi) was



the centre of attraction at the Techkriti-2015, the annual technical



and entrepreneurial festival of IIT-K. The GPS enabled sneakers are



capable of giving directions to those who cannot see.







The shoes vibrate to give directions. The smart footwear, donning red



fiery colour, can also count the number of steps taken and distance



travelled. Another major highlight of the sneakers being that these



can be worn by even those who can see as they use Google maps for



navigation. A person with a sense of independence can move around at



an unknown place or a city.







The user of Lechal footwear just requires a smartphone for connecting



both the footwear and the phone. This connectivity is established via



bluetooth. Further, those who are not interested in buying the entire



footwear can just purchase the insoles as the technology is embedded



in them. These technologically advanced shoes and insoles will not



allow the users to go on a wrong direction if the information about a



place to go is fed in the smartphone app. On choosing a wrong



direction, the shoe/insole will vibrate as a mark of indication.







Gaurav Duggal, embedded design engineer at Ducere Technologies which



has rolled out Lechal shoes told TOI that the Lechal shoes/insoles



connect to the phone via bluetooth version 4.0. He said that the shoes



have embedded bluetooth trans-receivers which are detachable. "We have



a special app which the user has to download on the smartphone. The



bluetooth trans-receiver connected to the app directs the person



wearing the footwear the direction whether to take a right turn or a



left", said Gaurav.







He said that the visually impaired person gets the feedback from the



shoe via vibrations. Further explaining about this special footwear,



Gaurav said that the footwear links to the smartphone app to direct



the wearer using Google maps, sending the vibrations where to go



further. He said that these footwears can be worn by anyone as they



give you location because of it using Google maps for navigating.







Tejas Rode, from Lechal informed that the company is based in



Hyderabad and it is the first in the world to offer such a product.



Tejas said that these footwears are the brainwork of Krispian



Lawrence, a passout from Micighan University in US and Anirudh Sharma,



an alumnus of MIT university in US. Both of them are engineering



graduates and had founded the company







named Ducere in 2010 but this footwear were released in 2014.







Gaurav Duggal said that the first pre-order for these footwears will



be given in May this year. He said that for the global market, Lechal



shoes cost 150 US dollars but for the Indian market, the prices will



be much lower.

Could you give me a sample of the same where '0' has to be placed as a
result of not matching the condition...?
Please give me on the same condition so as to understand it more better.

Could you also suggest me where I can learn such things?
I remember my research days to submit my dessertation for calculating
stand deviation there were two options stdev and stdevA and we friends
were confusted with such formulaes. So can you say where can one get
proper explanations of such formulaes.

Theoretically you are right.
But if the false condition value i.e else state is zero, then it may
not be necessary to define every where that it is zero.
ultimately, False state will be considered as zero.
However, if there is no calculation, then a word 'False' will be
written at the cell.
But here, the if condition value is multiplied by .1, it becomes zero
if the result is false too.
Hence i did not wrote zero. This is a smart and another way of expression.
Any way you can write zero as a false value after the true statement
and it is not wrong either.

Dear Dhananjay,

This money has been allocated by western railways on the strict orders of
the Bombay High Court in a related PIL filed by people aware about
accessibility. The court had constituted an expert committee who studied
the accessibility problems of the disabled passengers. This committee also
had experts from disability sector, architects etc and then on the basis of
the report of the committee the court directed the railways to prepare the
project & release the funds. The railways was reluctant initially saying
they have no funds for this purpose, but when the court directed them, they
had no answer.

Do not worry, the entire accessibility intervention is being undertaken
under the supervision of Court appointed team of access experts. As far as
I remember, this project also involves, raising the platform height to make
it level with the train coach to allow easy boarding in suburban rail.

Dear Dhananjay,

Yes, the policy has a time bound action plan which talks about making
public infrastructure accessible to persons with disabilities including
Information & Communication infrastructure.

The policy provides for constitution of a core group under the chairmanship
of State Disability Commissioner for time bound implementation .

The document has two components.

Firstly an Action Plan to implement the Policy and Second,

Secondly the policy itself.

The policy is quite specific on several issues such as compulsory training
of government officials on barrier free environment as well as for those
involved in industrial development; 50% concession in all state bus routes
and 25% for accompanying person and in private buses 25% for PWD and 12.5%
for accompanying person etc.

In my case, my opthalmologist was also unaware of assistive aids for
low vision and blindness. However, he did admit that he was a clinical
person and nothing after that.
I was directed to the appropriate organisations later by others.

GPS cannot say where a dog is sleeping, or road has an abyss!

If ever censors are there to warn us of all around us, then our feet would be 
jammed!

The best way out for mobility I have found is a simple smooth hand of another 
human, except when it is unavailable, unaffordable or undesirable!

In my perfunctory look at the webpage, I was unable to locate the article.
Could someone instruct me as to where exactly is the article located
on the webpage or alternatively provide the full article here itself?
