And if you were at the cricket stadium near Aluva, which currently hosts the practice sessions of a national team, your applause would resound a lot louder when the players stepped on to the ground. For, this is a different class of the Indian cricket team, preparing for the upcoming Asia Cup in Kochi at the sprawling ground at the School for the Blind campus at Keezhmadu, near Aluva. With neatly trimmed lush green grass and a deep brown pitch at the centre, the stadium forms part of a sports complex — a first-of-its-kind facility for the blind, in Kerala. Chief Minister Ooommen Chandy is scheduled to inaugurate the facility at a brief function to be held here on January 16. The complex also marks the diversification of the school — a pioneering institution in the rehabilitation of the visually impaired — into sports promotion and management. As part of its foray into sports, the school organised a south India-level chess tournament in November last year, in which about 100 players from various States took part. According to the school management, the facility currently comprises a 50,000-sq. ft cricket stadium and a sports hostel with a capacity to accommodate 80 persons. “The objective is to draw talented blind sportsmen from all across the country and give them training in their respective fields. We will hold sport events and training sessions for them round the year,” said T.S. John, secretary of the Kerala Blind School Society, which runs the institution. On completion, the complex will embrace separate facilities for various other sports events such as volleyball, basketball and other indoor games. Set up with assistance from various agencies, the stadium cost around Rs.35 lakh while the state-of-the art sports hostel was established by renovating an old building at the location. Set up with eight students and one teacher in 1962, the school currently accommodates 80 students and 25 teaching and non-teaching staff. About 30 per cent of its students comprise those suffering from multiple disabilities of vision. Dear Dev, A sincere suggestion: This is not the right time to venture into stock market. If you are young and have sufficient finance, invest in PPF, LIC Bank FDs etc. Diversify your investment portfolio in such a way so that you reduce risk and secure returns for the long-run. Just note, the weighted average cost of financing the investment must be higher than the inflation rate because then only you would be able to reap the benifits of investing. Inflation is an economic crippler and one must not put all eggs in single basket or concentrate the investments in restricted streams. I am not in favour of mutual funds. Now one year, nine months old, the child was abandoned by his parents from Bhopal because he suffers from Down’s syndrome and has a hole in his heart. Tiwari first spotted Binney at an orphanage of the Missionaries of Charity in Indore. “I had gone to gift a few things to the children there on my father’s birthday in September 2014. There were a lot of kids there but Binney caught my eye because he was lying on a cot, away from all the revelry. When I went to play with him, he stuck to me and I felt an instant affection. At that time, though, I hadn’t given a thought to adopting him,” says Tiwari, who was born and brought up in Indore. A month later, Tiwari visited the orphanage again. Binney’s face had been haunting him for many days. He found that while many other children had been adopted, no family was willing to take Binney. “I decided that Binney would be my son. I had always wanted to adopt a child since I read about Sushmita Sen’s single parent adoption. So, I thought why not?” he says. But the road ahead was strewn with obstacles. First, his parents objected, asking him to get married first. Then the orphanage authorities told him they could not let an unmarried man adopt — the Missionaries of Charity are against single-parent adoptions. For many months, Tiwari kept visiting the orphanage, trying to convince the sisters. By December, the child had been moved to another Bhopal orphanage run by the Missionaries of Charity. In March, Tiwari was told that the child was now in Delhi. “A week later, I found out that Binney was still in Bhopal and they were planning to put him up for foreign adoption. I contacted the women and child welfare (WCD) department and sent some 100 mails to Maneka Gandhi. I complained to Prime Minister’s Office too. Gandhi spoke to me over the phone and said she was asking the Central Adoption Resource Authority (CARA) to work with the Bhopal Child Welfare Committee and resolve this matter. After my complaint, Binney was ordered to be moved to Matruchaya, another adoption agency in Bhopal,” said Tiwari. Even there, he found officials bewildered by his insistence on adopting a child when he was single, and a man. But it was in August that the tide turned. Till then the CARA guidelines demanded that one had to be 30 years of age to adopt a child. It was revised last year to 25 years. Tiwari was now eligible to adopt Binney. “I finished all formalities within 15 days and by month end, Manekaji visited the orphanage to see Binney, where she instructed that he should be handed over to me immediately. But alas, the authorities at Matruchaya remained reluctant. They first tried to convince me to adopt another child, then scared my parents by saying no girl would marry me and when all failed, kept delaying the adoption process. Once again, I petitioned the PMO and WCD. The central government sent a notice to the state government and finally due to mounting pressure, in December 2015, I got a mail asking me to take Binney home between January 1 to 8,” he says. The worst behind him now, Tiwari is home with his son, who has a new name (Avnish Tiwari), and parents who now can’t get enough of their new grandson. The exacting routine of an infant’s life is slowly starting to kick in — from making formula to changing diapers to regular feeds and evening playtime, besides attending to a continuous stream of relatives. “I took him to a pediatrician who said we might not require an immediate surgery for the hole in his heart. As far as Down’s syndrome goes, I have read up about it it and consulted doctors. I know my son’s mental growth will be slow but unlike his biological parents, I won’t give up. The doctor says if Binney is around children, it will be better for him. Thankfully, there is a daycare in the office building, where I plan to keep him. I also get adoption leave for 150 days. We run very high end and highly critical servers. It will continue to give steady power for at least 25 years. It should do good for another 10 more years. There is almost zero maintainence cost and only cleaning of the solar panel with water to clean the dust accumulating over it in about 2 weeks. This would be just about 30 minutes work in 2 weeks. Nothing more. The initial cost is high but it would break even in about 7 years at the present electricity charge. If it rises, then the pay back will be still earlier. Thereafter your power is absolutely free. When we can be using in a highly sensitive place, you can safely run any electronic or electrical device. We are having 200 panels each producing 300 watts of power. Interesting, in states like Karnataka, you can sell your extra power to the state grid and earn revenue. In summary, if your production is less than consumption, the difference can be drawn from the grid. If your generation is more than your consumption, you can earn revenue by selling the power to the grid. I don't see any problem for a blind person to clean the panels which is placed on the terrace of your house. Any interesting part is the whole process is modular. You can progressively keep increasing your generation as and when you can afford it. they will all work in a cohesive way. You can get a daily report on a browser. I have yet to check on the accessibility of the standard report. There are many Indian vendors from whom you can by the system. To say that Pune-based software engineer Aditya Tiwari has never experienced love at first sight would be wrong. Now one year, nine months old, the child was abandoned by his parents from Bhopal because he suffers from Down’s syndrome and has a hole in his heart. Tiwari first spotted Binney at an orphanage of the Missionaries of Charity in Indore. “I had gone to gift a few things to the children there on my father’s birthday in September 2014. There were a lot of kids there but Binney caught my eye because he was lying on a cot, away from all the revelry. When I went to play with him, he stuck to me and I felt an instant affection. At that time, though, I hadn’t given a thought to adopting him,” says Tiwari, who was born and brought up in Indore. A month later, Tiwari visited the orphanage again. Binney’s face had been haunting him for many days. He found that while many other children had been adopted, no family was willing to take Binney. “I decided that Binney would be my son. I had always wanted to adopt a child since I read about Sushmita Sen’s single parent adoption. So, I thought why not?” he says. But the road ahead was strewn with obstacles. First, his parents objected, asking him to get married first. Then the orphanage authorities told him they could not let an unmarried man adopt — the Missionaries of Charity are against single-parent adoptions. For many months, Tiwari kept visiting the orphanage, trying to convince the sisters. By December, the child had been moved to another Bhopal orphanage run by the Missionaries of Charity. In March, Tiwari was told that the child was now in Delhi. “A week later, I found out that Binney was still in Bhopal and they were planning to put him up for foreign adoption. I contacted the women and child welfare (WCD) department and sent some 100 mails to Maneka Gandhi. I complained to Prime Minister’s Office too. Gandhi spoke to me over the phone and said she was asking the Central Adoption Resource Authority (CARA) to work with the Bhopal Child Welfare Committee and resolve this matter. After my complaint, Binney was ordered to be moved to Matruchaya, another adoption agency in Bhopal,” said Tiwari. Even there, he found officials bewildered by his insistence on adopting a child when he was single, and a man. But it was in August that the tide turned. Till then the CARA guidelines demanded that one had to be 30 years of age to adopt a child. It was revised last year to 25 years. Tiwari was now eligible to adopt Binney. “I finished all formalities within 15 days and by month end, Manekaji visited the orphanage to see Binney, where she instructed that he should be handed over to me immediately. But alas, the authorities at Matruchaya remained reluctant. They first tried to convince me to adopt another child, then scared my parents by saying no girl would marry me and when all failed, kept delaying the adoption process. Once again, I petitioned the PMO and WCD. The central government sent a notice to the state government and finally due to mounting pressure, in December 2015, I got a mail asking me to take Binney home between January 1 to 8,” he says. The worst behind him now, Tiwari is home with his son, who has a new name (Avnish Tiwari), and parents who now can’t get enough of their new grandson. The exacting routine of an infant’s life is slowly starting to kick in — from making formula to changing diapers to regular feeds and evening playtime, besides attending to a continuous stream of relatives. “I took him to a pediatrician who said we might not require an immediate surgery for the hole in his heart. As far as Down’s syndrome goes, I have read up about it it and consulted doctors. I know my son’s mental growth will be slow but unlike his biological parents, I won’t give up. The doctor says if Binney is around children, it will be better for him. Thankfully, there is a daycare in the office building, where I plan to keep him. I also get adoption leave for 150 days. Or is theirs an imaginary world with visuals? Some, especially those who’ve been born blind, have stated that their world is indeed dark and visuals are at times thrust on them. Others, like Shakila Maharaj, one of the delegates at Hyderabad Literary Festival 2016, talk about an imaginary world that’s far from dark. The diminutive lady’s zest for life is apparent when she talks about wanting to attend as many sessions as possible at HLF. “If I can split myself into a million parts I would love to take in every part of the festival,” she laughs. Shakila met with an injury at 19, which progressively eroded her sight and by early 20s, she was blind. She didn’t let that limit her. Having travelled to different countries on her own, she says, “Each country offers something that the other doesn’t. Hyderabad may not have a brail trail for me to step out of the hotel and discover the city on my own. But there’s no dearth of human help. I adapt according to the country.” As a member of South African tourism board and as a disabilities strategist, she has visited India on several occasions, to train those working with the visually impaired in corporate houses and NGOs and notes, “An American friend of mine moved to India after finding the country more receptive to the blind.” Anju Khemani, who was instrumental in getting Shakila to be a part of HLF, chips in, “We, in India, are more personal which the West may consider intrusive. Many visually impaired are lonely in the West. There is not much sound, very few people are at road crossings… Here, you ask a question and someone on the road is bound to respond. They may not know the art of describing, but you will get an answer.” Talking of describing as an art, Anju adds, “You could tell a blind person there is a chair here. Or you can say it’s a high chair with red wood and an art work on it.” Shakila agrees, “When you describe something, a bland imagery becomes memorable.” When she travels, Shakila would request people to describe things for her. “During one of my visits to America, I discovered that describing is an art that complies with a set of standards,” she says. In 2010, she founded Audio Describe International along with Dr. William Rowland, an author and a pioneer in disability movements. While Shakila was audio describing movies in South Africa, she got an opportunity to write a film script through a grant from the provincial KZN Film Commission. “During the film screenings, I had interacted with many blind people. Some of them shared their love stories and I felt it was good content for comedy,” she says. The story written by her is a comedy with three blind men. Shakila weaves in a thriller element with one of the characters being shot at and subsequently losing vision. “The story is set in Durban. We are talking to the producers who’ve shown interest to see how the film will come up,” she says. Indian Express RTI findings: Maharashtra govt has no figures on the ‘disabled’ it employs http://indianexpress.com/article/cities/pune/maharashtra-govt-has-no-figures-on-the-disabled-it-employs/ The Department of Empowerment of Persons with Disabilities, which comes under the Union Ministry of Social Justice and Empowerment, does not have any information on the employment among the disabled persons in the country, according to a reply to a query filed by The Indian Express under the Right to Information (RTI) Act in September last year. “Information related to the percentage of employment of disabled persons is not available,” the RTI reply says. According to section 33 of Persons with Disabilities Act, 1995, at least three per cent of vacancies in a government establishment should be filled with persons with disabilities, of which one per cent shall be reserved for persons suffering from blindness or low vision, hearing impairment and locomotor disability. Various estimates suggest that in reality, the figure is less than two per cent. The RTI reply, citing figures from 2011 Census, says there are 2.68 crore persons with disabilities in the country. It also talks about new schemes which mainly deal with research on disability related technology, products and budgetary support to a national trust that has been launched for the benefit of persons with disabilities. However, the reply does not mention any specific schemes, their funding and allocations and how different states fare in implementing these. While the government could not pass the Rights of Persons with Disabilities (RPwD) Bill, it had promised to improvise the present PWD Act of 1995 by creating a national database for persons with disabilities and issue unique disability identity cards to them through a web-based programme. Last month, the Centre announced its Accessible India or Sugamya Bharat campaign for the welfare of persons with disabilities. However, those working for the disabled say it’s shocking that the government does not even have data of the employment of such people. “It is shocking that the government who recently announced that the disabled people should be addressed as ‘divyang’ and launched schemes for them but does not even have data on their employment,” says Javed Abidi of the National Centre for Promotion of Employment for Disabled People. “I want to give the ministry a backhanded compliment that at least they accept they do not have the figures. While the Planning Commission has stated that the disabled constitute six per cent of India’s total population, the government has no data on their employment. Merely launching schemes does not mean anything,” he says. Abidi says that the proposed new Bill, if passed, would have expanded the definition of disability by including 19 conditions compared to just seven in the 1995 Act. The Bill also prohibits any kind of discrimination against the disabled and covers the private sector as far as their employment is concerned. The Bill also proposes to raise the quota for the disabled from three to five per cent, the additional two per cent being reserved for persons with psychosocial and developmental disabilities. “For the first time, people in these two categories will be looked upon as employable. If the 1995 law gave us a foundation, this new law could have helped us into the next phase of the disability struggle,” says Abidi. In his address, Solanki called upon the civil society and persons with disabilities to take recourse to application of yoga therapy for empowering the differently-abled. A thematic souvenir, comprising papers contributed by noted experts and professionals on yoga therapy, was also released on the occasion. The keynote address was delivered by Professor Rakam Singh Sandhu, Kurukshetra University, who underlined the need to adopt yoga as a panacea for various diseases, including all types of disabilities and life threatening diseases. The inaugural session began opening remarks by the honorary president of the Society for Disability and Rehabilitation Studies Dr GN Karna who stressed on the importance of exploring the avenues for application of yoga therapy in disability management, and thereby suggesting appropriate practical strategies for achieving the goal of health for all. The inaugural session was chaired by Dr Atul Sachdev (director-principal, GMCH, Chandigarh) who sought to provide a synoptic analysis of benefits of yoga therapy for the disabled.
