Just to let you know that today there will be the inaugurative
launching of Smart Cane in Mauritius by the Global Rainbow Foundation
in collaboration with Sachiam Trust.

The Director of Sachiam Trust is in Mauritius and will be present at
the official launch this afternoon. Last Saturday, that is, on 7
November 2015, the director of Sachiam Trust along with another
resource person from India under the wings of the Global Rainbow
Foundation organized a conference on technology for persons with
disabilities with the new technology.

I have heard of Ivona screen reader which can downloaded free from
GooglePlay. It seems that Ivona works well on internet and has less
risks of blocking the screen when in use.

Other than Ivona, thre is a paid screen reader for android known as
Equal Eyes. Equal Eyes is indeed very blind friendly and very
performant. You have to purchase it for a license of 2 years.

 The Chair of the session declares the meeting valid and able to
 perform its own constitutional obligations.

 The World Council has unanimously adopted a decision to withdraw
 confidence in the present chair Mr Javed Abidi and elect Ms Rachel
 Kachaje as interim chair based on reasons elaborated in the statement
 declaration of this meeting

 To form an ad hoc committee headed by the chair elect Rachel Kachaje
 in charge of organizing the next world assembly. The m4embers of this
 Committee are:

 This committee will be in charge of steering DPI to the next World

 The DPI regions will have to report on their last General Assembly
 with the list of the elected representatives and World Council
 Members. Those regions which did not have yet regular elections and
 meetings as it is stipulated by the constitution, will be asked to get
 themselves constitutional before the coming general assembly. Regions
 who did not organize regular elections and are not anymore
 representative have to call for an election in the earliest possible
 time before the coming general assembly. In this regard,the World
 Council as the highest authority in DPI between two World Assemblies,
 may assist.

 Decision WC.2015.08

 The World Council acknowledge that DPI office is to be reestablished
 in Canada. Meanwhile, the operation of DPI will temporarily be carried
 through by DPI Europe up to the coming general assembly.

 DPI accounts and resources in the interim period will be hosted by DPI
 Europe until the recovering of the DPI bank account and finances.

Hello,

Yes, museums in the United States of America are designed to be blind
friendly too. I visited the aviation museum in Washington DC last year
and the airplanes hanging at the ceiling are represented in tactile
format in a booklet with Braille indication. I found this so
fascinating that I brought the story with me back to Mauritius telling
it to everyone.

  well. It is a well-known fact that the demand for Braille books is
  much more than the present facilities and infrastructure can claim to
  meet. If such facts, along with all that has so far been said
  supporting Braille, are not enough to make Mr. Abidi realize the
  ground situation with respect to Braille, then we can only feel sad
  at
  his ignorance despite claiming to be in the sector for so many years.
 
  It is unfortunate that Mr. Abidi often speaks out of turn and on
  issues about which he appears to have only little or no knowledge.
  The
  present instance is one such example, though by no means the only
  one.
  Some people are so keen to issue public statements and read their
  names in print (as appears to be the present case) that they do not
  care for the accuracy of their statement, nor do they bother about
  the
  sensitivity of others. By issuing the most deplorable statement in
  reference, Mr. Javed Abidi has not only hurt the sentiments and
  interests of the blind, he has also once again proved that he has no
  right to speak on behalf of the blind and represent them in any
  matter
  and on any forum whatsoever.
 
 
 
  AICB, like many other self-help organizations of the blind, has
  always
  believed in the philosophy of nothing about us without us. Therefore,
  any attempt to speak on our behalf by those who do not belong to us,
  such as Mr. Javed Abidi, must be strongly resisted and repelled in
  the
  present and at all times to come. Even the UNCRPD (which Mr. Abidi
  claims to champion by conducting workshops) advocates the voicesof
  persons of applicable disabilities in formulations and
  decision-making. His present statement clearly proves that Mr. Abidi
  has violated this fundamental principle of UNCRPD also.
 
 
 
  While Mr. Abidi owes the visual impairment sector a public apology in
  the very newspaper which published his statement, the newspaper must
  also ensure that comments on issues concerning the blind must be
  sought from those to whom the issues directly concern and not from
  the
  self-styled disability activists. AICB has already written to the
  'Pioneer' newspaper about this matter. We are also writing a strong
  letter of protest to Mr. Abidi's organization demanding a public
  apology.

I am sharing news about event in the disability sector in Mauritius.

First, let me tell you that General Elections whereby the new
Government will be elected will be held on 10th December 2014.

As for the celebration of the International Disability Day of Persons
with Disabilities, a singing competition is being held on 2nd December
2014. Then, on 3rd December the Training and Employment of Disabled
Persons Board is organising the Best Employer's Award whereby the
employer and disabled employee of merit will receive this award. It
seems that Mr. Javad Abidi will attend this event as member of the
jury.

 crucial to integrate gender equality in all efforts to promote the full
 enjoyment of human rights and fundamental freedoms by persons with
 disabilities, including in the current Conference.

 The International Conference programme of three days, consists of plenary
 sessions and panel discussions (International conference), a film festival
 - 'We Care' -film screenings and the exhibition on innovative ICT solutions
 as well as one or several workshops for pre-selected participants and media
 and supporting events.

Thank you all for your word of encouragement.

Avinash: I attended the Disability Business Forum only on the first
day. I left early, that is, just after the opening part. I was not
there when Mr. Abidi intervened. I met him on Thursday 18th September
for DPO Mauritius. There was a polemic in the press about an issue
concerning DPI and DPO Mauritius.

The Civic Leadership course I followed focused on leadership in NGO
sector and leadership in civic rights organisations. The qualities of
a good leadership was laid emphasis on.

 Washington DC during the 7th week. I met with President Obama and the
 First Lady. I shook hands with President Obama and hugged the First
 Lady. Some days ago I have been presented a Microsoft Internship This
 internship is being given to only 100 fellows on the total of 500
 fellows who participated in the fellowship in the US. I have accepted
 the offer and will start my internship in Microsoft Office in
 Mauritius soon. I am so delighted to contribute to the welfare of my
 fellow friends with visual impairment in Mauritius.

On my side, I am pleased to inform you that I have been nominated as
the President of DIS-MOI which is a regional NGO based in Mauritius
having as objective tomilitate for the promotion and protection of
human rights in Mauritius and the other islands of the South West
Indian Ocean. Together with my friend Rajen Coopan I preside the
Commission on Disability Rights. I have also been nominated as the
Secretary of theWomen with Disabilities which association works under
the aegis of the Ministry of Social Security.

I am seeking your precious advice on a very sensible matter which is
as follows:

In first place, to set the background of the case there is a need to
expose the involved institutions:

1. Lois Lagesse Trust Fund (herein after referred to as the LLTF) is
the institute for the blind having been set up under the Lois Lagesse
Trust Fund act 1983
2. Training and Employment of Disabled Persons Board Act (herein after
referred to as the TEDPB) is the institution responsible for the
training and employment of persons with disabilities has been set up
under the Training and Employment of Disabled Persons Amendment Act
2012
3. The Equal Opportunities Commission (herein after referred to as the
EOC) has been set up under the Equal Opportunities Act 2012

Here is the gist of the vcase:

Mrs. Desiree Cheng is a late blind lady of 51 years old. She is blind
with one eye and sees at 20% with the other eye. She is of low vision
since the age of 42 years old out of retinal detachment. She has been
employed on a contract term of 1 year in August 2012 by the LLTF. Her
contract of employment terminated in August 2013. She has been
informed via a letter dated september 2013, that her Contract of
Employment will be renewed on a month to month basis. She has been
since then working on a month to month basis contract.

Mrs. Desiree Cheng has beenprovided with transport facility by the
LLTF to attend work everyday since her employment at the LLTF. The
transport taking the visually impaired children at the specialised
pre-primary and primary schools found at the premises of the LLTF
passing in front of her residence picked her up in the morning and
fetched her back every afternoon. Since 20th January 2014, Mrs.
Desiree Cheng has stopped being provided with the transport facility
by the LLTF without prior notice. It is to be noted that Mrs. Desiree
Cheng has not recieved the required training of Orientation and
Mobility as a visually impaired to allow her to acquire personal
mobility so as to travel independently by public transport. The
service of Orientation and Mobility is no more being provided by the
LLTF since like 10 years as the LLTF claims of not having any trained
and certified Orientation and Mobility Instructor.

The LLTF has a Board of Directors whose Chairperson, Deputy
Chairperson and other members are nominated by the Minister of Social
Security. The actual Board of Directors of the LLTF is in place since
November 2011 and its Chairman and Deputy Chairman are both visually
impaired. The position of the LLTF is that Mrs. Desiree Cheng has to
attend work through her own means, that is,by public transport.

It should be mentioned that Mauritius as a State Party to the UNCRPD
has put a reserve on Article 9(2) when signing and ratifying the
UNCRPD. Article 9(2) stipulates that Braille and Sign Language has to
be put in place on public infrastructure to make it accessible to the
blind and hearing impaired. In its report dated 2012 to the United
Nation on the implementation of the UNCRPD; Mauritius gave as reason
to maintain the reserve on Article 9(2) that it is a lack of financial
means. Therefore, the Government of Mauritius claims of not having
enough financial means to implement Article 9(2) of the UNCRPD. The
community of persons with disabilities of Mauritius is therefore left
with an inaccessible public infrastructure.

Mrs. Desiree Cheng wrote to the Minister of Social Security and other
stakeholders informing them of the difficult situation she is facing.
She received her January andFebruary ssalry though she is no more
attending office. The issue of the LLTF not providing the blind
community with the required training ofOreintation and Mobility as
recommended under the UNCRPD has been reported in an article published
in a local newspaper. The Board of Directors of the LLTF claims of
having taken a decision on the matter but up to now the decision of
the LLTF Board has not yet been communicated to Mrs. Desiree Cheng.

The LLTF operates a specialised school for visually impaired children
in the north of the island. The Braille teacher who is blind working
in this specialised school is being provided with transport facility
to attend work everyday by the LLTF. The point raised here relies on
article 5 of the UNCRPD which stipulates that persons with
disabilities are entitled to the same service. Also, how can the LLTF
expect and insists on Mrs. Desiree

 and I am sharing my experience which carries a good news for the
 Mauritian blind community with you all.

 In Mauritius it is the Public Service Commission {commonly known as
 the PSC} which recruits for the Government. I had applied at the PSC
 for the post of Assistant Secretary for the Prime Minister's Office on
 5th April 2011. On the PSC application form it is not asked if
 applicant is disabled or not. Thus, one cannot reveal one's
 disability. As a blind person I filled in the PSC application form. On
 the PSC application form it has been mentioned that the selected
 elgible candidates would be called upon for a written examination.

 On 4 July 2011 I received a written correspondance from the PSC
 informing me that I have been selected for the written examination
 which is to take place on 15 July 2011. The next day, 5 July I phoned
 at the PSC for inquiring about what to do now that I have been
 selected for the written examination and that the PSC do not know of
 my disability as the PSC application form does not allow our
 disability to be officialy revealed. The lady who answered my phone
 call told me that I should have annexed on the application form that I
 am blind. I retorted to her that having in mind to follow the ordinary
 procedure I did not annex any unasked matter as otherwise my
 application form would have been disregarded. She finally asked me to
 address a letter to the Secretary of the PSC to inform him of the
 present subject matter.

 I wrote a letter the same day to the Secretary of the PSC. I faxed a
 copy of this letter to the Permanent Secretary of the Ministry of
 Social Security. In my letter to the Secretary of the PSC I had
 inquired about if any blind candidate had ever taken part in the
 written examination of the PSC. The Ministry of Social Security has
 been dealing with the PSC on this matter. On Monday 11 July the Head
 of the Disability Unit, a Disability Officer and myself had had a
 meeting at the PSC. At the end of the meeting it has been agreed upon
 that I would have access to my written examination in accessible
 format as a  blind candidate. I had taken part in this written
 examination of the PSC on 16 July with my lap top with the use of the
 Jaws. I had had 1 hour extra time. I had been allowed to use my
 talking calculator. My question paper had been placed on a pen drive
 and the Jaws read it to me. I opened a word document and wrote in the
 answers to all the questions. I answered to all the questions. I
 managed to finish just in time.

 I am the first blind person having had sat for a written examination
 of the PSC. the day following my examination on 17 July the Minister
 of Social Security has anounced on the readio news headline that from
 now on the PSC must ammend its procedures so as to allow blind persons
 to take part in these examination for blind persons to be employed by
 the Government.

 The PSC and the Disability of the Ministry of Social Security do not
 have any Jaws software. Fortunately I have my Jaws 11.0 that the
 Service Civil International {SCI} gave me on my lap top. I had had IT
 courses from the National Computer Board and I know how to type
 rapidly as a blind person.

 It is the first time that I had had a written examination on computer
 with Jaws. In the past for secondary and tertiary studies I had had
 recourse to the Braille system for all written examinations. I was
 having my questions in Braille and I was answering in Braille. But the
 PSC do not have any Braille literate examinator and this mode of
 Braille system is not suitable. The medium of reader and writer is not
 convenient also when the question paper carries comprehension more
 than 500 words. This is why I opted for the use of computer.

 So now, this is done: blind persons who are computer literate with the
 Jaws may have full access to the written examination of the PSC.

 After the corrections of the answer sheets, there will be a selection
 of the candidates who will be called upon for oral interviews and
 after these interviews the right person will be awarded the post. If I
 receive some news I will definitely let you know

Hello Accessindians.

I thank everyone of you who have sent me their feedback on my email of
yesterday. Here are some more news of Mauritius.

In Mauritius there is a Council for Consumers Interests {CCI} of which
I am the Administrative Secretary. In my capacity of Administrative
Secretary of the CCI I addressed a formal correspondance to the CEO of
the Mauritius Post Limited to ask about the rules and regulations
regarding the posting and receiving of articles for the blind in
Mauritius.

MR. Peechen from the Mauritius Post Limited has been dealing with me
via email. I had received the answers to my querry via email. I have
been informed that the posting of Braille Literature within Mauritius
is free of charge. The receiving of Braille Literature is exempted
from custom vat duty but not exempted from post office charges. But in
most cases when it is mentioned on the packet that the article is for
the blind then there is no post office charges. Also, posting of
Braille Literature abroad by Surface Mail {Sea Mail} is free of
charge. Regarding the receiving of articles for the blind like
apparatus and specialised equipments; the custom vat duty matter is
regulated by the Controller of Customs. I have been kindly referred to
deal with the Controller of Customs in this regard. I intend to
address a formal querry to the Controller of Customs this week.

I have highly appreciated the delicate warmness with which the
Mauritius Post Limited has proved to have towards the CCI. The
Mauritius Post Limited has indeed answered to each of my emails in a
very polite manner. The Mauritius Post Limited has also stipulated
that though they work on a commercial line the CEO may waive any
charges on a social welfare basis.

So now, I intend to inform the blind Mauritian community of this rule
of the Mauritius Post Limited regarding the sending and receiving of
Braille Literature.

Hello accessindians.

I am Aarthi. I am a blind Mauritian girl of 24 years old. I became
blind at the age of 14 as a result of the glaucoma disease from which
I suffer since birth.

When I lost my sight ten years ago: I attended a school for the blind
where I learned  Braille. I can read and write bothFrench and English
Braille Grade 2. I pursued my studies as a blind person with the
Braille system. I used both Braille transcription and soft copy texts.
I am computer literate as Ifollowed an IT course at the
NationalComputer Board of Mauritius. I did my tertiary studies at the
University of Mauritius. I am an Llb holder.

I am now looking for permanent suitable employment. It is very
difficult as even the authorities in the person of the Ministry of
Social Security has no idea of what structure and facilities must be
arranged for a blind employee doing administrative tasks. Most blind
people in Mauritius are employed as receptionist. I am among the few
blind people in Mauritius who has been at University.

Last week I met the Chairperson of the Development Bank of Mauritius.
The latter is analysing the possibility of awarding me a post within
the administration of the Bank. As I know Harish Kotian who is the
moderator of accessindia and who works for the Bank of India: the
Chairperson of the Development Bank of Mauritius asked me to write
down a research paper on the facilities that the Bank of India has put
in place for Harish as a blind employee of the Bank.

My request to accessindians is asfollows: can anyone of you who knows
exactly what technological support and facilities I may suggest  the
Development Bank of Mauritius to provide me with: please share his or
her knowledge with me. I am in need of these information. You may
reply to my request on the mail of accessindia or to my personal email
