These guidelines look very good.
However, I have been always apprehensive of the PC provided by the departments 
as there is a lack of facilities as well as awareness regarding technology.
I worked in a Government school for long. However, whenever it took me to use 
the available computers, one or the other problems delayed the presentation.
Presently, there is a computer section in every school in Delhi.
However, most of the times, something gets wrong when children wish to play a 
song.
The school's clarification is very typical, we do not want children to play 
songs on PC.

You can ask the university to provide a desktop or laptop with a screen reading 
software of your choice and ask them to provide you the question paper in 
E-text format which can be in a form of MS-Word file or notepad file. Also, to 
answer the questions you can use a Ms-Word file or notepad file to type in your 
answers. Moreover, you can show them the attachment which I am attaching herein 
with the mail. For any further assistence you can directly call me on my

Untill JAWS 18, there was a facility that we could take jaws set up files in a 
separate pen drive. This pen drive could be used as jaws directory in any 
system. As we inserted pen drive, we had to click on jaws.exe file from the pen 
drive and jaws could become operational in any computer through this facility.

Some vendors like Karishma enterprises provided Jaws in a pen drive which could 
be inserted in any computer.

What about providing speech synthesizers etc?

I am reminded of one specific occasion when I was supposed to give a 
presentation to the director of education and I found that the PC which I was 
given was without a sound driver.

I had portable Jaws but as the sound was not installed, Jaws was displaying the 
error.

 

When the narrator also did not work, I assumed it was something wrong with the 
audio driver.
