the mobile phones the cost of owning this great tool stands at a minimum 
of

Rs. 1 which is beyond the reach of majority of visually impaired
persons. This has been a great concern for Saksham & therefore this scheme
has been launched.

Under this scheme, a limited number of Nokia 3230 mobile phones loaded 
with

the Talks screen reading software will be provided at nominal prices to
visually impaired persons who due to limited income have not been able to
afford this technology as yet.

New Nokia 3230 with Talks (full version): Rs. 4000 only
New Nokia 3230 with Talks (demo version): Rs. 2000  only

Terms & conditions:

1. Presently this offer is only for Visually impaired residents of
Delhi NCR region working in NGOs at non-executive positions and Students
with Vision impairment pursuing post graduate studies in Delhi.
2. Interested persons should fill up the application forms available
through Saksham offices. These forms can also be downloaded from
www.saksham.org and submitted at any of the four Saksham offices mentioned

My conclusion is that one needs to understand the behaviour of the

NEW DELHI: As far as the national programme for control of blindness 
(NPCB) is concerned, Maharashtra and Gujarat's vision is near-20/20.


The states have emerged the best performers in NPCB parameters cataract 
surgery and school eye screening. The third parameter is collection of 
donated eyes.


Tamil Nadu, Andhra, Karnataka, Kerala, Rajasthan, Haryana, Punjab, Uttar 
Pradesh and Madhya Pradesh are next in line, while Bihar, Jharkhand, Jammu 
and Kashmir, Assam and other northeastern states are among the worst 
performers, according to the health ministry.


Maharashtra conducted 6,14,667 cataract surgeries and Gujarat 6,44,389, 
much above the  target of 5,50,000 for 2007-08. Gujarat screened 51,88,638 
schoolchildren and found 82,989 of them had refractive errors and 
distributed 75,862 free spectacles.
In Maharashtra, 31,58,380 schoolchildren were screened, of which 1,18,588 
had refractive errors and 61,596 were given free spectacles.


Gujarat topped in eye donation as well, at 7,372, followed by Tamil Nadu 
(6,635), Maharashtra (4,698) and Andhra (3,660).


In view of Maharashtra's high performance, the health ministry has decided 
to help the state upgrade one of its medical colleges as regional 
institute of ophthalmology in the 11th five-year plan.


Considering the high number of schoolchildren detected with refractive 
errors, the ministry has also decided to focus on childhood blindness in 
the 11th plan. Accordingly, special eye check-up camps will be conducted 
in all schools.


"Childhood blindness will be the priority for the government now. It has 
been found that 7% of schoolchildren in India have refractive errors. So 
far, we were conducting check-ups for middle- and higher-secondary 
students, but now, primary classes will also be included.


"All schoolchildren will be tested for squint and other eye problems, 
including weak eyesight and poor children will be given free spectacles," 
R Jose, additional director general of NPCB, said.


The government is planning to strengthen eye banks and engage "eye 
donation counsellors" to motivate the kin of the dead to donate eyes. 
"There has been a gradual increase in eye donation. In 2006-07, 30,000 
eyes were donated, in 07-08 38,000 and this year, the number has gone up 
to 42,000. The counsellors will motivate terminally-ill patients and their 
family members to donate eyes," Jose said.


The government will also provide financial support to NGOs to strengthen 
the existing infrastructure for eye care.

from few days I can see some unwanted Icons  on my Desktop.

You can achieve it in excel by simple use of format.
1. First, enter the date in mm/dd/ format in a cell, say cell A1. You 
can use other formats, but then you will need extra work.


2. Go to another cell, suppose cell B1 and press the equal key to enter 
the formula "A1".


?. With cell B1 selected, go to Format menu, cells submenu, number tab, 
and arrow down to Customs format.

Well, I feel it unnecessary to add that in order to check spellings in
MS Word, just press F7. One can navigate further by pressing tab or
jaws curser. To see the spellings of words, one can press Insert + 5
when the numlock is off. Make a file of the misspelled words and
practice them on the keyboard; one will progress soon - it isn't an
issue. (Bonus: typing will catch a good rapidity and typos will
vanish.) For punctuations, I will prepare an easy essay and will put

The nation's biggest public phone provider, BSNL, has made dial-up 
Internet access free for all landline customers. There is no registration, 
no hassle.


How to go about it

If you have a BSNL telephone connection, it will be simple to set up the 
free account using the standard options of the browser, once you have 
plugged the
telephone jack into your PC or laptop. Against "User name" or "User 
identification," enter your telephone number preceded by the STD code 
minus the zero
(for example, if you live in Chennai and your phone number is 23456789, 
your User ID is 4423456789). Against "password," enter your telephone 
number (example
23456789). You are all set to browse the Internet through the all-India 
dial-up number 17.


When we tried out the free service, we obtained speeds quite close to the 
maximum you can expect with a dial-up modem which is 56 kilo bits per 
second -

and a good bit faster than some paid dial-up services!

Of course, you pay local call charges for the duration of the surfing, but 
this is much less at off-peak hours BSNL has partnered with the 
Ahmedabad-based
Elitecore Solutions, which already provides the billing solution for its 
Net One service as a franchisee.


Anil Jain, BSNL's Deputy Director-General for Broadband, told The Hindu 
that over 1,000 users had signed up daily since the launch. The scheme is 
promised

till October-end, but there are indications that it will be extended.

hello sir, I had attended Hindi workshop conducted by our bank, where 
official language officer told that ms word is very much support to the 
Hindi typing. first you select Hindi software I.e. Akruthi or Baraha. then 
select Hindi language, then select layout, then select font, then select ms 
word for typing, keyboard is same but if you press (a) it will appear first 
letter in Hindi vowels. I hope you can understand.

However, with the Lok Sabha elections round the corner, activists for
disability rights from across the country — 40 non-governmental
organisations along
with 15 Human Rights Law Network (HRLN) lawyers —congregated in Mumbai
for the launch of a nationwide campaign. A two-day seminar to provide
information
to people with disabilities about their voting rights as well as
facilities that exist to enable them to vote with ease kick-started
the campaign.

Representatives from Kashmir, Kerala, Madhya Pradesh and many other
states participated in the seminar, except the hilly regions where
elections for the
general public is itself an issue."

As per the conservative estimate, seven per cent of the Indian
population is disabled which is a sizeable number. However, scant
regard is given to them
both by the political parties and the Government when it comes to
implementing Supreme Court directives to enable them to vote.

Elections have come and gone but each poll leaves a familiar
aftertaste for the disabled - denial of their basic right to vote due
to inadequate arrangements
and facilities," said Rajiv Ratouri, National Director, HRLN.
Disability right groups have laid down various strategies for the
campaigns in their states.
"In the year 2007, in his letter to the Supreme Court, the Election
Commissioner had given an assurance that all the necessary
arrangements will be made.

He had also issued notices to all the state election commissions to
implement the law. We have filed right to information application to
monitor the work
in progress. At the national level we have urged individual state NGOs
and human rights activists to file RTIs and Public Interest
Litigations," said Ratouri.

According to the Bombay High Court orders and other high courts,
every polling booth should have ramps, Braille for visually impaired
to cast their votes.
Persons with disabilities will not be required to stand in queues,
disabled voters will be allowed facility of a companion of their
choice to assist them
in entering the booth and in casting their vote and assistance should
be provided by the staff on duty to escort the voter on a wheel chair
inside the
booth.

Recovery measures: Working on a damaged hard disk in
Stellar's Class 100 Clean Room in Gurgaon.

Just over a year ago, the devastating cyclone
'Gonu' struck the coast of Oman, bringing torrential
waters into its capital, Muscat, and flooding many computer
installations. For weeks after that episode, it was
round-the-clock work, in a quiet corner of Gurgaon's
Sector 33, where engineers grappled with the challenge
of recovering precious corporate data from dozens of water
damaged hard disk drives, that had been shipped from Oman,
to the 'Class 10 0' ultra clean lab
rooms of Stellar Information Systems, one of the best known
names in the understated, global business of data safety and
recovery (
www.stellarinfo.com).

The last edition of this column (The Hindu, September 11,
2008) reviewed the broad data recovery challenges for the
enterprise sector. This edition completes
the picture with a look at how this is actually done.

As enterprise storage needs crash through the terabyte
ceiling into petabytes, data recovery has emerged as a key
corporate concern (a petabyte is 1024
terabytes. A terabyte is 1024 gigabytes.

A gigabyte is 1024 megabytes. And a megabyte is just over a
million bytes of information).

But since so much of the data that needs to be recovered is
priceless - and highly sensitive - those who specialize in
this line of service, prefer to maintain
a low profile: business grows as word-of-mouth enhances
their reputation for discreet and confidential recovery
services.

Rare privilege

It was therefore a rare privilege to visit Stellar's
facility and walk (suitably clothed) through India's
largest (and the second-largest in Asia, after
Korea) Clean Room, rated Class 100 - that means, a room
designed to never allow more than 100 particles of 0.5
microns or larger, per cubic foot of air.

Such an ultra clean environment is necessary, before one
can even begin trying to recover data from damaged disks
because it involves completely dis-assembling
the hard drive and exposing the magnetic recording surface:
even a speck of dust can destroy a stored sector of files.

Stellar is able to accept an extremely wide range of hard
disk brands and types, many going back decades, because it
maintains a large library of such original
disks.

In most cases, where data recovery through purely software
methods has not been possible, the failed component is among
the many electromechanical components
in the drive and not the recording surface (if it were the
latter, data recovery would be well nigh impossible).

Engineers replace the damaged parts in the drive offered
for recovery, with parts from Stellar's reference units,
and then try to run the unit.

Skilled, time consuming

If that works, the data is dumped on another computer and a
copy furnished to the customer on another medium like a DVD.

Such physical repair and recovery is a skilled and time
consuming process, attempted only if software methods
don't work: Stellar's network extends across
137 countries and dozens of centres where customers send
their damaged drives.

They can also attempt software recovery on their own using
some of the tools offered by Stellar for desktop and laptop
recovery; file repair; encrypted
media or password recovery. Sending the physical drive to
Gurgaon is the last resort.

Once received, it is determined if recovery is possible -
and if the answer is 'yes' the process is usually
completed within a few days: every job is 'top
priority' for its originator: the records of a
bank's savings accounts; the password directory of a
large enterprise; a data base of engineering drawings
created after months of work.

"It's all a matter of trust," says
Stellar's Chief Executive, Sunil Chandna, "since we
entered the data recovery business 15 years ago, we have
over a lakh
customers."

Terabyte a reality

What about the rest of us, with our home and small office
PCs? Our data is growing too, and one terabyte in the home
is now a reality.

In recent weeks, Stellar has launched a few consumer

precious photos in almost all formats, inadvertently

illegitimately,"
he said.
Tony Neate, managing director of the UK's Get Safe Online campaign advised 
users
to install a pop-up blocker. "Browsers and most anti-virus software offers 
them.

Pop-ups are either downloading something malicious or trying to sell
me something
so I just don't want them there at all," he said.

I learned of and played around with Callgrab, a new and free utility
to record skype calls. Callgrab can be downloaded from
http://callgraph.in/
It is very similar in functionality but is totally free. It can
record all kinds of skype call, pc to pc, skype-in and skype-out and
conference calls. It runs as an icon in the system tray and by
default records all skype calls automatically. This can be disabled
and recording can be started, paused and stopped from the system tray
icon, which is accessible. There also is an optional toolbar that can
be kept on top but I disabled that so that it does not get in the way
and as I also do not know if and how accessible this toolbar is. I
emailed Callgrab's support and suggested that they add keyboard
hotkeys for the above recording functions and they responded they
would put this on their to do list. The program is in beta still and
I do not know if and how fast they will implement my suggestion.
The callgrab interface itself is accessible without any scripts or
tweaking with jaws; I would assume the same for widnow eyes but have
not foundanyone to try it with win eyes yet.
Callgrab records in mp3 (default) or wave format. The bitrate for
mp3s can be adjusted and gave pretty good results when I tested it
here even though I was using a desk mic and speakers at the time.
Callgrab does not install any virtual sound devices and thus runs no
danger of interfering with software speech. And I just realized that
it worked perfectly even though I used different sound devices for
playback and recording in skype: my usb mic for recording and the my
second soundcard for playback. I need to experiment with this a bit more.

browser, and an online library of books, reference works, and other items
are available.  The Adept1 may be used for all types of programming where
software can be developed, debugged, and run by those who wish to use the

Visvesvaraya National Institute of Technology, Nagpur:

Every year during this time, just after the monsoon sets in and washes the 
country with its rhythmic pitter-patter, the results of some of the most 
prestigious
examinations are announced. And the anxious moments of anticipation that it 
brings with it is unbelievable!

The results bring with them success and glory to a chosen few. Most newspapers 
and TV channels carry and cover their success stories.

However, in this euphoria we often forget about those many students who tried 
and never made it through.

It amazes me, year after year, when I see how parents, coaching institutes, and 
peers pressurise children to take these exams as a matter of life and death
without once trying to understand what he or she really wants.

They are typically fed on a very wrong notion of success where all it ever 
means is to qualify in the respective exam.

However, if you do not or try something different, something more close to your 
heart, than the same world does not think twice before it labels you a loser.

Under this immense pressure to succeed, I see a lot of children buckle, some to 
the extent of committing suicide.

The more I see them, the more I am reminded of those days when I was fresh out 
of school.

There were 750 students in my batch, 50 in the top performing section and 17 in 
the segregated intensive batch because of continuous good performance and
I was one of them.

However, the day the IIT results were announced, all this suddenly seemed 
trivial. I did not make it to the IIT that year.

For someone who had regularly been taught to despise setbacks, this seemed to 
be the end of the world. I was devastated, felt miserable about myself. I
could not even cry properly. While the rest of them enjoyed their success that 
night, I kept myself locked in my room.

A lot of friends and teachers came to cajole me. It seemed hypocritical. I was 
jealous of those who made it through and did not care about those who did
not.

I was awake the whole night, the pang of being a failure deeply rooted in my 
heart and this thought was killing me. I contemplated suicide twice that night.

Early next morning I received a note from my principal.

'Meet me urgently in my cabin'. Let me tell you, the principal in a boarding 
school is a strange character. All you ever know of him is his cane-wielding,
fun-spoiling look. It seemed as if he is the unrelenting enemy of the student 
fraternity since eons. Dejected and awake the whole night, I walked into
his office expecting the regular verbal dose of how he disliked failure.

"You were not in the party yesterday?" I was a bit surprised at his first 
question.

"Did not feel like. Why should I be there?" I retorted.

"Isn't this strange Shreetam? There were 700 students in the party yesterday. 
Yet I noticed you were not there. Does it tell you something?"I did not feel
like talking. I simply blurted out, "I want to go home. I do not want to stay 
here anymore." Two drops of tears fell from my eyes.

"I will tell you what it means. It means that you are special Shreetam. Every 
750 of you are. One examination is too trifle a thing to classify you as a
success or a failure."

"But sir."

"It's true you did not make it to the IIT this year. May be you never will but 
that does not mean you are not good enough. I want you to know that after
many years pass, it will not matter whether you got through the IIT entrance 
examination or not but it will definitely matter what you decide to do with
your life now. Success is not getting over every examination that life keeps 
throwing at you. However, it definitely is in accepting who you are, and more
importantly in following your heart. For now, go and take some rest. You look 
sleepy."

My tears stopped. I looked at him.

He was smiling coyly. You do not see a boarding school principal smile everyday 
and when you do, trust me, it is definitely special.

I had a wonderful sleep that day, one of the best that I ever had.

All of a sudden, I felt very light, very energetic, and very comfortable with 
myself. When I woke up that afternoon, I had a note from him. It read: "Success
is a perception. If you understood this today, I have succeeded as a teacher. 
If you did not then someday you definitely will. God bless you."

Life has changed a lot after that. It has taught me enough now to understand 
the note, every word of it. It has been years to this incident now but every
year I am reminded of it when I see the dejected, depressed, and disappointed 
faces after the examination season. I pity t
