We have the list of jobs identified for PwDs revised by central govt in 2007. 
I find it not very easy to read with screen reader for the way the info has 
been put in the table. Moreover we are primarily interested in jobs for blind  
low vision people.

So was wondering if someone has made a seperate list out of it for blind  low 
vision people. If yes, how can we get it.

government quota for BEd course in Karnataka.

Manjunath V, a 27-year-old visually-challenged candidate was denied
permission to appear for the entrance examination at the Vivekananda BEd
College here on Sunday. The candidate claimed that authorities had barred
him from writing the examination as he was completely blind.

A bright student right from school days, Manjunath has scored 86 percent in
SSLC and 65 percent in BA from St Joseph’s College of Arts and Science.
Later, the National Federation of Blind came forward to support the student
and had given him free accommodation to fulfil his dream of becoming a
teacher.

Manjunath told Deccan Herald that he had been preparing for the entrance
examination for the past four months.

“It is my childhood dream to become a teacher. The authorities cannot deny
me the permission to appear for the test only because of my disability, he
said.

The Department of Public Instruction has reserved one pc of seats each for
visually-impaired, hearing impaired and physically challenged in educational
institutions. However, several organisations claim that deserving candidates
cannot avail the seats reserved for them due to a rule setting the upper
limit for disability at 75 pc.

According to Gautam Agarwal, President of National Federation of Blind,
Karnataka Chapter, neighbouring states like Tamil Nadu and Kerala have
implemented the disability quota far more effectively than Karnataka.

The Persons with Disability Act clearly states that three per cent of seats
should be reserved for persons with disability. They have not included any
sub-clause regarding the percentage of disability, Gautam said. The
federation is also planning to file a writ petition to bring justice to the
student.

  Meanwhile, the authorities at the examination centre said that they could
not permit the candidate as per the prescribed rules.

The candidate is expected to appear before officials 15 days before the
examination to permission for a scribe. We cannot allow scribe to enter the
test centre without prior permission, said Ramachandra Murthy, nodal
officer of examination centre.

Reservations to Physically Challenged Persons should be granted also in 
promotions:-

The main reason why ST/SC are granted reservation is to uplift them, the same 
principle should be employed to Physically Challenged Persons.
The P.H. persons need to be uplifted as they suffer mental agony and ridiculed 
daily due their disability.
Also they have to bear a lot of medical expenses; hence financial help they get 
from stepping up the ladder will help them, hence upliftment required.
Without reservation the chances of a Physically Challenged Person getting 
further promotion is dim as there exist a strong lobby/ nexus of persons who do 
not go by the principle of merit, Please see example/ justification cited.
A Physically Challenged Person is not willing or will rarely fight for his 
right, he is either too scared and he is in minority, further also many a times 
the O.M’s or GR’s issued by the Govt do not reach the persons. Approaching the 
courts is a lengthy process and too expensive, hence upliftment required.
The Physically Challenged Persons suffer from multiple disabilities as their 
age, their medical expenses are high a rise in salary due to promotions will 
help them, hence upliftment required.
The promotions in Govt are either by selection or seniority. However, it is 
noticed that in some of Ministries like CBEC there are also physical standards, 
here chances of Physically Challenged Persons qualifying is very dim if not 
next to impossible, hence upliftment required.
Circulars / GR’s were issued by DOPT granting reservation to Physically 
Challenged Persons in Group A, B, C  D also various judgments have emphasized 
the reservation aspect. Now stating that reservation be granted only at entry 
level will go against the Physically Challenged Persons and the various 
judgments passed by the Courts, hence upliftment required.
Justification :-
Case of Mr Jadhav a Kabaddi player was rejected to the post of Prev Officer as 
he was handicapped with three fingers amputated.
Shri Balseram P.H with polio of leg though passed the physical standard test of 
CBEC was not given reservation inspite of being the only PH candidate.
Shri A.C. Rodrigues though the High Court and CAT had given judgment in his 
favour asking the department to consider him for promotion, however the 
department slept on the matter thereby denying him his due promotion.


Should identification of posts in employment suitable for Physically Challenged 
Persons?

At present very few posts have been identified for Physically Challenged 
Persons, it is suggested that the process of identification of post should be 
cancelled. The reason being, that the right to choose the post should be with 
the candidate. If he/ she feels that he is comfortable and confident with the 
job after a brief tenure of probation with the approval of his seniors / 
liaison officer.



The above statement is justified by an example:- The post of P.O /E.O Customs, 
Inspector Central Excise had been identified by the Expert Committee as 
suitable for one leg handicapped person, with physical criteria of sitting, 
standing, bending, manipulating with fingers and seeing, the same was 
challenged by Shri Mahadeswar and Shri P.E. Rodrigues of Mumbai Customs, (both 
handicapped by one arm.), as the above said can be performed easily by persons 
with one arm handicapped. After much persuation CBEC, Expert Committee and the 
Ministry of Social Justice amended the same.

EXPRESSED OPINIONS FROM DISCRIMINATED DISABLED PERSONS:

that even prior to the enactment of the Persons with Disability Act, 1995 there 
existed Reservation in promotions for Persons with Disabilities in Group `C  
`D'. Subsequent to enactment of the PWD Act, 1995. the said not less than 3% 
Reservation got extended to Direct Recruitment to Gr.`A'  `B' and for 
promotions in the said Group i.e. `A'  `B' respectively. In short, consequent 
upon enactment of the PWD Act, 1995, the not less than 3% Reservation exists in 
all Groups ie. `A', `B', `C' and `D' respectively.
This issue is very important from the point of the employed Disabled Persons in 
various Organisations. However, unfortunately this benefit meant for the 
Disabled Section is not been utilised in the correct manner with the result 
that many vacancies meant for the Disabled Persons based on the Reservation 
have been filled up by the General Category and the Disabled Fraternity had to 
take matter to the Judiciary.

630 differently-abled candidates to appear for CAT on Nov 9
Bangalore, Nov 2, DHNS:

As many as 630 disabled students will battle it out for the three per cent
seats at the Indian Institutes of Management (IIMs), when they write the
Common Admission Test (CAT) on November 9.

This year, the CAT Committee has adopted a series of measures to make the
test disabled-friendly. From additional personnel for escorting the
candidates, the CAT organisers appear to have geared up to conduct the
Computer-Based Test (CBT) for the differently-abled candidates. “We have
advised the administrators at test centres to conduct the test on the ground
floor for the differently-abled candidates. Besides, we will provide testing
aid for them,” said Himanshu Rai, Convener, CAT 2010.

The guidelines drawn up by the IIMs have defined categories like low
vision/blindness, hearing impairment, locomotor disability/ cerebral palsy
for differently-abled students. They will be allowed to use technical aids
like abacus, hearing support, wheelchair, magnifying screen and
scribe/reader. However, all these approved means of assistance will have to
be brought by the candidates.

Candidates suffering from low vision, blindness, cerebral palsy will be
allowed to bring a scribe. Differently-abled candidates will have to sit for
a longer version of CAT exam at their specific test centres. The total time
for the test under special accommodations will be increased from two and a
half hours to three and a half hours.
However, a differently-abled candidate requiring support at the test cannot
re-schedule the test. But a differently-abled candidate not requiring
support during the test can re-schedule his/her test online. Candidates who
have requested for support during the test should carry the authorisation
copy mailed to them by Prometric India.

Central Government Employees.



The undersigned is directed to say that this Department had received
representations from differently abled  persons for grant of Special Cassual
Leave to participate in conferences/workshops/seminars/trainings for
Disability and Development related programmes.



2.The question of granting Special Casual Leave to differently
abled Central Government Employees has been considered and it has been
decided that subject to exigencies of work,  Special Cassual Leave for not
more than 10 (Ten) days in a calendar year may be granted to differently
abled Central Government Servants with disabilities as defined in the
Persons wtih disabilities (Equal Opportunities, protection of Rights and
full participation) Act, 1995 for participating in the
Conferences/Seminars/Training/Workshop related to Disability and Development
related programmes organized at National and State level agencies to be
specified by the Ministry of Social Justice and Empowerment.



3.The period of absence in excess of 10 days is to “treated as
regular leave of the kind due and admissible.  Special Casual Leave under
these orders will be allowed to be combined with regular leave as a special
case.



4.The power of granting Special Cassual Leave under these orders
will be exercised by the Heads of Departments  concerned.

Dear Sir,

*Banking facilities to the visually challenged*

It has been brought to our notice that visually challenged persons are
facing problems in availing banking facilities. It may be noted that banking
facilities including cheque book facility / operation of ATM / locker etc.
cannot be denied to the visually challenged *as they **are legally competent
to contract*.

2.   It may be recalled that in the Case No. 2791/2003, the Honourable Court
of Chief
Commissioner for Persons with Disabilities had passed Orders dated
05.09.2005 which was
forwarded by IBA to all the member banks vide their circular letter dated
October 20, 2005. In
the above Order, the Honorable Court has instructed that banks should offer
all the banking
facilities including cheque book facility, ATM facility and  locker facility
to the visually
challenged and also assist them in withdrawal of cash. Further, in Para 14
of the above
Order, the Honorable Court has observed that visually impaired persons
cannot be denied
the facility of cheque book, locker and ATM on the possibility of risk in
operating / using the
said facility, as the element of risk is involved in case of other customers
as well.

*3.  Banks are therefore advised to ensure that all the banking facilities
such as cheque
book facility including third party cheques, ATM facility, Net banking
facility, locker
facility, retail loans, credit cards etc. are invariably offered to the
visually challenged
without any discrimination. *Banks may also advise their branches to render
all possible
assistance to the visually challenged for availing the various banking
facilities.

Such unemployment allowance varies from state to state.

 With the view to began a good initiative today I mention here the provisions
 of job reservation for persons with disability in Karnataka. I hope that
 all of you will respond it through the relevant informations pertaining the
 provisions of job reservation in your concerned states. Provisions of job
 reservation for persons with disability in Karnataka are as follows
 
 
 
 1. 3% reservation in group A  B posts which is further divided 1% for
 each among blind/low vision, hearing impaired and cebral polcy/ locomotor
 disability. 
 2. 5% reservation in group C  D which is subdivided in different
 categories as under
 
 
 
 a. Blind/Low vision 2%
 
 b. Hearing impaired 1%
 
 c. Cebral polcy/Locomotor 1%
 
 d. M.I/M.R/MD 1%
 
 
 
 3. Reservation in all groups is horizontal
 4. The reservation is available in direct recruitment only not in
 promotion. 
 5. The jobs in group A,B,C  D have been identified by the state
 government as per sec.32 of the PWD act. 
 6. List of identified job of A  B was notified for the first time in
 2005 and reviewed in 2009. List of identified jobs in group C  D was
 notified for the first time in 2002 which has not been reviewed till today.
 
 7. In term of notification containing persons with disability act
 Karnataka rules amendment 2006, the job reservation to persons wit
 disability has also been extended upto the government aided private
 institutions.
 
 
 
 
 
 I request the list to feel free for seeking any further clarifications
 regarding these provisions of Karnataka and to put forward the informations
 of all concerned states on the same matter.

I am facing a serious problem. that is you know, that I am a student of B.a. 
therefore, I use number of educational software. inspite of this, My 
favorite software is Microsoft encarta. but friends, due to scratch of DVD, 
I am not be able to use this software. instead, I was using Britanika 
encyclopedia. now I am facing problem that JAWS does not speak this 
software! even, JAWS does not speak Graphics xxx also! by sweeching to JAWS 
cursor, it speaks Blank Blank only!by pressing insert+ctrl+g, it is only 
saying, 0 graphic where leveled. from this movement, I am also not be able 
to create script!

therefore, I request all of you that, if some one using Britanika, please 
advise me, if script available, please provide me. your answer is highly 
appriciated. other wise, please advice me that which encyclopedia is 
accessable with JAWS instead Microsoft encarta? I am weighting your 
response!

The Madras High Court has made it clear that the government should implement 
three per cent reservation in all posts, including those in groups ‘A' and `B' 
and for all future recruitments under the Persons with Disabilities (Equal 
Opportunities, Protection of Rights and Full Participation) Act.

 

Justice N. Paul Vasanthakumar passed the order on a writ petition filed by a 
physically challenged person with locomotor disability. He also restrained 
authorities from inviting applications in future for filling the posts without 
reserving three per cent for the physically challenged. 

 

In his petition, G. Sureshkumar stated that the TNPSC issued an advertisement 
in July 2005 for recruitment of 1295 Assistant Surgeons (General) and 530 
Assistant Surgeons (Speciality). He sought quashing of the notification citing 
the note embedded in it that “3 per cent reservation for physically handicapped 
persons will not apply to this recruitment.” 

 

He had secured high marks in the written test and was called for the interview. 
Only on account of failure to make the reservation, he was not selected. 

 

 

He sought a consequent direction to authorities to follow the reservation for 
persons with disability, consider him under reservation for persons with 
locomotor disability or cerebral palsy as per the provisions of the Act and 
recruit him.

 

In its counter, TNPSC contended that General Rules stated that reservation for 
physically challenged candidates should be made applicable in respect of posts 
in groups ‘C' and ‘D' alone. The government had issued orders in February 1988 
in respect of Executive Posts in ‘A' and ‘B' categories and no reservation 
needed to be made for the differently-abled. 

 

It also said that by a Health Department G.O. of July 1999, posts of Assistant 
Surgeon (both clinical and non-clinical), Medical Officer (Siddha) had been 
classified as Executive Posts. Therefore, no reservation was made in the 
notification.

 

Mr. Justice Paul Vasanthakumar, citing rulings of the Supreme Court and the 
High Court, said in the light of the Supreme Court judgment, the authorities' 
stand could not be sustained. They could not now rely on a proviso to Rule 22 
of the Tamil Nadu State and Subordinate Service Rules as the rule had been 
declared ultra vires by a Division Bench. 

 

The judge said that the petitioner's application submitted under the general 
category having been rejected on the ground of not signing it and the said 
decision having been upheld by the Supreme Court in a connected matter, he was 
unable to give any relief to the petitioner in respect of the selection already 
made.

according to me, your display setting has been modify. change the display 
setting by going to control pannal, it should be from 800 pixal to 1024 pixal, 
other wise, JAWS will not be properly worked. if this problem not also solve, I 
recommend that please repair your JAWS. if this also not solve your problem, 
then what to do? haa? you have to update your V G A driver again. I think, I 
have given your answer.

according to me, your display setting has been modify. change the display 
setting by going to control pannal, it should be from 800 pixal to 1024 pixal, 
other wise, JAWS will not be properly worked. if this problem not also solve, I 
recommend that please repair your JAWS. if this also not solve your problem, 
then what to do? haa? you have to update your V G A driver again. I think, I 
have given your answer.

BANGALORE: Trained in classical and Western dance, and an aspiring
model, this Oxford Dental College graduate's dreams of higher studies
were almost dashed after she met with an accident that left her
completely immobile. But her grit, and more so her mother's spirit,
changed her life and that of many others for the better.

S J Rajalakshmi's is an inspiring story. She was travelling to Chennai
to present a paper at a national conference when she met with a road
accident, resulting in permanent loss of mobility in both her lower
limbs.

She completed her graduation and internship in a wheelchair, and also
topped her college in orthodontics and community dentistry. Barely a
month out of a major surgery in 2009, she wrote her P-G entrance exam
and passed with a good score.

BATTLE FOR RESERVATION

Though the government of India had reserved 3% seats for persons with
disability, the Rajiv Gandhi University of Health Sciences had
reserved only one seat for a physically challenged candidate in 2009.

Since the university was supposed to reserve 3% seats, Dr Rajalakshmi
approached the then state commissioner for disabilities Das
Suryawanshi, who issued a order to reserve 3% seats. Surprisingly, the
university ignored this order. Not one to give up, Rajalakshmi's
mother Dr Shobha Murthy filed a writ petition in the high court. After
a year-long battle, the court issued a historic order, making 3%
reservation mandatory for disabled students in government and private
educational institutions.

Her battle enabled 24 disabled students to pursue their dreams in
medical and dental PG courses this year.

'MY LIFE CHANGED'

When I suddenly became disabled, my life completely changed. It was
shocking for us to know that an Act enacted 15 years ago was not
implemented, and people with disability were denied their rights all
these years. My mother was struggling to get justice for me and I was
worried about her health. On several occasions, I wanted her to give
up, but she was confident and fought till I and many like me got
justice. I thank my mother and brothers for being my pillars of
strength, Rajalakshmi told TOI.

All her life, my daughter has been a meritorious student and when I
knew she rightly deserved the seat, I had to fight for her rights. I
have argued my daughter's case alone in court. But I am happy the
struggle benefited the entire disabled student community. From the
current year, it is mandatory that all educational institutions
reserve 3% seats as per the PWD Act, said mother Shobha Murthy.

The government turns the disabled into beggars by only distributing
wheelchairs and clutches. They should empower them by efficiently
implementing the PWD Act, she added.

Since the state government had failed to implement the Act, Dr
Rajalakshmi lost one year. But not really — the plucky girl did a
course in fashion designing and pursued her Masters in Psychology
through distance education.

Of india offers scholar ship of rs 1000 per month but this is limited up to 
maximum nomber of 500 including all disabilities across the contry.  So noone

Well I just got selected in the infoces interview, and the interviewers had 
some doubts, they said you've got through the interview, but we need to find

Now hopefully it is referred to a Standing Committee for discussion.
