Yes I was also facing the same problem but I thought of downgrading it and 
installed adobe reader 11 and importantly after the installation of Adobe 
reader 11 when you open it for the first time there is some initial setup 
wizard.  Here I just selected "skip setup and use recommended settings".  Since 
then it is working fine even after it gets updated automatically

2nd option will be "Remove Restrictions" and press the enter key, and, once

I was also not able to read pdf files while using JAWS 2019 up to now. But,
after applying your method, I am successfully reading PDF files.

preferences, choose Security (Enhance), uncheck the first box which says

Hi there, my personal suggestion for you is, to use NVDA. As for my
experience, jaws is giving problems to some extent.
