Josh, 

I believe he is referring to the phone verification needed when an account 
is created. I am having the same issue. I am the media coordinator for a 
youth team I am a part of and therefore I set up all of the new email 
accounts. Because of this my cell number has been maxed out of 
verifications which makes it difficult for me to finalize the accounts for 
new members. Please let me know how I can refresh this verification number 
so I can continue creating new accounts for my teammates.

Hi Tory,

According to this Help Center article 
https://support.google.com/accounts/answer/114129?hl=en:

If you see the error message, This phone number has already created the 
 maximum number of accounts, you'll have to use a different number. In an 
 effort to protect our users from abuse, we limit the number of accounts 
 each phone number can create.


Therefore, I don't think you'll be able to use the same phone number for 
more accounts. You can use the Contact Us link in the Help Center 
https://support.google.com/adwords/?hl=en#topic=3119071 if you have 
further questions about this.
