The employer is supposed to allow it. I don't know how the employer can be 
forced to do it. Anyway, for this year you can claim it at the time of 
filing return. You will get the refund. Meanwhile, you may contact the help 
desk of income tax to enquire if there is any provision in this matter.

Yes, you don't have to sign and send the acknowledgement after
