Thanking all for various suggestions, I have found that putting a battery 
operated radio, when placed in proximity of a LCD monitor, makes a peculiar 
sound when monitor is on.
It works for me.
I have not used vOICe, though.

the screen then  you can hear a sound, and still you want to confirm then

I am not aware of a keystroke to do this as I have never needed it; I can 
see the light that the monitor emanates.

However, you may want to try a couple of things: Firstly, slightly touch the 
back of the monitor; if it is on, the surface will be warm. Another way to 
determine whether the monitor is on is to gently run your finger on the 
screen. If it is on, it makes a noise similar to the noise that a synthetic 
cloth makes when it comes in contact with a comb.

Try them out.

If the monitor is on, you will be able to feel like a spider web when you 
keep the backside of your palm some distance from the monitor--say, two 
inches or so. If the monitor is turned off, you won't be able to feel such
