Hello friend Actually there is no universal guideline exist regarding the extra time and scribe eligibility for visually impaired candidates during the examination. 1 Every state has different provision regarding this. 2 Different universities and other exam conducting bodies interpreted the recommendations in different way and made their in practical rules. 3 In fact UGC also doesn’t have the clear provision regarding the extra time for visually impaired candidates in the examination, which enforce to the all universities and other educational bodies affiliated by UGC. 4 That’s why Different universities have different rules regarding the extra time and eligibility of scribe. 5 This is not ends here different state’s recruitment agencies have different views in this regard and have no clear cut provision. 6 Many high courts made judgments in this regard but other state bodies disobey verbally. NET/SLET shall remain the minimum eligibility condition for recruitment and appointment of Assistant Professor/Lecturer; provided however, that candidates who are or have been awarded Ph.D. degree in compliance of the University Grants Commission (Minimum Standards and procedure for awards of M.Phil./Ph.D. degree), Regulations, 2009 shall be exempted from the requirement of the minimum eligibility condition of NET/SLET. 2. Any relaxation in the prescribed qualification can only be made by the UGC in a particular subject in which NET is not being conducted or enough number of candidates are not available with NET qualification. 3. A relaxation of 5% marks (from 55% to 50%) at Master’s level to the Persons with Disability (PwD) shall be granted for the post of Assistant Professor/Lecturer in terms of Executive Council Resolution No. 37 (2) dated 01.05.2003. 4. The qualifications and other service conditions shall be such as prescribed by the University of Delhi/UGC from time to time. 5. The candidates applying under PwD category may specifically mention in their application main category to which they belong i.e. UR/SC/ST/OBC for the purpose of computing the reservation. 6. The candidates applying under PwD category are required to submit the Disability Certificate in the format prescribed by Government of India, Department of Personnel and Training vide OM No. 36035/3/2004-Estt(Res.) dated 29.12.2005.
