I am Ram completed B.Com computers after 12th with commerce. Up to HSC
i studied in Telugu Medium, but for intermediate (11th and 12th)
classes i joined in the English medium college with commerce subject.
So there itself i could complete my Graduation with B.Com computers
successfully with 84%, currently i was employed in the Software
company as a PeopleSoft Test Engineer by the College Management. So i
am quite happy with my responcibilities.  If you want to study there i
would suggest you to join in the college it offers B.Com Computers as
well as BA. If you do B.Com you will have knowledge about banking,
commerce, Computers and management etc. Hence it will be easy to crack
the Banking exams or jobs, and another thing if your interested in the
software it will help you with the your computer knowledge. So Kindly

 educational employees.  for broadband  if u r a blind, 50 percent rental 
reduction will b there for cable landline connection, without broad band or net

rent  ten percent  reduction available.

As you know, BSNL has extended the concession of 20%, available for
government employees, to visually challenged subscribers in the past.
But now it has reduced the concession for government employees from 20
to 10%.  Since it has been silent about the concession for visually
challenged, BSNL employees misperceive that the concession for
visually challenged has also been reduced to 10%.  Though I have the
earlier circular pertaining to extension of concession to visually
challenged, it seems it is no longer acceptable in BSNL offices due to
the reason mentioned above.  Is anyone able to avail concession of 20%
by showing any document (with recent date) or any link to BSNL web
site in the recent times?

Please share any useful information in this regard.  As a last resort,
I plan to file a RTI with BSNL head quarters on the subject.  Just
wanted to check out whether there is anything useful before doing
that.

This means, research undertaken aims to capturing the marrital

Thank you very much Sakshi. I have upgraded my software. The problem
of crashing down has been disappeared after upgradation. However after
scanning the document, it is not giving an option to save the image
into tiff format which kurzweil can recognise easely. I like to read
through kurzweil because when ever required, I can see the actual
image of the page by pressing control+w. More over somewhere elequence
voice has become kind of habit to be understood clearly.

AHMEDABAD: Kalgi Raval, 18, is completely blind but she more than makes 
up for her disability with her boundless confidence and dedication. She 
dropped out of a mainstream school after Class 5. She wanted to appear 
in the board examinations as an open school candidate but, for that, she 
had to be 18 years old. On Thursday, Kalgi's wish was finally fulfilled 
when she appeared in the first SSC paper.

Kalgi is no ordinary blind girl. She is a trained radio jockey and works 
at the Gujarat University (GU) radio station. Last year, she was the 
compere for the `Chalo Gujarat' event. She aims to start a band of five 
blind girls and give performances, the proceeds of which will be used to 
fund education of girls in rural areas with the same disability. In 
cities, parents are aware but in villages blind girls are seen as a 
liability. I wish to fund education of girls who want to study so that 
they can be independent, said Kalgi.

She has spent long hours studying for the board exams. She was coached 
personally by teachers of the HB Kapadia School. Earlier, she had become 
disheartened when she found that there wasn't much study material 
available as audio books or in Braille script.

She then approached the authorities of HB Kapadia School who responded 
positively to Kalgi's request for help. She was supported by teachers 
Gursimram Kaur and Vijaylaxmi Pandit who read out the science textbook 
to her for two hours daily and taught her by drawing diagrams on her 
palms. Teachers Ishita Patel and Khushnuma Solai taught her social studies.

The teachers said that Kalgi is a powerhouse of energy and her 
willingness to study had encouraged them to spend time teaching her 
after school hours.

I  don't know about other states, but here in Tamilnadu if we opt for
such facility, we have to inform the staff over there in the election
counter, and fill a form duly with a reason stating about our  regret
in choosing so. During last election, there were enquiry after
election too regarding not duly expressing vote for the competing
candidates.
It came from my personal experience. We had a intensive counselling
for public  grievences for not duly selecting candidates. We expressed
our regret about the person who  failed to adhere to constitutive
function in our area.
But, we should have dare to do so. As we are confronting political
parties both opposition and ruling. I  believe, we will have effect if
we opt for, including our dareness to express our regret.
note: we experienced this  in the deep south of Tamilnadu. now, we can
decide to opt the facility given to us. Just not merely, selecting
will give effect, we have to raise our voice too in appropriate place.

I too share the idea to re,install,  In kes13  when we start to scan  pdf. 
Files  we will get an  option  to select  entire pages or  selected pages.  by  
tabing   we can  recognize  the pages  to read.  in  scanning  it is  working 
as  usual.  adobe  reader  also  help us to read  pdf. Documents.

Dear muruganandan, similar is the case if I am trying to open pdf
files in kurzweil. As soon it starts recognizing the document, it
crashes down with a run time error. Therefore changing of scanner
source or scanner threshold didn't worked.

The Indian Institute of Cerebral Palsy (IICP) recently hosted a seminar to
discuss the importance of early intervention in dealing with autism and
other conditions.

Special educators, therapists and teachers were of the opinion that a
special child can be included into the mainstream or can become highly
functional if intervention and therapy begin in the initial months. For
that they require the cooperation of the parents as well.

Pallav Bhattacharya, the state nodal officer, spoke about the government's
plans to set up free early-detection centres in district hospitals for
better childcare, while Suchandra Mukherjee, resource person and the head
of the neonatology at IPGMER-SSKM, highlighted the role of doctors, the
importance of genetic counselling and the early detectable signs that make
treatment that much easier.

Vision or hearing impairment, neuro-motor impairment and cognitive delay
are some of the early signs of disability. Down syndrome is detectable
before birth. Genetic counselling may help prospective parents, Mukherjee
explained to a full house as questions from the audience regarding down
syndrome kept pouring in.

Reena Sen, the executive director of IICP, explained on the institute's
early intervention model. The audience also shared some personal
experiences during the interactive session.

The second half of the seminar saw Indrani Basu, the director of Autism
Society of West Bengal, speaking on how early intervention can help
autistic kids. Ruma Chatterjee, the vice-president of the Society for
Visually Challenged, spoke about the importance of a doctor's role in early
detection of hearing and sight impairment.

CHENNAI: Aam Aadmi Party in Tamil Nadu may be going through a turbulent time 
with internal squabbling but they are making this elections count for the 
visually-impaired.

 The latest entrant in Tamil Nadu's political scene will release a copy of its 
state specific election manifesto in Braille. State unit convener Christina 
Samy said the national committee also would make a manifesto accessible to the 
blind. It is likely to be presented in the next ten days.

 Disabled people have cheered the move and call for such inclusiveness in the 
entire electoral process.

 Tamil Nadu Differently Abled Federation had approached the party a month ago 
to provide a Braille version of the manifesto. This is the first time we will 
be receiving a manifesto that is accessible to the blind. We are also trying to 
make sign language representation of the manifesto via CDs and YouTube videos, 
said the federation vice-president TMN Deepak.

 This will make political parties sensitive and other parties may also take 
this up as competition to make their campaigns and manifestos disabled 
friendly. Disabled people will also be informed voters if information is 
accessible. They need to know who is promising what, he said

 United Nations Convention of Rights of People with Disabilities (UNCRPD) also 
mandates political parties to make their election campaigns and communications 
accessible to the disabled, but it is rarely done.

I am very pleased to inform you that we have started to leave the school on 
the regular time. That 6 hours and 10 minutes from 7th March 2014.  In the 
BOG   the decission has been rewised. On the basis of following line: This 
time may be spent by the teachers preferably in the school. It means it is 
not mandatory to stay in school for extra 1.20 hours. The teachers from 
Mumbai, Delhi, Kochi etc. are not staying for extra hours. For more details

 instead of an operator. To make a FreeKall a user dials number
 080-67683693 and the call is disconnected after just one ring.
 Following this, the system calls back the user, and an automated
 system prompts the user to dial the desired number. Lo and behold, the
 call is connected. The system can currently support 10,000 requests
 per second. If it goes beyond that, it will not be returned.

 I must say, someone has thought out of the box. This can be truly
 disruptive if it works out well, said Hemant Joshi, who oversees the
 telecom practice at consulting firm Deloitte.

 FreeKall makes money by making people listen to advertisements. So,
 when the call is connected, the user hears an advertisement instead of
 a ringing tone. And at intervals of two minutes, the caller and the
 called party will have to pause the conversation and hear an
 advertisement for soaps, shampoos and the like.

 For now, unregistered users can make calls that last three minutes.
 For those who register, the conversations can last 12 minutes. In
 about a month, there will be no limit on the amount of time a person
 can FreeKall. International calls will be possible in about a month,
 once legal clearances are obtained.

 The company is aiming for 10 million calls a day in India and expects
 revenue of $30 million ( 185 crore) by the end of the next fiscal. It
 plans to take its business to Africa soon.

 Freekall has tieups with a media agency called Streetsmart Media
 Solutions for the advertisements.

 The idea originated in 2008 when Umaluti, 25, thought of facilitating
 free calls, albeit manually, through a call centre. The other
 cofounders, with their experience in web development, looked at a
 cloud-based implementation and decided to revisit the college project
 idea last year.

 FreeKall has received 10 lakh in seed capital from Ranjith Cherickel,
 a telecom professional who has worked at Nokia Siemens Networks,
 Verizon Wireless and Skype. I expect them to expand internationally
 in less than a year. This will work well in developing countries and
 potentially in high-tariff developed markets, said Cherickel.

 Although there are several applications that provide free calls, the
 3G infrastructure in India is not robust enough to support calls at
 all time and all places. What FreeKall is doing is trying to tap into
 areas that services such as Skype and Viber are yet to penetrate.

 The company should move fast in terms of engaging with advertising
 networks and digital agencies and consider how best to get IP
 protection. A lot depends on them showing value to advertisers by
 profiling users accurately and delivering relevant

On advise of my friends,
I have created my signature on mettle card.
For that I contacted a mechanical engineer.
I asked him my need, and he created that signature where I just need
to move pen in that card.
You are right, that kind of signature is risky.
If you lost the card anyone can sign any document on your behalf.
But I love to take risk, and I didn't have any other way so I dared to
prepare such kind of signature.
I take care of my card as much as possible.
But now my signature problem is resolved.
My advice is: don't prepare such signature card if you are scared of losing it.

Shimla, March 3. Visually challenged students appearing for various
exams have not been provided writers in spite of clear guidelines
issued by the Department of Disability Affairs, Ministry of Social
Justice and Empowerment.
The XII Board exams and university clerical exams will commence from
March 5 and 9, but the department has rejected the demand of the
students to arrange scribes and asked them to arrange them on their
own.
Noting that the state had not provided writers them, the Department of
Disability Affairs had asked the examination conducting authority to
arrange scribes for these candidates.
However, the department took a stand that it would not provide
scribes/writers to the candidates who were unable to write and only
allow the disabled persons to arrange writer for them.
Vinay, a visually challenged person from Hamirpur, who is to appear
for the clerical exam conducted by Himachal Pradesh University on
March 9, said he had been asked to find a writer for himself with the
conditions that the writer should be matriculate with less than 50 per
cent marks.
I am unable to find the writer with less than 50 per cent marks and
as a result I will not be able to appear in the exam, he lamented.
Prem, another student, hailing from Rampur, said: I am not able to
study for my exams as failure to get a writer has become a nightmare
for me as we are not given Braile sets in exams and writer reads out
the question paper to us. Moreover, we have to send two photographs
and proof of educational qualification of the scribe and affidavit to
the Secretary of the education Board/Controller of Exam in
universities with an application for their approval. It is a lengthy
process and if the approval is not given on time, the candidate is not
allowed to sit in the examination, she added.
Chairman, Umang Foundation, Ajay Srivastav, who has been fighting for
their rights for the past one year, has also asked the government to
abide by the guidelines of the Union Government and immediately
provide writers to the students.

Atleast weour family must emerge as  active vote bank of India.  however,  
some of us may noted the C.c. On economic affairs revised the schemes for  
giving accessability strengthening devices positively.  now the income limit 
increased, also included accessible  mobile phones,  laptop, braille note 
taker,  medical fund etc.  all disabled certified by competitive authority,  
below the monthly  income  of  rs.15000  rr eligible.

 After the inhuman attitude of Delhi Police towards the disabled community 
 during the recent protests, I wonder how it comes that we have not been 
 able to create a pressure group of the disabled persons.

 Religious communities, Backward classes, Dalits, SC's and ST's, women, gay 
 community, almost all communities and classes but the disabled have 
 created a kind of support base, which provides them social, political and 
 at times, the financial support.

 It is high time that we should think in terms of creating a support base 
 for our own selves. Religious groups issue guidelines for the concerned 
 community to vote in a particular pattern during the elections and use it 
 as a pressure tactic to fulfil their demands.

 Now that the national disability alliance has come into being, let us also 
 try to use this kind of political bargaining in the interest of the 
 community.

 Let us convey it to each political party that we, as a community shall 
 vote for the party which accommodates our demands and grievances in its 
 election manifesto.

 The message should be loud and clear for all contesting candidates that we 
 can and shall influence the results of elections in the favour of those 
 who stand for us as a support base.

 Please discuss it and devise a well thought out strategy which should be 
 used in the forthcoming polls.

Music- I used to normally learn Indian Vocal Music with sighted people
so singing is not a problem. For learning musical instruments online a
person named Bill Brown has made audio tutorials for the visually
impaired to teach guitar, flute, piano etc.
Literature- These days Bookshare has become popular. However, I search
the web for ebooks and always have been successful till now.
Sports- Organisations such as YMCA are quite good and I learn swimming there.

SUBJECT:   INCOME-TAX DEDUCTION FROM SALARIES DURING THE   FINANCIAL YEAR 
2013-14 UNDER SECTION 192 OF THE INCOME-TAX ACT, 1961.  
 



 

5.5.7.2Deductions in respect of a person with disability (section 80U):

 

Under  section 80U, in computing the total income of an individual, being a 
resident, who, at any time during the previous year, is certified by the 
medical authority to be a person with disability, there shall be allowed a 
deduction of a sum of fifty thousand rupees. However, where such individual is 
a person with severe disability, a higher deduction of one lakh rupees shall be 
allowable.

DDOs should note that 80DD deduction is in case of the dependent of the 
employee whereas 80U deduction is in case of the employee himself. However 
under both the Sections the employee shall furnish to the DDO following:

1. A copy of the certificate issued by the medical authority as 
defined in Rule 11A(1) in the prescribed form as per Rule 11A(2) of the Rules.  
The DDO has to allow deduction only after seeing that the Certificate furnished 
is from the Medical Authority defined in this Rule and the same is in the form 
as mentioned therein. 

2. Further in cases where the condition of disability is temporary 
and requires reassessment of its extent after a period stipulated in the 
aforesaid certificate, no deduction under this section shall be allowed for any 
subsequent period unless a new certificate is obtained from the medical 
authority  as in 1 above and furnished before the DDO.

3. For the purposes of section 80DD and 80 U some of the terms 
defined are as under:-

 

(a)   Administrator means the Administrator as referred to in clause 
(a) of section 2 of the Unit Trust of India (Transfer of Undertaking and 
Repeal) Act, 200 ;

(b)   dependant means-

(i)in the case of an individual, the spouse, children, parents, 
brothers and sisters of the individual or any of them;

(ii)   in the case of a Hindu undivided family, a member of the Hindu 
undivided family, dependant wholly or mainly on such individual or Hindu 
undivided family for his support and maintenance, and who has not claimed any 
deduction under section 80U in computing his total income for the assessment 
year relating to the previous year;

(c)   disability shall have the meaning assigned to it in clause (i) 
of section 2 of the Persons with Disabilities (Equal Opportunities, Protection 
of Rights and Full Participation) Act, 1995 and includes autism, cerebral 
palsy and multiple disability referred to in clauses (a), (c) and (h) of 
section 2 of the National Trust for Welfare of Persons with Autism, Cerebral 
Palsy, Mental Retardation and Multiple Disabilities Act, 1999;

(d)   Life Insurance Corporation shall have the same meaning as in 
clause (iii) of sub-section (8) of section 88;

(e)   medical authority means the medical authority as referred to in 
clause (p) of section 2  of the Persons with Disabilities (Equal Opportunities, 
Protection of Rights and Full Participation) Act, 1995 or such other medical 
authority as may, by notification, be specified by the Central Government for 
certifying autism, cerebral palsy, multiple disabilities, person with 
disability and severe disability referred to in clauses (a), (c), (h), (j) 
and (o) of section 2 of the National Trust for Welfare of Persons with Autism, 
Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999;

(f)person with disability means a person as referred to in clause 
(t) of section 2 of the Persons with Disabilities (Equal Opportunities, 
Protection of Rights and Full Participation) Act, 1995 or clause (j) of section 
2 of the National Trust for Welfare of Persons with Autism, Cerebral Palsy, 
Mental Retardation and Multiple Disabilities Act, 1999;

(g)   person with severe disability means-

This is an excellent project. I just searched for a talking ATM near my home
in Bangalore, and indeed found one that I wasn't aware of.

Although talking ATM's are available in the UK, I seldom use them as I am

As you are aware, we had the privilege of inaugurating the website which
helps locate Talking ATM's. This was a much felt need, as, in one hand new
Talking ATM's are getting installed continuously, and we are just not aware
about it. We have now the tool to solve this problem.

Friends, do utilize this service and most importantly utilize the services
of the Talking ATM's. It is technically possible to find out, how many
persons have utilised the talking ATM's. If the statistics goes against us,
we may end up loosing this all together.

I am aware, there are many, who have as of now not got ATM's, however, those

 the same is in the form as mentioned therein.

 2. Further in cases where the condition of disability is
 temporary and requires reassessment of its extent after a period
 stipulated
 in the aforesaid certificate, no deduction under this section shall be
 allowed for any subsequent period unless a new certificate is obtained
 from
 the medical authority  as in 1 above and furnished before the DDO.

 3. For the purposes of section 80DD and 80 U some of the
 terms
 defined are as under:-



 (a)   Administrator means the Administrator as referred to in
 clause (a) of section 2 of the Unit Trust of India (Transfer of
 Undertaking
 and Repeal) Act, 200 ;

 (b)   dependant means-

 (i)in the case of an individual, the spouse, children,
 parents,
 brothers and sisters of the individual or any of them;

 (ii)   in the case of a Hindu undivided family, a member of the
 Hindu undivided family, dependant wholly or mainly on such individual or
 Hindu undivided family for his support and maintenance, and who has not
 claimed any deduction under section 80U in computing his total income for
 the assessment year relating to the previous year;

 (c)   disability shall have the meaning assigned to it in
 clause
 (i) of section 2 of the Persons with Disabilities (Equal Opportunities,
 Protection of Rights and Full Participation) Act, 1995 and includes
 autism, cerebral palsy and multiple disability referred to in
 clauses
 (a), (c) and (h) of section 2 of the National Trust for Welfare of
 Persons
 with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities
 Act, 1999;

 (d)   Life Insurance Corporation shall have the same meaning as

 in
 clause (iii) of sub-section (8) of section 88;

 (e)   medical authority means the medical authority as referred

Hi Shireen,,

A few ideas.
1. If you know the function of the sine wave, use the function plotter in
the vOICe and hear it in real-time.
2. You can do the same with mathtracks and the audio graphing calculator
from View Plus Technologies if I am not mistaken.
3. Alternatively, generate the graph in Excel and send the image to someone
who can print it in Braille.
4. Use prott with the vOICe. Prott is a program many linguists use to study
speech patterns etc.
