Hello Yamuna,
Disability certificate proves the severity of a disability person has
making him eligible to avail the benefits for persons with disabilities
like various types of reservation and rebets and disability pension
provided by central and state governments.
UDID Card or Unique Disability Identity card is an initiative by Government
of India with a view of creating a National Database for PwDs, and to issue
a Unique Disability Identity Card to each person with disabilities.
It is mandatory to have a disability certificate for UDID registration.
I hope above description will help you to understand the differences
between these 2 documents.

Hi friends,
A few questions if y'all don't mind:

1. I've been hearing about two things: UDID, and disability certificate. From 
the context of discussions it appears they are not the same thing. In that case:
1.1. Why two separate documents are necessary to prove disability?
1.2. Which of the two is most important?
1.3. Can you get one without the other?

2. Now that I have Aadhaar card, what is my next most important step towards 
legal recognition of disability and inclusion in India? What is the procedure 
to follow that step?
3. From former discussions here it appears the whole country is not on the same 
page as central Government, so that some states rebel from Central Government 
regulation. For example there was talk of West Bengal not accepting UDID 
procedure or some sort. I'm in Mathura Vrindavana. Is there any 
location-specific context I should be aware of here?

Wow Vaibhav, you are observant really - you caught that one - good catch!
Fortunately I linked to the correct circular, but I should have linked to the

Any way too late - I already sent it yesterday, but they are probably not as 
efficient as you are to catch the mistake!  But let's hope they are 
scared enough that a blind person is not usually some couch potato who can take 
anything one throws at us. I think the worse thing people do with persons with 
disabilities is to relegate us to the status of living entity with lower 
consciousness, much like animals, even if they do not realize they are doing 
it. In fact I know people who do this even though they do it in a kind-hearted 
way, much like a child will take good care of a bird in a cage.
And as usual I digress.

mentioned the UDID number which I used to download the udid card from the 
central portal. I actually did not apply for the udid card. I applied for 
the certificate only.

I wanted to know, is their a disability certificate number in the disability 
certificate?
I was filling up an application form where they have asked for it. I am 
wondering whether it is the UDID Number they are asking for.
If so, how long does it take to get the UDID number? has the government made it 
compulsory to have a UDID card?
I am sorry if these questions have already been answered here.

The Telegraph article will give you an idea of the situation. In fact, I was 
lucky that I selected a helpful hospital. The situation varies from hospital to 
hospital. Once you upload your documejts, they are processed by the hospital 
you select. Arjun should contact the hospital and try to learn the reason for 
rejection. Only then he can apply for rectification.

Those who applied through the central portal are not allowed to apply through 
the state protal. However, their applications show that they are referred from 
such and such hospital. The candidates should approach the concerned hospitals. 
R.G. Kar Hospital told one such applicant that since he has already been 
certified by that hospital, he will not be called for verification again. He 
will be issued a certificate in turn. They have too many aplications to process.

UDID was rejected stating that it was not sufficient to prove my disability. my 
disability certificate is accepted by income tax department for tax rebate and 
my current and previous employer then how did it become invalid document for 
west bengal authorities? We should come forward to resolve this issue for 
everyone's welfare without politicising this. Kindly be neutral at least for 
the benefit of the entire community.

Hi Ashutosh,
Although I do agree with a majority of your suggestions, what I cannot
understand is the inability to click photos of PC screen and precise
photo due to the absence of voice guidance; it was able to capture my
PC screen easily. As far as I've tried it, the photos that are clicked
capture everything, the complete seen in front of us, it is possible
that sometimes that some or the other sign is not visible, that could
be a camera issue, but otherwise, I don't really see any need for
voice guidance when it is already capturing everything.
There is another feature, that of microphone and camera on/off button;
now it does not constantly tell us to move our phone one or the other
way as is the case in voice guidance, and Be my AI's primary feature
is to click the photos and then make us aware of the seen. I don't se
the use of such a button because of another thing, the fact that we do
not use microphone here, we're using the in built feature of google
Keyboard, the GBoard.
My aim here was not to just critisize everything, as I said, I do
agree with the translation option, share feature and document access
if possible. I just had some doubts and I wanted to clarify them.

Hello,
Reposting this message again as I was not sure if the message was received
or not.
I have a small suggestion, you are doing good work.
Only, I recommend  targeting those apps or websites more who have an
extremely poor and unresponsive accessibility support.
Be My Eyes does have a proper mail address, where you can submit your
feedback.
Another request to you, please write posts for Instagram.
There stickers and GIFs are not at all accessible, there is also a new bug
which I have noticed that, you cannot view stories by simply double
tapping. The app many times doesn't respond to double taps for stories and
there should be an option to add alt text for stories like for posts as
well.
They are highly ignorant, I have also registered a complaint against them
on Sugamya Bharat app.
Similar is the case with Whatsapp, their accessibility support is pathetic.

dated 1st July 2015:

section 2(1)(A):

iv) If a Blind / visually challenged person is illiterate, or literate but 
unable to sign uniformly, his thumb impression should be obtained as a rule on 
the account opening form, pay-in slips and the withdrawal order forms and all 
the other precautions prescribed for the opening and conduct of accounts of 
illiterate depositors will be followed.

v) However, if a Blind / visually challenged person is literate and he is in a 
position to sign uniformly, he may put his signature on the account opening 
form, pay-in slips and the withdrawal order forms.

2. Banking facilities for senior citizens and differently abled persons dated 
9th November 2017:

i was harassed by authorities during documents verification when I wished
to appear for IBPS PO  exam in Kolkata on 30th aug, 2023 because I did not
have a disability certificate of west bengal. I carried all the required
documents. UDID was rejected stating that it was not sufficient to prove my
disability. my disability certificate is accepted by income tax department
for tax rebate and my current and previous employer then how did it become
invalid document for west bengal authorities? We should come forward to
resolve this issue for everyone's welfare without politicising this. Kindly
be neutral at least for the benefit of the entire community.

I'm not making an unbiased observation writing from my experience. i was
told the same thing by oneof the medical officer some time back but i could
acquired udid using some other technique because i'm having government id
proof from Mumbai and from Uttar Pradesh also. I was born and brought up in
Mumbai and my home town is in Uttar Pradesh so it is quite natural for me
to have multiple IDs from different states.

I have drafted a letter to the bank official here at ICICI which I plan to 
send. First I would appreciate if you could look through the letter to see if 
it makes sense in the context of legal or professional style letters in the 
Indian context. Don’t be confused about my name: I used my legal birth 
documents name in the letter. Also please see if the translation into Hindi 
which follows after the English, makes sense – the translation was done by 
Google translate.

As I have been living in Vrindavan for over a year, I now wish to close my NRI 
account and convert to local account. I also now have acquired Aadhaar card to

individual. It places me as a male authority over my own family, affording me 
the right to exercise my own choice and in terms of human rights afforded by 
Indian legislation which I choose to avail of. For me it is a question of 
dignity, wherein I stand in support of people with disabilities at large.

 

In support of my own case, please find the following National legislation and 
RBI Banking circular references for your information:

 

1.   Paragraph 9 and 10 of RBI Master circular on customer service in Banks 
dated 1st July 2015:

section 2(1)(A):

iv) If a Blind / visually challenged person is illiterate, or literate but 
unable to sign uniformly, his thumb impression should be obtained as a rule on 
the account opening form, pay-in slips and the withdrawal order forms and all 
the other precautions prescribed for the opening and conduct of accounts of 
illiterate depositors will be followed.

v) However, if a Blind / visually challenged person is literate and he is in a 
position to sign uniformly, he may put his signature on the account opening 
form, pay-in slips and the withdrawal order forms.

2. Banking facilities for senior citizens and differently abled persons dated 
9th November 2017:

3.7: Wherever thumb or toe impression of the old/sick pensioner is obtained, it
