Academicians like faculties, academic administrators, principals,

awareness about special need of individuals with disabilities. They

Appointment of special educator is must. Simultaneously Awareness

stakeholders of academics and they are sensitized for various academic
needs of individuals with disabilities. They should also be sensitized
about potential and capabilities of individuals with disabilities
which will help them in their decision making related to policy matter
of persons with disabilities. Inclusive education can not be made
successful unless there is resource teachers for children with
disabilities at least  one resource teacher and disability support
service unit in schools cluster in specific geographical area like a
city. Students and their parents in inclusive schools have to face
several difficulties at every step of their academics. CBSE and state
board immediately start sensitization program for their teachers. We
will help them in designing policy and awareness program for school
teachers and athorities of secondary education.

containing information which can be disseminated to all and understood and

From early intervention centres to scholarships; readers' allowance to
magnifiers; unemployment allowance to social security pension -the
state has been rolling out a number of welfare schemes for the
visually impaired. But due to lack of awareness, some people, like K
Lakshmi of Aminjikarai, remain in the dark unless friends or
neighbours tip them off about these schemes.

 The mother of four dropped in at the commisionerate of the
differently abled in K K Nagar to check if her 25-year-old daughter, A
Sangeetha, could get an identity card and pass book to avail the
benefits of welfare schemes. "I couldn't afford to send my daughter to
school and was clueless about the government schemes available. A
friend directed me to this office recently," said Lakshmi. Sangeetha
doesn't have goggles, folding sticks or Braille watches, all of which
comes free of cost from the government.

 An effective intervention in the early years of children will help
develop skills. Currently, Tamil Nadu has nine early intervention
centres. The number of students fell to 163 from 176 last year. The
irony is that centres in Tirunelveli and Virudhunagar were shut down
for want of students this academic year.

 Interestingly, Tamil Nadu bagged the best state award for welfare
schemes for the disabled last year. Government sources told TOI that
needs of the intended population are being addressed with the setting
up of an exclusive department and set of officials in each district.
"The budgetary al location for the disabled shot up to `361.96 crore
this fiscal, from `202 crore in 2012-13. We have issued ID cards to
94% of the disabled population as enumerated in the census," said a
senior official.

 "Cumbersome procedures involved in availing state and
Centre-sponsored schemes are keeping off the targeted population,"
said R K Rungta, the first visually impaired person to be designated
senior advocate in Delhi high court. For instance, Tamil Nadu has
introduced a scheme, wherein the government will foot 25% of the pay
given to a blind employee, but the move is yet to pick up sources say
. Social security pen sion by the revenue department offers `1,000 per
month for the disabled, while the commissioner ate of welfare of the
differently abled offers `1,500 per month for severe disabilities.

 The allegations of not adher ing to the 3% reservation in gov ernment
recruitment are surfac ing more than ever before. Though Tamil Nadu
Public Service Com mission managed to fill up the posts to an extent,
sources say that they couldn't fill up the rest due to a lack of
qualified candidates.

i too received the same mail from bob 2 days back but without
"visually impaired" caption.
its due to manager's lack of awareness which we have to give.
there are lot of bob employees in mumbai doing good job in all departments.
SBI has internal circular saying netbanking and mobile banking should
be given to blind still, it took 5 minutes for me to convince my
adayar manager how we do net and mobile banking using my mobile in
front of her then she gave net banking kid within 10 minutes after
speaking to mumbai.

Nagpur: The Central Board of Secondary Education (CBSE) has now made it 
mandatory for all affiliated schools to appoint a special educator so that 
children
with learning disabilities could be assimilated with other students. Apart from 
the central board's philosophy of "inclusive practices" in schools, this
directive has also been necessitated due to strict guidelines of the Right to 
Education Act (RTE).

DTS Rao, board's joint secretary, wrote in the letter to schools containing 
above directions, "Board will appreciate cooperation of the schools in 
implementation
of the above."

Laying down broad guidelines, CBSE said a special educator was specifically 
required in schools to work with children and young adults who required 
additional
support in order to complete their learning successfully. Rao wrote, "Special 
educators (SE) will focus on children with physical disabilities, sensory
impairments, developmental disabilities such as autism, mental retardation, 
cerebral palsy and specific learning disabilities as they are emotionally 
vulnerable
and have behavioral difficulties". The scope of work has been widened for SEs 
as CBSE says they could also work with "gifted and talented children".

But finding qualified SEs is a big challenge for schools. Annapoorni Shastri, 
senior principal of Bhavan's BP Vidya Mandir (Shrikrishna Nagar), said, "In
Nagpur it is difficult to get SEs with proper qualifications. Part of the 
problem is that in teacher training colleges, special education course is 
focused
on kids with hearing and speaking disability rather than autism etc."

Schools where such children are enrolled said teaching approach has to be 
tailor-made. Shastri said, "For an autistic child there has to be one-on-one
teaching and they cannot be burdened with all subjects at once, hence the open 
schooling system is for them. For others, CBSE does offer choices of subjects
like music, e-typing etc which are relatively easy to handle."

Apart from subject choices, the other aspect that makes inclusive education 
possible is the students' support system on campus. Sumathi Venugopalan, 
principal
of Centre Point School (Wardhaman Nagar), said, "Every student moves up from 
our pre-primary section school, Mothers Pet, so they all are anyway close
to each other. It is only at a later age that learning disabilities become 
apparent and we all adapt accordingly. We have a 'buddy system' in which a 
student
volunteers to help another and builds a great ecosystem. Some of our students 
have cerebral palsy and autism but they are doing well with help of SEs,
counselors and their classmates."

Not every school has students with special needs, something that maybe 
incidental or deliberate. With CBSE making it mandatory for every school to have
a SE, one might expect to more such admissions taking place.

The Person with Disabilities has been facing discrimination since ages. Due
to insensibility of the society, many times landmark judgments were also
been pronounced by either district, high and apex court of India. Have we
ever realized why is it so that whenever our rights are violated we have to
bang one or the other door of either some politician or judicial systems
(various courts of INDIA). But our moral never went down , we are still
standing ahead with RPD Bill 2011

Dear friends i am personally researhing upon an issue of PROBLEMS FACED BY
PWDs in OCCUPYING ANY CO-OPERATIVE SOCIETY like problem in heiring a rented
accomodation in a society, purchasing a house in a society etc.

Friends i am posting this request on this mailing group with losts of hope
that i will get good response from my trusted group through our the country.

I would request entire nation's PWDs to please share their views with me.

improving one's ranking under disability quota to find better service
option is also considered as availing benefits of disability reservation
quota. So in effect any person with disability would be pushed in to
disability quota in some or the other name. The UPSC must understand that
age or fee relaxation, using a scribe or compensatory time, choice of
non-graphical questions for visually impaired etc would not amount to using
the disability reservation. Age /fee relaxation etc are also used by other
marginalised groups such as SC/ST etc without being pushed into the
reservation quota. It is quite tricky and there is no way an outsider or a
person who may have benefited from reservation quota if his senior in the
queue did not avail the quota,  would come to know about it. Also the
person who got  the job is least bothered whether he is adjusted against
quota or on merit.

Govt. must bring in transparency in the system to clearly spell out what
will be general relaxation available to persons with disabilities and what
further would  constitute reservation quota.

Mind you, AccessIndia is open archive meaning it is available to all search 
engines. In addition it enjoys high rankings.

Such loose comments calling UPSC as thugs is not appreciated at all.

Of course, this is going to haunt you in some form or another in days to come. 
There is no way, a post once made, can be retracted on a later date.

Yes, PWD qualified on marits will not be counted in reserve list. But the 
million $question is that who PWD would be considered to be qualified on his 
own mairt? They interpret it as per their own contrivance.
Qualifying on marit doesn't necessarily mean to obtain marks equivalent to 
general category candidates and figured out in final marit. how have you 
reached to that final list? It will be calculated on different factors, such as 
(I), did you claim any age relaxation, because it is not available to general 
category candidate. (ii), did you get extra time in exam, as it is not 
available to general category candidates. (iii), did you use scribe, as he may 
improve the contents of your answers!
This is UPSC, and it is the biggest thug of the world.
