Subject: [AI] 7th pay commission recomendiations for disabled persons

As per the Census of India, 2011, there are nearly 26.8 million
Persons with Disabilities (PWDs) in the country, which is nearly 2.21
percent of the total population.
PWDs in Central Government
9.6.3 The government provides three percent reservation in jobs for
PWDs. Apart from this reservation at the entry stage, DoPT has issued
instructions regarding identification of jobs, post-recruitment and
pre-promotion training, providing aids/ assistive devices,
accessibility and barrier free environment at work place, preference
in government accommodation, grievance redressal, and preference in
transfer/posting for PWDs. In a recent notification, a provision has
been made for ten years’ (fifteen years in case of SC/ST and thirteen
years in case of OBC candidates) relaxation in the upper age limit for
direct recruitment to civil posts/services under the Central
Government.
9.6.4 Moreover, there are certain special entitlements as given below:
i. Special Allowance for Child Care for Women with Disabilities at the
rate of Rs.1,500 pm;
ii. Transport Allowance at double the normal rate, subject to a
minimum of Rs.1,000 pm; iii. Constant Attendance Allowance for retired
employees with 100 percent disablement at the rate of Rs.4,500 per
month;
iv. Special Casual Leave for four days in a calendar year for specific
requirements relating to disabilities;
v. Special Casual Leave for ten days in a calendar year for
participation in Conferences/ Seminars/Trainings/Workshops related to
disability and development.
9.6.5 In case the disability is work related, the following additional
provisions are available:
a. Special Disability Leave;
b. Disability Pension;
c. Educational Concession to children of Defence personnel who are
disabled in action.
9.6.6 For employees with differently abled children, Children
Education Allowance and Hostel Subsidy is granted at double rate.

Demands

9.6.7 Associations of employees with disabilities made the following
demands before the Commission:
i. Suitable enhancement in the existing provisions
ii. Provision of Common Room in offices with suitable recreational
facilities

iii. Additional rebate in House Building Advance and Automobile Advance
iv. Establishment of Welfare Committees in the ministries
Analysis and Recommendations
9.6.8 The National Policy for Persons with Disabilities, 2006,
enunciates the measures that need to be taken by the government to
ensure equal opportunities, protection of rights and full
participation in society for PWDs, in consonance with the principles
enshrined in the Indian Constitution. India is also a signatory to the
UN Convention on the Rights for Persons with Disabilities. Thus,
provision of appropriate measures for employees with disabilities is
the responsibility of the Union Government.
9.6.9 The Commission has made various recommendations regarding PWDs
at different places in the report. They are consolidated here for
ready reference:
i. In recognition of the singular responsibility faced by differently
abled women in raising their children, the Special Allowance for Child
Care for Women with Disabilities has been enhanced from the present
rate of Rs.1,500 pm to Rs.3,000 pm
ii. Transport Allowance at double the normal rate has been retained,
and the minimum amount has been increased from Rs.1,000 pm to Rs.2,250
pm
iii. Children Education Allowance and Hostel Subsidy have been kept at
double rate for differently abled children
iv. Constant Attendance Allowance has been enhanced from Rs.4,500 pm
to Rs.6,750 pm
v. Special Disability Leave has been subsumed in Work Related Illness
and Injury Leave (WRIIL), with improved provisions
vi. Educational Concession, hitherto available only to the children of
Defence personnel killed/missing/disabled in action, has been extended
to similarly placed personnel of CAPFs, Indian Coas

[AI] New features added by NVDA India team for NVDA 2015.4

2015-11-26 Thread Dinesh Kaushal
Hi Access Indians,

As you know, The NVDA India team primarily works on requirements raised in
India. We are eager to hear from the users of NVDA about challenges that
they face while using NVDA. We prioritize the feature requests according to
number of requests for any features or its impact on employability and
education. Anything that will make NVDA work better with Indian languages is
also our top priority as these issues never get priority by non-Indian
developers. Thus, if there are any issues that you would like to report,
please report them on NVDA issue tracker on github
https://github.com/nvaccess/nvda/issues and forward the ticket number and
description to sumandog...@gmail.com

Sean Randall has written a nice blog on LinkedIn about the features: NVDASR
doesn't just have new features, it adds them beautifully
https://www.linkedin.com/pulse/nvdasr-doesnt-just-have-new-features-adds-the
m-sean-randall

A brief description of these features follows:

Support of protected excel sheets: in a protected sheet if a cell selection
is disabled, NVDA was not able to read the content in that cell. NVDA users
can now navigate to those cells using browse mode. During the browse mode,
NVDA would also announce whether a cell is unlocked so that users can press
enter to move the focus to that cell.

Listing and renaming of Microsoft Excel sheets: while working with large
number of sheets, users often need a way to list all the sheets. So we have
added an option to list sheets in elements list dialog. Users can also
change the name of sheets in this list with f2 command. This command is
added because NVDA was not working in the rename sheets dialog of excel.

Reporting input messages or tooltips in Microsoft Excel: NVDA now reads
special messages added in Excel cells known as input messages. These
messages help users to fill proper values for excel forms.

For details checkout the announcement for 2015.4 at
http://www.nvaccess.org/post/announcing-nvda-2015-4-release/

Also note, if it is the e-speak voice that is holding you back from
exploring NVDA, then you can acquire license for Eloquence, Lekha and
Sangita voices from Saksham.

Acknowledgement:

NVDA India work is supported by Hans Foundation, The Centre for Internet &
Society, Sapient consulting Limited, Enable India, Saksham Trust, and IIT

Key contributors are: Michael Curren and James Teh from NV Access; Manish
Agrawal and Dinesh Kaushal from Sapient; Dipendra Menocha and Suman Dogra
from Saksham; Prof Balakrishnan, Siddhartha Gupta and Manshul Belani from
Indian institute of Technology Delhi; Nirmita Narasimhan from The Centre for

[AI] PIB Press release :Rationalization of Allotment of Berths under Physically Handicapped Quota with a View To Ensure Optimum Utilization

2015-11-26 Thread Nilesh Bendre
Ministry of Railways

26-November-2015 12:47 IST

Rationalization of Allotment of Berths under Physically Handicapped Quota
with a View To Ensure Optimum Utilization

As per extant instructions, handicapped quota of 2 berths in sleeper class
(one lower and one middle) is earmarked for physically handicapped persons
travelling on concession.

There are two types of handicapped persons who can book berth under this
quota; one for whom it is compulsory to travel along with escort and the
second for whom it is optional. Recently instances were brought to the
notice of this office where the handicapped persons for whom it is optional
to take an escort were not allowed to book single berth against this quota
by some Railways since the second berth will go vacant as middle berth
cannot be allotted to physically handicapped persons. This issue has now
been examined by the Ministry of Railways and further rationalization has
been done to ensure optimum allotment and utilization of handicapped quota.
The revised decisions taken are given as under : -

(i) There will be two types of handicapped quota of two berths each (one
lower and one middle) in the same cabin; one for physically handicapped
persons who can utilize concession only when accompanied by an escort and
the second for those handicapped persons for whom it is optional to take an
escort with them.

(ii) As for the former category it is compulsory to be accompanied by an
escort, these berths can be booked by such category of handicapped persons
booking tickets on concession on first come first serve basis.

(iii) For the later, where it is optional to be accompanied by an escort, if
the first handicapped person intends to book berth along with escort, both
the berths will be booked. However if the first handicapped person books
without escort, the second berth will not be booked under handicapped quota
and will be released to RAC/waitlisted passengers at the time of preparation
of reservation charts.

(iv) Further, at the time of preparation of reservation charts, the
unutilized lower berths under this quota can be released to physically
handicapped passenger (of either category who were kept in general waiting
list due to exhaustion of their quota), single senior citizen travelling
alone on priority and thereafter to waitlisted passengers as per priority.
In case a single berth i.e. middle berth is left vacant in this quota of
second category it will be released to RAC/waitlisted passengers.

(v) It has also been decided that whenever a physically handicapped person
books ticket on concession and if no berth is available in handicapped
quota, the system will automatically try to allot the lower berth to him/her
and middle berth to escort subject to availability of same at the time of
booking.

These new provisions will be effective by 22nd December, 2015.

Regards,

[AI] Fwd: Talk at the National Archives, London, 3 December 2015, 2-3pm

Dear Moiz,
I'm keen to know the history of advocacy done by blind people in the
UK, please do attend and make notes if you find time, please.

*Talk at the National Archives, London, 3 December 2015, 2-3pm.*

*Victorian Blindness: A History of Advocacy*
Dear Colleagues,

I'm very pleased to announce details of a free public talk I'm giving at
the National Archives, London next week as part of their programme of
events for Disability History Month, on 'Victorian Blindness: a history of
advocacy'. I've copied the blurb below, and more information is available
on their website here:
http://www.eventbrite.co.uk/e/blindness-in-victorian-britain-a-history-of-advocacy-tickets-18667760775

*Blindness in the Victorian era was an issue of popular - and often fraught
– debate. Using the history of finger reading, this talk will trace how
blind and visually-impaired people became increasingly vocal in seeking
control and ownership over social and political issues that directly
affected them, introducing some of the era's most prominent and influential
blind campaigners.*
I'd be delighted to welcome people there - and please do circulate to any
colleagues or students you think might also be interested.

With all best wishes,
Heather

A brief description of these features follows:

Support of protected excel sheets: in a protected sheet if a cell

is disabled, NVDA was not able to read the content in that cell. NVDA

NVDA would also announce whether a cell is unlocked so that users can

Listing and renaming of Microsoft Excel sheets: while working with large

added an option to list sheets in elements list dialog.

Also note, if it is the e-speak voice that is holding you back from

Mr. Pawan,
The typing of Hindi letter is govern by the typing utility used for
Hindi typing. Mind that it has no relation with nvda. The job of nvda
is just speak that letter which you type. It depends solely on the
keyboard layout which you had activated in computer. Either sited or
vi person, the writing rule is the same. Hence it is independent of
used screen reader.

2015-11-26 Thread Bhavya shah
Hi,
Karan Sir,
Having heard an extensive Google Dox & Sheets audio presentation with
NVDA, I doubt if one can call them 'inaccessible'. They have some
accessibility barriers, most of which were told to me to be from
Google's software authoring end, and Google needed to fix them.
Let me know if you want some NVDA audio tutorials and demonstrations
of Google Dox and some other Google apps, Derek Riemer has produced
some material, which I may be able to share with you if required.
Thanks.

Re: [AI] Problem in List View.

2015-11-26 Thread Amiyo Biswas
Hello,

Yesterday I found out the solution. Someone inadvertently turned on the second
last feature of the View tab on the Folder options, Automatically type into the
Search Box

It became normal when I turned on the feature just below it, the
counter-reactive feature, Select the typed item in the view.

I looked for it before, but then I could not exactly notice it.

With best regards,
Amiyo Biswas

Re: [AI] New features added by NVDA India team for NVDA 2015.4

2015-11-26 Thread Kotian, H P
Hi
I believe the TTS is SAPI conplient. Which means any application, including all
screenreaders can interact with it. Simply put yes, NVDA can be used with it.

If I am not mistaken, however, the TTS size is too huge for using it with any
screen readers.
So, technically you can use it with any screen reader, practically it can't be
regretly. It would be like pulling a truck with a Nano car.

Sean Randall has written a nice blog on LinkedIn about the features:
>>> NVDASR
doesn't just have new features, it adds them beautifully

>>> https://www.linkedin.com/pulse/nvdasr-doesnt-just-have-new-features-

A brief description of these features follows:

Support of protected excel sheets: in a protected sheet if a cell
>>> selection
is disabled, NVDA was not able to read the content in that cell.
 NVDA
>>> users
can now navigate to those cells using browse mode. During the
browse mode, NVDA would also announce whether a cell is unlocked so
 that users can

Listing and renaming of Microsoft Excel sheets: while working with
large number of sheets, users often need a way to list all the
 sheets. So we
>>> have
added an option to list sheets in elements list dialog. Users can
also change the name of sheets in this list with f2 command. This
command is added because NVDA was not working in the rename sheets dialog
 of excel.

Reporting input messages or tooltips in Microsoft Excel: NVDA now
reads special messages added in Excel cells known as input
messages. These messages help users to fill proper values for excel forms.
