 Hi,

Read this and download the latest release.

 1) A step forward has been made in accessibility to free Office suites
with the release of OpenOffice 4.1 with built-in iAccessible2 support.
Screen readers with this support should, in theory, be able to work
with OO out of the box, without the need to install Java Access
Bridge. Reportedly, support is best with NVDA, with the most recent
update for JAWS, which works in most places and forthcoming versions
of Window-Eyes may also have support:

The coin recognition feature is not working any more after the new

 Rupee Checker

Signature guide with Indian currency identification facility for the
 visually impaired

Designed by Prashant Ranjan Verma. Email: prashant...@gmail.com
 Produced by Saksham. Website: www.saksham.org
 Description

This is a rectangular piece of plastic with three rectangular cuts in
between. It has five sharp edges on one side and five much broader edges
 on
the opposite side. It also has a small circular hole in one corner.

The sharp edges are used for identifying currency notes in half folded
position and the broader edges on the other side are used to identify
currency notes by wrapping the Indian rupee note around the device.
There are two bigger rectangular gaps in the middle of the device, which
 can
be used as signature guides. The very narrow slit may be useful for
identifying coins. The small circular hole in the corner may be used for
attaching this signature guide to a string or to a key chain.
 Instructions for use
 For Signature
The smaller rectangular cut can be used for signing attendance registers
which have a small space for signature. The bigger rectangular cut can be
used to sign forms, letters etc. Ask someone to place this signature
 guide
over the place in the paper where you have to sign.
 Identifying Indian Rupee Notes

Fortunately all the Indian rupee notes Rs. 1000, Rs. 500, Rs. 100, Rs.
 50,
Rs. 10 Rs. 5 vary considerably in length and therefore can be
distinguished from each other on the basis of their length. The Rs. 20
 note
is of the same length as the Rs. 50 note but it varies in width, it is
narrower than the Rs. 50 note. Taking advantage of the differences in
 length
width, tactile and print marks have been placed on this device for
 identifying the rupee notes.

 Orientation of the device
Locate the small circular hole near one of the corners. Now hold this
 corner
with your right hand thumb middle finger. In this position the sharp
 edges
will be on your right side and the broader edges will be on the left. The
topmost edge on both left and right side is for Rs. 1000 and the edge
 below
it is for Rs. 500. The third edge on both left and right side is for Rs.
 100
and the fourth edge is for both Rs. 50 and Rs. 20. This is because Rs. 50

Rs. 20 notes are of the same length. But the Rs. 20 note is of the same
width as this device whereas the Rs. 50 note is much wider. The fifth
final edge on both sides is for Rs. 10.

There are two convenient options for identifying the notes.
Option 1: Identifying notes by rapping the note around the device.

The differences between the notes are much more prominent if this option
 is
 used.
Align the topmost broader edge of the device with the top left corner of
 any
Indian Rupee note in such a way that the note is behind the device. Now,
fold the bottom part of the note over the device. In this position, the
folded part of the note will be over the device and its left corner will
touch one of the broader edges of the device.

.If the corner of the note touches the first topmost edge, then it is
 a Rs. 1000 note

The state Information Technology (IT) department has developed a new
software to assess five types of disabilities; visual, hearing, physical,
mental retardation and other mental illnesses.

The Software for Assessment of Disabilities, Maharashtra (SADM) provides
doctors in 42 district hospitals, general hospitals and medical colleges
with login details to access the system. The doctors, who are deemed
eligible to issue the certification by the State, are required to enter
details about the applicant based on which the percentage of disability for
the patient is calculated by the system. The disability certificate will
 then be generated.

There is no space for fraud, said an IT official.

As of Friday, 10,737 people were issued disability certificates using SADM
technology out of a total of 16,855 applications. Also, 1,715 rejections
were meted out. So far, 74% of the assessments have been completed.

An official from the IT department said, The software was developed to
eliminate malpractices and to ascertain that persons suffering from
disabilities could receive available benefits without problems. It will make
 the system transparent.

Disability certificates issued by the State can be used to avail concessions
and benefits in education, jobs and to apply for various government schemes
 made available for the disabled.

The new system also links the applicants details to the Unique
Identification Authority of India (UIDAI) data. The Aadhaar card data
process has made exceptions for fingerprinting in case an applicant without
 hands.

The state government had also written to the Centre offering to share the
software with the Government of India and other states.

Hey! Access indians how r u all? Please can anyone of u tell me
regarding the official written proof which we can carry during
Examination times in DU colleges. Coz many time blind student has to
face time restrictions just because of lack of information to the
invigilator. they snatch away the answer sheets from the Handicapped
student by saying that we don't have any written slip or we're not
being told by the Head Quater for providing u the extra time for
 writing.
It has just happened in Bhopal yesterday.MP for the 10th board
examinations. One of the Invigilator said to the VI student (I can't
provide u the extra time for writing ur Paper. we're not being ordered
by anyone.) and today when that invigilator is scolded by their higher
athority so he allowed that student to give his exams again.
Therefore I'm asking for my safe future examinations in DU which I would

While in a call, Talks by default goes mute. To unmute it, press Talks key
and Backspace key. You might have to increase the Talks volume by Talks
 key
+ 6. Once Talks speech is audible to you, you can do anything in your
 phone
while in a call including seeing the contacts and navigating menus.

E63 does not have built in GPS receiver; you will have to buy an external
one. Moreover Nokia has not allowed upgrading the default map in E63 to
 Ovi
maps 3.03 or higher which gives free voice guidance and better features,
 and
perhaps better accessibility with Talks/Mobile Speak.

 thanks,
 Pranay.

accurately. 2 its size should be as small as possible. 3 its
pronounciation should be as natural, clear and pleasant as possible.
It could be able to read hindi emage files. I have just join as a

 Hi all,
Off late it's nice to see many of us are enjoying the computing NVDA -
 free

 progress.

You may also be aware, NV Access is looking for funds to sustain this
project. I have a thought: we are about 2000+ members on this forum. And
 if
each one can able to contribute INR 500 it will be INR 10 lacs; which I

I will be happy to coordinate this effort. Please let me know what you

[AI] a good news, government of maharashtra will use yunic code for their official work.

2012-01-08 Thread mahesh bhagwat
Dear respected access Indians, yesterday, I attended on line training
for using the yunic code at government level in Maharashtra. Through
this training I came to know that, the government of Maharashtra will
be use soon the yunic code for their official work. It is very good
thing for us because we are using yunic code for writing in our
regional languages for a long period. As we know we can access any
website like BBC Hindi which are created in yunic code. One new thing
which I knew that, any older work which is done in non yunic code like
dvbtt surekh font can convert in yunic code by using special converter
built in newly developed version of ism, namely ism 3.6. Any one
convert typed matter in yunic code in to the non yunic font. We can
use spell chake option for our regional language and other common
tasks also. I hope that blind can improve his ability and utility by
using these things. Any government office can get newly developed ism
version from district office of information and technology or from the
office of director of information and technology Mantralaya Mumbai 32.
We must test this version of ism for our utility in the offices of
Maharashtra government. I hope that It will give a lot of
opportunities in government sector. So let us search and use that ism
version at government level. Expert access Indian in yunic code please
be helpful for the bright future of blind community. In internal part
of Mahaerashtra except pune and Mumbai computer literacy is very poor.
In future there is a huge need of spreading computer literacy and the
practical knowledge of using yunic code for typing in Marathi and
Hindi and surfing web in these languages. Thanking you, Mahesh
Bhagwat.

[AI] about the suspected transfer of blind surplus emploies in the government of maharashtra.

2011-12-24 Thread mahesh bhagwat
Respected eccess Indians, I am working on the post of peon at Zillha
Parishad Ahmednagar in the B and C North department. In our Z.P.in
the department of agriculture many clerks and peons are became surplus
due to changed policy of State Government. Many workers has transpered
from there native places. In near future it will be happen with any
blind employee I afraid that I may be transpered very soon from
Ahmednagar.at any where in district. Such kind of transpers are very
inconvinient for seviourly disable person. It will disterbe family
life of totally blind person. To work in rural eria on the post of
peon is not so easy to him. I think that such kind of suspected
transpers may be avoided on humanaterian ground. To do that on
humanaterian ground we need to take serious efords. At government
level and on other platforms also Because in future that problame will
come to many blind employees. So please be helpful, kind and active
for us. There is a government regulation issued by state government
saying that disable persons should be appointed or transferred at
nearest place from there native recedential place. With great
expectations Yours faithfully Mahesh Bhagwat, Ahmednagar,

 Hi,
I myself have raised this querry and got the solution.
To read hindi text with NVDA, press NVDA + n, go to preferences
submenu then voice settings and select Hindi. Now you can read hindi
 text.
To write text with NVDA, one extra step is to change region and
language under format tab in control panel to hindi(india).
Now open MS Word, press left alt+ shift to toggle between hindi and
 english font.
 Enjoy!

I think that there is no such consolidated rule regarding fixing the

has different fee structure for disabled. For e.g JNU take very less
tuition fee and AMU also charges below 200, Rs while DU takes nothing
less then which is prescribed for other candidates. Therefore UGC has

 Dear Amiyo

It was some time back, I had put on this list, seeking volunteers,
for development of speech synthesizers for other regional language
 on, E-speak platform.

Sad, to say, there were no volunteers for it. We expect others to
 find solutions to our problems.

No technical expertise is expected from the volunteers. We can still
have Bengali synthesizers if we have volunteers. It is also open for
other regional language where synthesizers are not available.

Anyone interested in volunteering in the development of speech

On e-speak synthesizers are now available for Punjabi, hindi, telugu,

Re: [AI] Computing in Hindi

2011-07-26 Thread mahesh bhagwat
Respected access Indians, I ask this question for several times and
still waiting for a warm reply from all of you. My question is in many
state government offices many totally blind persons working as a
clerk. English is not used much more in these offices their regional
languages like Marathi and Hindi are their official languages. In
those conditions blind clerk has several limitations to work with
computer. Because no o.c.r. software is available for any regional
language except English. So blind person can’t scan and read any
document independently. He can’t handle whole work of a table at his
own level. He can type after getting or recording dictation. He may
work as a telephone operator, enquiry clerk, and fax and Xerox
operator. According to my knowledge many totally blind clerks are
doing this kind of work. In that situation what is and could be the
job chart and work of totally blind clerk. What kind of policies is
made for totally blind clerk? Please share your experiences,
observations, ideas and valuable suggestions with whole list.
I am asking these questions because I am totally blind educated
person working as a peon at Z.P. Ahmednagar and applied for the post
of junior clerk by promotion and hope that my application will be
accepted soon and I may be promoted very soon. Or it may be rejected
due to these kinds of limitations though recently issued Gr’s by
Maharashtra state government are in favour of totally blind. So
restlessly waiting for your kind reply. And valuable guidance. With
thanks in advance,
Yours faithfully Mahesh Bhagwat.

 Friends
Despite developments in Hindi screen readers, I am afraid I have not been
able to use it successfully for reading and more so for writing yet.
I have jaws 9 and 10 installed with windows XP.
However, for Hindi reading, I necessarily have to switch on jaws 9.
In jaws 10, lekha does not appear.
Please tell me how can I enable lekha in jaws 10 as well?

Besides, what is the easiest key board to write inHindi?
Is there a way where I type in roman spelling and the words appear in
 Hindi devnagari on PC?
I also wish to write Hindi on web, say on facebook as well.

And, how can I use it all, step by step instructions are prayed for.

 With thanks in advance
 Rajesh

I don’t have any link for in script key board lay out. I got emage
copy of that key board from my sighted friend. I recorded it with the
help of sighted person and practiced. Safa supports to that key board.
We can inter change the key boards by pressing alt plus left ashift
key together. Or right sides control plus left shift key together. I
am using Safa 2.06 which supports godrej, phonetic and in script
keyboard.
Thanking you,

Respected access Indian experts and friends, hope every thing is
going well. I am fine here. I wish to express my expiriances, opinions
 and doubts about Hindi typing.
For Hindi and Marathi typing I use Safa. Developed by Nab Delhi. I am
using Safa 2.6and Vachak t.t.s for Hindi and Marathi typing. It
supports to Hindi Sarasvati godrej key board, phonetic key board and
in script keyboard. Those who learnt Hindi and Marathi typing on
godrej typewriter, Sarasvati Hindi typewriter is best choice for them.
Those who learnt English typing and have command on it. Phonetic
keyboard is best option for them. In script keyboard is quite easy for
blind community. Who know Braille writing very well. To learn perfect
typing we must take help of sighted guide at primary stage. To know
about our suspected mistakes. It is very important preventive major.
Safa and vachak is very affordable cost of rupees two thousand only.
But it has some limitations. It supports in MS word only and it runs
very slowly. We need to slow down our typing speed. Further
development are need of time. To make Safa more useful. And perfect. I
request Nab Delhi and other experts to do so.

I also tried supernova Hindi demo, it also supports to godrej and
phonetic typewriter, but it gives all information in Hindi and it was
difficult to understand for me because my mothertunge is Marathi.

Lekha is best tts for Hindi but not for Marathi. Vachak is good tts
for Marathi, but it works with Safa only so that not useful to access
Internet. . I heard from Mr. Harshad Jadhav that, sidac has developed
a good tts, which is very useful for Marathi. But I never heard or
tried it. I am egger to do so.

I heard that, newly developed by sidac, ism 6 is supports to Hindi
yunic fonts. In Maharashtra government offices of state government are
doing their regular work in Marathi by using ism dvbtt Yogesh font. It
is not yunic font. I never heard that any totally blind clerk works as
a typist for Marathi by using computer. In the offices of state
government of Maharashtra. They are working as telephone operator,
inquiry clerk, fax and Xerox machine operator or public relation
officer. I hope that these new developments will improve their ability
and utility. If any one knows about these new developments please
share his knowledge with all of us. I am working as peon at Ahmednagar
zedpi, and applied for promotion but do not know what will be response
and result. I am very hopeful due to the efforts of rongtaji, Harish
sir, Naik Sir kanchan Madam, Ketan sir, Rajesh sir, suhas karnik sir
and other senior experts in blind community. I am highly thankful to
all of them. And request to help us as much as they can. Two gr.s

blind people in the Maharashtra. They will get more posts and more
opportunity to prove their utility with dedication.

see that MIDP Apps, Sis Applications and what it calls the Other Files
have taken most of the space. Now I am curious to know the following:

 1. What are MIDP Apps? how to Access them? Can any of them be deleted
without harming the phone or effecting its performance?
 2. What could be the Other Files? I have checked all the folders and found
a few that hardly cross 1 MB. Where could be these files that have taken as
many as 21 MBs? Are there hidden or temporary files that can be cleaned?
 3. I am not very keen to go for some third party apps, but if there is
 something really reliable, please suggest.
 4. What is the possibility of viruses in Symbian phones? I have heard that
they are not that much prone to viruses. Are they? I do browse regularly and
keep on clearing all private data through WebOptions. I can manage to
increase 1 or 2 MBs, but not more than that.
 5. Any other information that can be helpful.

 Thanks and Regards.

Re: [AI] Maharashta litigation

2011-01-30 Thread mahesh bhagwat
Respected access indians getting promotion is major expectation from
the able visually challanged community of the Maharashtra. Many people
who are restlessly waiting for promotion since long time of five to
seven year are expecting that they could be promoted as a clerk very
soon due to that perticular judgement. The issue of denied promotion
should be rais in next hearing of these cases. The reason for that is
the junior sighted persons are promoted but totally blind employees
are not promoted though they are proffessionally able and sinior but
niglected due to there totally blindness. proper management is needed
for the training in computer operating. In Maharashtra proper computer
training is not available except Mumbai and Pune. one another thing is
that the government aided n.g.o.,s educational institute and colleges
are not serious for implimentation for the reservation of blind. they
should be inspired and bounded for that. Many net set passed, b.ed.
and music visharad blind persons in Maharashtra are waiting for there
rehablitation. Please look in these all matter. thanking you, Mahesh.

 Dear Madam,

 Here is para 11.
11 The Health Department of State of Maharashtra shall issue
instructions to all the Medical Boards and Superintendents of the Public
Hospitals that when a candidate, selected for a post which is reserved for
a physically challenged person, appears for medical examination, he
cannot be declared unfit or unsuitable for the post by the concerned
Medical Board or Superintendent of the Public Hospital on the ground
that he is medically unfit because of that particular disability.

 I have a few concerns here;

The order states that medical officers can't declare a person with
disability medically unfit if the post is reserved for physically
 challenged.

 1. What if a physically challenged person gets the job in the open
 category?

 2. What in the case of promotions where no posts are reserved for
 physically challenged?

Hellow kanchan madam and Pranay Sir, In Maharashtra major problame is
total ignorance of totally blind educationally and proffessionally
able comunity for several posts like lecturar and clerk in case of
fresh appointment and promotions. for these kind of posts though
centeral government is regularly appoint and promote totally blind
eligible candidate. in Maharashtra it never happens because these
posts are not identified suitable for totally blind to work. though
there is a lot of progress in case of accessive technology. screen
readers for Hindi and Marathi are now available. several books in dasy
format and e-text format on several topics are now available. but
government authorities are not well aware about the new developements
and skilfulness of totally bllind comunity. there dedication,
knowledge and perfection in skill of computer operating. there strong
willingness for hard work and dedication. We have to make aware them
for these all things to change the setuation. Leading blind
personalities and leading organizations may do this to change dark
future of totally blind in Maharashtra. Please do as much as you can.

 Hi Kanchan others,
In the past few years among the govt employment related queries that we have
received from Maharashtra, I have noted one common issue which happens while
recruiting. After a person is selected in the tests interview, he/she
undergoes a medical test at a govt hospital.

Here the ophthalmologist, the various departments finally the CMO/civil
surgeon, to my mind, should state the medical state of the person in the
medical certificate. For people with impaired vision, the certificate should
state the eyesight details, the extent of disability. Thats it.

But we are told, that the doctors CMO also has to write in the medical
certificate whether the person is fit or unfit to do the particular job. And
for positions of lecturer school teacher in languages, people were
declared unfit, and so their employer were not ready to give them
appointment unless the certificate states they are fit for the job.

If a medical professional has to decide this, then it defeats the
reservation, the list of identified jobs and the necessity of HR /Personnel
 depts in the govt sector.

We have also seen this practice in other states, offhand I remember hearing
 from a caller from Haryana.

I am sure you other organisations working in the state know this.
