Faisal expertly found the error in my config
and everything is up and running correctly now.
Love it when you look at something so long you miss
the obvious, simple part of tagging the vlan port on
the switch you are passing through.

Fiber to NOC through Nortel 5510 Gig switch, two vlans break out
of the Nortel to the Cisco router, one breaks out to the NOC-Fiber-Tik.
Any suggestions comments are welcome.
