In addition to my previous mail i would like to add one more thing. I guess first part will be controlled by second part that is test of ownership, financial aid and controll will be looked into for the purpose of determining whether the body is an establishment or not. If you take first phrase alone the scope of establishment will be very wide and can include private companies as well, this cant be so. There are at least 2 ways in which a corporation can come into existance: First is through incorporation under an act like company's act or society act. The word "under" refers to this type of corporation. 2 the 2nd method is that parliament or state legislature forms a corporation through some special act and powers and function of such corporation is provided in the special act that forms the corporation example are LIC, Food corporation of India etc. The word "by" in the definition of the establishment refers to this kind of corporation. Basically any instrumentalities of state can be included or covered by this definition. That is to say any local authority like Cantonment boards, municiple bodies , government company, any other body over which state has controll can come under the definition of establishment. Governmental Departments like Excise Department, Human Resource Department etc can also be covered by this definition. Universities do little to enable the disabled Avinash Shahi | Updated: Apr 24, 2016 22:42 IST There is a serious lack of inaccessible infrastructure, unavailability of reading materials, administrative apathy and stigma in Indian universities (Hindustan Times ) The HRD ministry’s All India Survey on Higher Education (2014-15) revealed that the gross enrolment ratio for students in Indian universities in the 18-23 age group has increased from 21.5% in 2012-13 to 23.6%. The survey also found that even after 20 years the passage of the disability law, only 78,449 disabled students are enrolled in universities. Here are several reasons why the number is dismal for disabled students: There is a serious lack of inaccessible infrastructure, unavailability of reading materials, administrative apathy and stigma. The Persons with Disabilities, (Equal Opportunities Protection of Rights) and Full Participation Act 1995 (PWDA) said that State-funded and aided educational institutions must reserve not less than 3% seats for persons with disabilities (PWS). But this promise remains unfulfilled. Read | Government must remove the barriers and fast track the disability bill Several PILs have sought equal opportunity and non-discrimination for the disabled in universities. Despite the judiciary’s progressive attitude, most universities continue to discriminate against the disabled. Educational institutions such as Delhi University, the Jawaharlal Nehru University and the Central University of Hyderabad adhere to the law but this was achieved only after a lot of struggle. In the last one decade, the University Grants Commission has empowered disabled students. In its 10th five-year plan (2002-07), it provisioned the Higher Education for Persons with Special Needs (HEPSN) scheme that promotes greater accessibility and a barrier-free environment. [AI] Need contracted braille font for swelll paper diagrams
Hi Folks, Hope you all are doing well. I am trying to create a diagram on a swell paper using a Zychem heat machine. We have used various fonts like APH, RNIB, Duxbury etc. but did not find any font with contracted grade II braille setting as it would save lot of space on the paper. Google too did not help much.
