In addition to my previous mail i would like to add one more thing.
I guess first part will be controlled by second part that is test of
ownership,  financial aid and controll will be looked into for the
purpose of determining whether the body is an establishment or not.
If you take first phrase alone the scope of establishment will be very
wide and can include private companies as well, this cant be so.

There are at least 2 ways in  which a corporation can come into  existance:
First is through incorporation under an act like company's act or
society act. The word "under" refers to this type of corporation.
2 the 2nd method is that parliament or state legislature forms a
corporation through some special  act and powers and function of such
corporation is provided in the special act that forms the corporation
example are LIC, Food corporation of India etc. The word "by" in the
definition of the establishment refers to this kind of corporation.

Basically any instrumentalities of state can be included or covered
by this   definition.
That is to say any local authority like Cantonment boards, municiple
bodies , government company, any other body over which state has
controll can come under the definition of establishment. Governmental
Departments like Excise Department, Human Resource Department etc can
also be covered by this definition.

yes, i completely agree. Enable India has wonderful training support.
they have developed lots of self learning training materials along
with several tools to practice these skills at home and evaluate the
performance of self even after you walk away at the completion of your
training. once i happen to recommend few candidates to these
institutions but couldn't do so as their parents were not ready to let
them stay in separate  paying guest arrangement. people from Enable
India does help in finding the suitable paying guest accommodation as
per the individual's choice.

they had prepared several tactile models to teach the visually
challenged persons to provide the exact idea of various concepts like
layout of the screen, desktop, ribbons etc. this is what i have learnt
from various candidates who had completed their training from enable
India.

if on any laptop that you purchase has 4gb or more ram you must go for 64 bit.
32 bit also will work but you wont get the performence that you will
get with a 64bit windows as a 32 bit will not be able to recognise and
use all of the ram

 now regarding battery backup this laptop is just fantastic it

 windows and p and then selecting second display and then
 pressing
 keep
 changes then you will get about 10 to 11hrs battery backup.
 now the only problem is this laptop doesnt come with windows
 installed
 it comes with ubuntu 16 you can use that or as i have done
 purchase
 windows 10.
 online on flipkart you get this laptop for 18900 but from shops
 its
 expensive.
 it has a 15.6 inch screen and a full desktop stile keyboard with
 numpad
 it has 1 usb 3.0 port 1 headphone port 2 usb 2.1 ports and a
 hdmi
 1.4
 port.

There is a serious lack of inaccessible infrastructure, unavailability
of reading materials, administrative apathy and stigma in Indian
universities (Hindustan Times )

The HRD ministry’s All India Survey on Higher Education (2014-15)
revealed that the gross enrolment ratio for students in Indian
universities in the 18-23 age group has increased from 21.5% in
2012-13 to 23.6%. The survey also found that even after 20 years the
passage of the disability law, only 78,449 disabled students are
enrolled in universities. Here are several reasons why the number is
dismal for disabled students: There is a serious lack of inaccessible
infrastructure, unavailability of reading materials, administrative
apathy and stigma.
The Persons with Disabilities, (Equal Opportunities Protection of
Rights) and Full Participation Act 1995 (PWDA) said that State-funded
and aided educational institutions must reserve not less than 3% seats
for persons with disabilities (PWS). But this promise remains
unfulfilled.

Several PILs have sought equal opportunity and non-discrimination for
the disabled in universities. Despite the judiciary’s progressive
attitude, most universities continue to discriminate against the
disabled. Educational institutions such as Delhi University, the
Jawaharlal Nehru University and the Central University of Hyderabad
adhere to the law but this was achieved only after a lot of struggle.
In the last one decade, the University Grants Commission has empowered
disabled students. In its 10th five-year plan (2002-07), it
provisioned the Higher Education for Persons with Special Needs
(HEPSN) scheme that promotes greater accessibility and a barrier-free
environment.

In its 11th five-year plan (2007-12), UGC proposed the establishment
of the ‘Equal Opportunity Office’ in universities to bring all schemes
related to persons with disabilities under one umbrella for better
implementation. Regrettably, most universities have not set up the
office.
As a result, most college libraries don’t have provisions for disabled
students to access multi-level shelves and many lack reading material.
Such problems are acute in smaller cities.
There is much discrimination against the disabled in faculty
appointments. The All India Higher Education Survey (201-15) reveals
there are only 5,253 disabled faculty members in universities.

Disabled candidates face difficulties getting jobs also. The recently
launched Accessible India and the Digital India campaigns could help
PWDs. The HRD ministry recently announced its first domestic ranking
of Indian universities. It now needs to promote the Accessible India
campaign and include accessibility as one of the variables for
determining the ranking of Indian higher educational institutions in
the future.

[AI] Need contracted braille font for swelll paper diagrams

Hi Folks,

Hope you all are doing well.

I am trying to create a diagram on a swell paper using a Zychem heat
machine. We have used various fonts like APH, RNIB, Duxbury etc. but
did not find any font with contracted grade II braille setting as it
would save lot of space on the paper.
Google too did not help much.  Would you please advise any font with
contracted grade II braille option?

Very much appreciate the features of product and innovation went in. 

It may be less expensive as compared to other Braille displays in the market

Dear Amar,
We do appreciate that the focus 14 has less data but one develops speed on
account of the navigation buttons provided. Besides it is pocket size so it
is easy to carry wherever you are.
Hims 80  is huge and also very expensive as compared to just Rs.2.17 lakhs
for El Braille.
El Braille also offers several advantages not offered by HIMS as you get Win
10 OS, Jaws screen reader and internal memory of 64GB and also the facility
to make phone calls directly from the unit.

For those who are using braille notetaker or a braille refreshable display,
I would like to understand how fast it is to read on such devices given the
fact that it has a capacity of displaying limited cells and works on
automatic scrolling?

As a lawyer I can say that braille definitely helps in presentations or in
reading large documents with focus (speed may be same even on laptops). But
maintaining consistent focus is a challenge.

I am confused whether to go for a notetaker or a braille refreshable
display. Purely from a reading perspective, what makes more sense? Or is it
the case that braille papers are still the fastest and efficient way to
read? In that case, does electronic braille embosser make more sense?

That would take me to another question; what level of proof reading or
editing is required after entering the text in braille translation softwares
like Duxbury?

Looking at my requirement, what would anyone (including Karishma
Enterprises) suggest? If I compare this notetaker with Hims Braille
Refreshable Display, then in Hims I get 80 cells capacity (approximately two
or three lines).

There was one developed as an OCR for Tamil which is around 14-15
thousand. And I believe still ESpeak is providing good tts support for
Tamil.

You can contact any of the indian software distributors for blind.
