Sreenivasa Murthy Nearly 100 visually-impaired music graduates staged a protest at Freedom Park here demanding jobs as music teachers in government primary and high schools in the State. Graduates from the Akhila Karnataka Panchakshari Gavai Andha Kalavidara Sangha from Gadag placed their demands before Chief Minister Siddaramaiah on Friday, and urged him to provide them teaching jobs under ‘special category’ in government schools. Five members of the sangha, led by Basavarj C. Kallur, submitted a memorandum to the government. “The Chief Minister has promised us that the matter will be discussed during the ongoing legislature session, and a decision will be taken soon for filling up the ‘special category’ posts for music teachers,” said Chandraiah Hiremath, member of the sangha. The sangha members met Minister of State for Primary and Secondary Education Kimmane Ratnakar, and were told to approach the Department of Kannada and Culture. “Where are we to go? We are nearly 2,000 graduates, who have passed out of the institute in the last four years and are waiting for jobs,” rued Mr. Hiremath. The commission is contemplating recommending to state government that it take over On a training programme in Mysore, a resident of the Karnataka chapter of the National Association for the Blind (NAB), the well-known NGO which receives substantial aid from various government bodies, claims that a staff member took her to a lodge where he sexually abused her. Another inmate alleges she was sexually abused in NAB's campus in Jeevanbhimanagar. These are two incidents in a string of complaints levelled against staff by residents of the NGO. Residents say they had brought the issue of sexual abuse and harassment at the hands of staff to the notice of NAB authorities, but no action has been taken. A complaint was then sent to the Karnataka State Commission for Persons with Disabilities (KSCPD) last month. Alarmed, the commission, a statutory body, decided to investigate. On Thursday, officials of the commission landed on the doorstep of the NGO, which is home to about 60 (about 20 of them women) visually challenged persons, to begin their probe. They had planned to hear for themselves and record testimony of the residents. However, they claim they were turned away by the management. The commission is now planning stringent action including filing a police complaint and getting the government to appoint an administrator to run the NGO. K S Rajanna, commissioner, KSPCD, told Bangalore Mirror that his office had received a number of complaints from residents against NAB in the recent past. Most of the complaints pertained to sexual harassment by staff members. In some cases, even physically challenged women employees were allegedly sexually abused by staff. On Thursday, commission officials had asked NAB, which has been rehabilitating the blind in the state since 1977, to submit details regarding its staff, activities, functioning and facilities provided to residents both male and female, information on staff deputed to cater to the needs of the physically challenged at the NGO, details of its financial accounts and details of programmes for the physically challenged. NAB reportedly promised that the documents will be sent to commission's office by evening. But instead, the commission received an email from NAB officials, questioning the authority of the commission to probe its affairs. The commission is a statutory authority and has powers to look into any kind of harassment meted out to disabled persons, Rajanna said. The email which we received from NAB questioning our authority shows that NAB has something to hide. We will write to the government (principal secretary, women and child welfare department) seeking permission to take further action against NAB. If the investigation concludes that there is truth in the complaints against NAB, a criminal case will be booked against staff. Rajanna says that if an administrator — a government nominee — is appointed, NAB will fall in line and co-operate with the probe. Complaints of inmates and physically challenged staff being sexually harassed by other staff are serious charges, Rajanna said. If the complaints were merely about financial irregularities or other petty matters, the commission would not have taken a serious stand. Sexual harassment complaints need to be addressed quickly. If not, it amounts to miscarriage of justice. The commission had expected a number of residents to testify how they were sexually abused in a one-on-one interaction with commission officials. That was the main purpose of our visit, but our efforts were stonewalled by vested interests, a commission official said. NAB is a well-known NGO which receives substantial support from the government and other agencies. This trust should not be misused. NAB should allow us to conduct a probe and take action against the culprits. Another official said, Blind students who have been sexually assaulted cannot identify the perverts. They can only explain their pain. It is our duty to protect them and create a safe and secure environment at NAB. MISMANAGEMENT The commission has received other complaints of mismanagement. Residents and some staff members have written to the commission seeking its intervention in several issues including bye-law violation, flouting the memorandum of association and rules and regulations governing NAB, irregularities in administration and ill-treatment to residents. Dear All I’ve conceptualized an ambitious but workable plan to interrogate the two decades of the PWD Act 1995. It envisages a focused approach to evaluate the working of the Act for the blind in all 29 states in the country. It further envisions grassroot commentary and critical scrutiny produced by the writers residing in the respective states. Initially, all articles will appear as blogs later they will be reproduced in the form of booklet. The series will commence from 24 November 2015 and would continue till 22 December 2015 historic day when the Act was passed in 1995). I am in touch with web-developers who can design our blog-website. Interested, commited and enthusiastic people could write if they want to investigate and contribute to this project which could also be leveraged for better evidence-based policy/lobbying/exicution with the respective state governments later. All submissions will undergo editorial scrutiny and suitable editing will be done. Editorial team will consist of blind researchers/activists/NGO-specialists. Note: this project is restricted to understanding blind people’s lives cause disability is a broad terminology and one can not do justice to the aim of the project. Dear Avinash, Can you give an indicative list of topics on which we can write? I think everyone writing on the entire PWD act might not be easy. We can divide into sections like education, employment etc. Is this in lines with your concept? Also, should it be specific to states? When the Class 10 results came out, she had scored an outstanding 443 out of 500, the highest among visually challenged students in the district. Despite her achievements, she is struggling to pay for further schooling. Raveena, who joined Class 11 at a government-aided school in Pasumalai as she could not afford to study in a private school, has to pay a nominal fee that is less than Rs 1,500. But her father Raja, a coolie, earns just enough to feed his family and cannot afford even the small amount for her fees. Raveena and her elder brother Rajkumar, who is also visually impaired, stay at a home run by Thuimai Vizhihal Trust in Muthupatti near Pasumalai. Raveena's friends S Sandhiya from Palanganatham in Madurai and S Sowmiya of Pudhur near Dindigul face a similar situation. While all their friends have paid the school fee for this year, these three differently-abled students are yet to pay the amount. I secured 100% in Social Science in Class 10. I can do well in all subjects if I get enough support, said Raveena, who aspires to become a teacher. If I ask money from my parents, they would simply ask me to stop my schooling and return home as they cannot afford by educational expenses, she added. Sowmiya said, My father is a daily-wage labourer. Although he wants me to study well and get into a government job, he is not in a position to support my education. We are three children, and my younger brother is also visually challenged. B Velmurugan, himself a visually challenged man, runs the trust. We run the home with the support of a few philanthropists, he said. We get just enough help to feed the children and to meet their day-to-day requirements.
