Friends, as I have written in the subject is Railway Minister
Sh.Suresh Prabhu said in his budget speech that ID cards will be
issued to disabled persons for booking online tickets,  this ID card
will be for life time, today I got this speech detail  it is clear
here ID cards will be issued once  will be for ever but according to
18th March 2015 order the ID cards will be valid for just 5 years, for
continuing the ID card one has to again apply three months before
expiry of card in the same procedure as applied in the beginning now I
cannot understand who is right whether railway minister or Indian
railway authority, I am planning to write to CCPD to intervin in this
matter, now people who apply for ID card in Northern railway are told
the card will be issued only after four or five months, this is
totally injustice for disabled persons, actually Indian Railway does
not want to give ID cards for disabled persons everybody in Indian
railway are haressing disabled persons,.  I request all members of AI
to take this matter seriously  write to CCPD in new delhi.

Can you explain how Saksham is able to have Eloquence for ale with NVDA?
One more thing, if you need a voice that is 'human sounding' and
'pleasant', there certainly are other options.
1 variants of ESpeak -Steph 3 is the best ESpeak variant in terms of
human soundingness and pleasance.
2 using other TTSs - Vocalizer voices can be legally used with NVDA.
Several more human sounding text to speech engines can be legally used
with NVDA. For more information on such TTSs visit

I personally use Steph 3, an ESpeak variant. I will upload it to
Dropbox if someone requires it.

The argument in favore of captchas in the name of security I don't
think, can cut it. Even banking, that involves lots of security
requirements, have mostly done away with them. They instead use OTPs.
Now for railway ticketing, people have to pay the money to get the
ticket. They have to inter lots of sensitive, and ultimately
verifiable information as part of the process of payment. So where is
the need for captchas? And if an essential  service like
transportation access is designed in such  a way that it is
inaccessible to the disabled despite the presence of accessible
technology, I don't think there can be any defense. Particularly when
it is a government institution. The railways is as much mine and other
disabled like you and me. When the railway ticket booking site is
designed in such a manner that shuts us out, what can be the logic for
the same? There is no rime or reason for the incredibly hopeless who
have designed this atrocious and pathetic site not to have provided an
accessible audio captcha if the paranoid lot are so concerned about
security. How on earth can we defend the same?
I book my air tickets with mobile apps like Cleartrip and Make My
Trip. The process is pretty much functionally accessible. But when I
try to book a ticket from the hopeless IRCTC using the same apps, the
thing would ask for a captcha to be entered. I had contacted Cleartrip
about the same, they said they are quite  helpeless in this regard as
it is the IRCTC requirement.
And forget captchas, now that we can't even enter the date of travel.
How on earth is that defendable?

Thanks to all those who have participated in this talking ATM usage survey
started on 1st August 2014.  Although we got 90+ responses with few YES

NO but not yet reached even 100.  This survey is available till this month
end.  So a humble request to all to response.



Till date survey data shows that there is a low utilization of talking ATM
machines although it has increased in the past few months but still we are
way behind good usage of talking ATM machines by blind individuals.



We should stand together as active  independent customers for these banks
that have deployed solution as talking ATM for blind  increase the usage.
Our first responsibility is to spread awareness about talking ATM
accessible solution amongst our blind community  start availing these
services whenever/wherever possible.


We truly understand the concern of having talking ATM machine in the 
nearby

area but also noticed that people are not using facility like talking ATM
locator provided by www.talkingatmindia.org and saying there is no ATM
nearby.  Also not read manual or listen to audio demo to understand how it
functions.


We hope due to the strict directives  guidelines set by RBI  IBA more
nationalized  private banks may have started taking the positive step
towards accessible banking by providing these services but friends as end
user of talking ATM it is us, who should use it regularly  make it a big
success. Maximum utilization of all these services will make positive
impact on banks  they may come up with more  more accessible services 
and

talking ATMs in future.

How does a signature guide help in ensuring consistent signatures? The 
last

time I checked, a signature guide was a frame that you could place on a
page. You would then move your pen in the frame which would ensure that

signature stayed in the bounds of the frame. The guide did nothing about
ensuring the consistency of the shapes of letters.

I have come to know about delivery of some judgements by various courts.

I need to have the copies of all these judgements such as jdugement of
Delhi high court regarding online reservation of concessional tickets
for persons with disability  in railway.

Judgement regarding exemption from extra premium on Insurence policies
paid by V.I.,   order passed by central administravie tribunal in
regard with some issues concerning the recruitment of blind person in
railway and order given by the supreme court in the matter of
reservation in promotion related to manoj kumar Delhi Muncipalty
corporation directing the apropriate government to settle the
reservation of persons with disability in promotion in the light of
its earlier judgement of dtd. 9th  october 2013 in the case of union
of India vs National Federation of the Blind.

I would also know  whether Mr.Manoj kumar (Employee of Delhi
Muncipalty corporation with physical  disability)  could get the
promotion after said directions of apex court.

The positive response to all these requirements shall be highly 
appriciated.

Dear friends,

With immense joy and cheer we take pleasure in sharing with you an
important moment in the life of AICB.  Today, Monday, 28th July, 2014,
the beloved leader of thousands of visually impaired persons and our
founder Secretary General, Mr. J.L. Kaul is  turning  70.
As is well known, for more than 47 years, Mr. Kaul's personal life has
been synonymous with his complete commitment and dedication to the
work for the blind. With only nine other persons and a meager three
hundred rupees (less than five dollars in today's context) with him,
Mr. Kaul had the indomitable spirit to form a national organization of
the Blind, namely, the All India Confederation of the Blind. Today
AICB is a widely acknowledged name both nationally and internationally
owing to Mr. Kaul's single minded devotion and hard work. The efforts
of this unique man, who is in office for ten hours a day 365 days a
year without taking any benefit or
honorarium from AICB, have been recognized the world over. Among
several distinctions with which Mr. Kaul has been honoured are the
first Marga Schulze International Award in the year 2006 and the Louis
Braille Medal (the highest international distinction conferred on a
person committed to work for the blind) by the World Blind Union in
2012. Recognizing Mr. Kaul's commitment and contribution to the work
for the blind and the difference he has made to the growth of social
sector in India, the Government of India honoured him with Padamshri
this year. Such national recognitions are accorded only to a handful
of individuals who have made exemplary contributions to the country.
The honour was conferred on Mr. Kaul by the President of India in a
grand State Function on 31st March, 2014.

AICB celebrates Mr. Kaul's 70th birthday today   at 2.30 pm in-house
in a simple manner.
As Mr. Kaul cuts the cake that day, he would no doubt remember all
those who have stood by him and AICB in moments of both tribulations
and triumphs. We are sure you will join us in your thoughts in wishing
Mr. Kaul a long and happy life.
