Parents of special children feel that the thrust towards online education
has ignored the needs of their children. They blame the state government
for ignoring the difficulties faced by special children in online classes.
Non-Governmental Organisations (NGOs) who run residential schools for
special children have raised important demands about education and care of
special children during the pandemic.

A 40-year-old mother who has quit her job to look after her special child
said, “Parents have become students. My son’s school was earlier taking
one-on-one classes online in which he tried to pay some attention but now
the school is taking common classes on Zoom. He is not interested in them.
If I am doing everything at home, including physiotherapy, why should I pay
full fees to the school?” she questioned. “Special children can’t be
treated just like other children, they have special needs and the schools
can’t overlook these real issues,” said the mother. As there are very few
schools for special children, none of the parents Mirror spoke to were
willing to come on record for fear of their children being suspended.

Cerebral palsy, autism, dyslexia and deafness are among the 21 types of
conditions which the government classifies as ‘special needs’. Schools run
by social welfare department are making sure that the online classes do not
exceed a fixed number of hours. “Special children from poor and middle
class families are facing most of the difficulties. They can’t afford to
have broad screen tabs or laptops. Their mobile phones also have small
screens. The children with Down Syndrome are left behind in the online
classes unless they are paid personal attention,” said a teacher from an
aided school.

The schools are trying to teach the children through art and craft classes,
online songs and games. “These kids are not able to focus continuously for
40 minutes. They have mood swings and they get bored as their already
restricted movements are more limited during the lockdown as they are stuck
indoors. They are extra sensitive. We can’t ignore the issue because it is
complicated,” said a parent from Borivali.

Ajit Kulkarni, co-founder of Anam Prem NGO, Ahmednagar, which has filed a
petition in the Bombay High Court recently on the same issue, told Mirror,
“When lockdown was first announced, the government asked residential
schools to send the special children back to their parents. The parents are
not equipped and trained to take care of these children in many areas.
Children and parents are both suffering because of this issue. Their health
has been affected badly. State government should consider this issue on
priority. The government has not made any provision of online education
through Doordarshan for these children.”

Swagat Thorat, editor of Sparshdnyan, a periodical in Braille, highlighted
that the teachers of these special children are specially trained. “We
appeal to the state government to have a video conference meeting with all
stakeholders of special children schools. School owners have to pay the
different overheads. Parents are also in a difficult position as their
child’s education is getting affected. Negligence is not the answer but
having a dialogue is.”

Dr Samir Dalwai, New Horizons Child Development Center, Mumbai emphasised
on individualised curriculum for special children. His center has worked on
a new online curriculum considering the challenges of virtual education.
His advice to professionals and special schools is to make it more
interactive and individualized.

challenge this process of doctors identifying jobs and deciding what should be

Albert Einstein was dyslexic. So is billionaire Richard Branson. But a dyslexic 
cannot be a registrar or senior scientific officer in AIIMS, Delhi. A person 
without use of both legs or with just one arm cannot be an AIDS educator cum 
counsellor. A person with dwarfism cannot be a dispatch rider.

These are just a few of the bizarre conclusions in a report by an ‘expert’ 
committee constituted by AIIMS, Delhi, to identify posts suitable for persons 
with disabilities recognised under the Rights of Persons Disability Act 2016. 
As per this Act, 4% of posts/cadre in case of direct recruitment to Group A, B, 
C and D posts are to be reserved for persons with benchmark (at least 40% 
disability). The panel had examined the functional requirement needed to carry 
out jobs.

The committee does not include any disability rights activist, person or doctor 
with disability. This is despite the office of chief commissioner for persons 
with disabilities writing to the government in 2012 suggesting that at least 
one such person be part of selection boards to ensure there would be no bias.

“Respect for a person includes being considered as a whole and not merely in 
relation to disability as AIIMS has been doing, dehumanising by categorising us 
into one-leg, both leg, one arm affected...” said Dr Satendra Singh of Doctors 
with Disabilities.

Bureaucrat-turned-politician Shah Faesal, who left the party he himself 
founded, quit only after making contact with top officials in the Union 
government. Faesal had a talk with National Security Adviser (NSA) Ajit Doval 
before informing his party colleagues in the Jammu & Kashmir People’s Movement 
(JKPM) that he was leaving, HT has learnt.

Faesal, 37, who hits the headlines in 2009, when he became the first person 
from Kashmir to top the Indian Administrative Services exam, acknowledged that 
he has been in touch with officials in New Delhi, although he declined to 
specify details.

“There has been a lot of speculation about the conversations I’m having with 
people in the government. I have been a member of IAS, and it’s nothing strange 
if I’m meeting people in the government,” he said. 

“I have to live and work here and this is perfectly normal,” he added. 

The NSA was not available for comment.

Faesal suggested that he is not opposed to rejoining the service, and there is 
talk that he could be reinstated.

Faesal, who once promised to be the voice of Kashmir’s young people has come a 
long way. His views, too, have changed. “I think we need to understand that in 
1949 national consensus was about incorporating Article 370 and the 2019 
national consensus is about scrapping it. We have to understand the mood of the 
nation and come to terms with the reality.”

Early in 2019, Faesal announced his resignation from the IAS and became a vocal 
critic of the government. Jammu & Kashmir was stripped of its special status in 
August last year, and at the time, he tweeted: “Kashmir will need a long, 
sustained non-violent political mass movement for the restoration of political 
rights. Abolition of Art 370 has finished the mainstream. Constitutionalists 
are gone. So you can either be a stooge or a separatist now. No shades of grey.”

He has now deleted all his tweets. Asked to explain the stooge-and-separatist 
comment , he said: “I was talking about the political grey zone in which 
electoral politics operated. I said that once the grey zone is over now people 
will call you stooge or separatist. [And] I said I’m neither of the two.”

He added: “I’m a proud citizen of this country who wants to make a difference 
in the lives of people. I don’t recognise these labels at all.”

In a signed article for this paper in January last year, Faesal enunciated the 
reasons he quit the IAS. He said then that Kashmir was in a crisis and that as 
an insider, he had decided to ring the alarm bell.

After being in touch with top officials in the government, Faesal now says he 
accepts the new reality. “We are face to face with a new political reality in 
Kashmir. Since August 5, the facts on the ground have changed. I want to 
articulate my understanding of the situation without the need to be politically 
correct. Kashmir has suffered a lot in the past. I don’t want to bank on the 
old illusions, take Kashmiris down a garden path, and build my career on that. 
I’m quitting with all humility and telling people that I can’t promise 
something that I can’t deliver.”

He now seems hopeful that the legislative route will provide answers. “In a 
democracy, this consensus is dynamic and we should not lose hope. The same 
Parliament has provided answers in the past and I’m sure the same Parliament 
will provide answers in the future also,” he said.

Faesal’s resignation from the IAS is still pending and he may be reinstated, 
though the timeline for that is not clear. “The rules can be tweaked to 
accommodate him,” an official said.

Faesal is not averse to returning to the bureaucratic fold. “I am not averse to 
working with the government. Public administration is my domain of expertise. 
That’s where I belong,” he said.

Officials in Delhi and Srinagar who asked not to be named said he could be 
rejoining soon, and could also be reinstated in an advisory role.

Dear all,
as the subject indicates, when we type few letters of any mail ID in
the "to field" in gmail and press tab, contacts saved with those
letters use to come up in "to field". But now that is not working for
me. I tried it in both chrome and firefox. Is there any work around to
over come this issue? Would appreciate any assistance.

I suppose dad has already told you a bit about our thoughts. Let me
begin with defining what I mean by science communication. Science
communication is a field which explains cutting edge scientific
developments to the individuals of the society in simple
understandable language.

To my mind, the way science communication is done currently, it is not
accessible for blind community. Thus we want to understand the
problems blind individuals face in understanding popular science
articles and then expand this to a broader field of disabled
individuals. To my understanding the huge emphasis on diagrams, charts
and images does not make popular science accessible for blind
communities and science communicators need to understand this clearly.
A direct communication with you all will help understand the
bottlenecks and will help us make better science communication. We
come to you with this vision.

To begin with, we wish to have a small zoom meeting (which could be
periodic) with a select few members of your group. The age or the
education of these individuals is not a barrier, we would however like
to have constructive feedback. Therefore it will be nice to have
people who will discuss and be patient with us. We are also doing it
the first time and have little experience with this.

I was thinking we could present a small snippet on a science topic. It
could be e.g. Coronavirus, climate change, comets, airplanes, anything
that you like. You could give us a list of a few topics such that we
can pick a few and prepare. Once we present our way of doing science
communication, your group can tell us where improvements can be done.

I can imagine there will also be a more general feedback and ideas
that you would want to share. We will be delighted to hear them. At
the moment, nothing is set in stone, we look at it as a wonderful
beginning of something. We wish to define that something together with
you.

Wonder what the lawyers and legal experts on this group feel. Should we 
challenge this process of doctors identifying jobs and deciding what should be 
done or happen to persons with disability? I do not think doctors in India are 
trained to advise Govt. and others about the future of people like us. It is

Albert Einstein was dyslexic. So is billionaire Richard Branson. But a dyslexic 
cannot be a registrar or senior scientific officer in AIIMS, Delhi. A person 
without use of both legs or with just one arm cannot be an AIDS educator cum 
counsellor. A person with dwarfism cannot be a dispatch rider.

These are just a few of the bizarre conclusions in a report by an ‘expert’ 
committee constituted by AIIMS, Delhi, to identify posts suitable for persons 
with disabilities recognised under the Rights of Persons Disability Act 2016. 
As per this Act, 4% of posts/cadre in case of direct recruitment to Group A, B, 
C and D posts are to be reserved for persons with benchmark (at least 40% 
disability). The panel had examined the functional requirement needed to carry 
out jobs.

The committee does not include any disability rights activist, person or doctor 
with disability. This is despite the office of chief commissioner for persons 
with disabilities writing to the government in 2012 suggesting that at least 
one such person be part of selection boards to ensure there would be no bias.

“Respect for a person includes being considered as a whole and not merely in 
relation to disability as AIIMS has been doing, dehumanising by categorising us 
into one-leg, both leg, one arm affected...” said Dr Satendra Singh of Doctors 
with Disabilities.
