If your new wooden real has a steel bolt in the middle, a cordless drill.

If you don't have an axle in the middle, probably stuck with a motor + tire
to spin it up.

Heavy duty lazy susan can help.
Or, you can get conveyor rollers, the kinds with the skate wheel bearing in 
the end of thin wall tubing, and build a stand that let you roll them on the 
side.


Vevor has cheap motorized rotary tables that you could use but they are 
probably pretty slow.


As far as small motorized winders, I am sure they are out there but not 
familiar.  My winder spools up 8' diameter conduit.

Hmmm, threaded rod long enough to go through the spool
and leave room to attach drill on end.  Two large washers
and two nuts same as threaded rod.  Insert rod through spool
and place a large washer on either side of spool.  tighten the
nuts just enough to provide tension to spin the spool.  Turn on
drill and try it, if if slips, tighten nuts some more.

Hand crank, not motorized.  But if you're talking 1000ft spools I can't
imagine it taking too terrible long to hand crank it.

Yeah it's funny I never looked for one until you asked, but there don't seem
to be a lot of options for motorized reel winders of that size.   It's kind
of a white whale.

Maybe a motorized rotating machine in your workplace might create OSHA
issues for you to worry about, and maybe you wouldn't want one for that
reason anyway.

I have a cordless dewalt I wrapped rubber splice tape around the chuck just
for this works perfect. works great for respooling mule tape also. just
hold the chuck up against the spool edge and letter rip. a fancy pants city
slicker might make a bracket to hold it too
