You can download a pdf file instead of opening it. If you are working in internet explorer, press insert+f7 and arrow down to the exact link of the pdf file. Press alt+m to activate the move to link button. Press application key for the context menu. Arrow down to save target as option and hit enter. It will bring up the standard save as or download dialogue box. If it is firefox, the process is the same, except the option on the contect menu is save link as. Shampa Sengupta http://peoplesdemocracy.in/2015/1206_pd/disabled-persons-organisations-march-parliament AROUND ten thousand disabled persons from various parts of the country took out a march to parliament on December 3, 2015 coinciding with World Disability Day. Owing allegiance to the affiliates of the National Platform for the Rights of the Disabled (NPRD), National Federation of the Blind and the National Association of the Blind apart from various independent Disabled Persons Organisations and NGOs, the protest was against the inordinate delay on the part of the central government in bringing the amendments and placing the Rights of Persons with Disabilities Bill, 2014 for discussion in parliament. The RPD Bill introduced during the fag end of the UPA government’s tenure was sent to the parliamentary standing committee of the ministry of social justice and empowerment owing to certain concerns raised by several disability rights organisations. However, the delay in introducing the amendments and placing them for discussion in parliament after several months since the parliamentary standing committee submitted its recommendations is inexplicable. The protesters were addressed by leading office bearers of the various organisations. Brinda Karat, member of the Polit Bureau of the CPI(M) came to express solidarity with the protesters. A memorandum was submitted to the minister for social justice and empowerment, Thaawar Chand Gehlot by a delegation from these organisations. They also met the president of India in the evening. The memorandum noted that Rights of Persons with Disabilities Bill 2014 was introduced by the previous government in Rajya Sabha which did not fully address the aspirations of persons with disabilities. It also sought to legitimise discrimination on the ground of disability under certain circumstances. There were other various provisions which were contentious. Consequently, various disability rights organisations including those endorsing this petition opposed the passage of the said bill without amendment and debate. It also said that as a result of the campaign, the Bill was not passed and instead was referred to parliamentary standing committee of ministry of social justice and empowerment, which invited suggestions and after public hearings from stake holders finally submitted its report in May 2015 to the government incorporating various suggestions and recommendations made by disability rights organisations. However, certain issues still remain unaddressed. The memorandum observed that, unfortunately the government is yet to publicly spell out its stand on the amendment of the Bill and its introduction after making the necessary amendments. It is for this reason that various disabled persons organisations have come together and have organised a march to parliament to demand that the government introduce the amendments to the Bill on the basis of recommendations of parliamentary standing committee as well as other suggestions given by various stakeholders and have a proper and extensive debate in the parliament in the ongoing winter session. I used those steps to change IEon IE9 and IE11. If you have Adobe Reader on your pc you should have Adobe Reader PDF in the tree list on the manage add-ons screen. Also if you have Adobe Reader link helper you need to disable both of them. Then change the filter comb box to "All Aadd-on" then tab to ok. If you do not see Adobe Reader in your tree list make sure when you first bring up the Manage add on screen that it says "toolbars and extensions." If it does not then arrow up or down until you hear "toolbars and extensions." Then when you hear that tab and change the filter box to "All add-on" then tab I think once to the tree view and look for Adobe Reader PDF and Adobe Reader link helper and disable both of them. Thentab to ok button. Additionally, When you open a PDF document in your browser, such as internet explorer, the PDF document will be opened in the browser by default. In the browser, there is no option to save the PDF document in a different format. But when you opened the saved PDF document, you were using Adobe Reader which has an option of saving the document in a different format, such as text. But Adobe Reader has an option to be the program used even if you open the document from your browser. With this option, when you open a PDF document from your browser, the choices to save in a different format such as text are available. To set Adobe Reader to always be the program to open a PDF document, open Adobe Reader. Then type alt+e to open the edit menu and up arrow 2 times to get to the accessibility sub-menu. Press right arrow to open this sub-menu and then press down arrow one time to get to Setup Assistant and press enter. This will open a 5 page dialog which allows you to choose accessibility options for screen readers, magnification programs or both. Tab to the next button and press enter. Do not press enter on the Use recommended settings and skip setup button. The last four pages of this dialog allow you to set various accessibility options. You navigate through those pages by pressing tab until you get to the next button and press enter. The option we are looking for to always open a PDF document in Adobe Reader is on the last page, titled Display PDF documents in the web browser. Make sure that this option is not checked. Then tab to finish and press enter.
