They need to SWIP it to you. All blocks /29 and larger need to be SWIPed to the proper entity. You can get a "new" /24 to /20 sized chunk of space removed from blacklists if it's registered to you in ARIN WHOIS, but not if it looks like a block of space that's directly adjacent to a bunch of dedicated servers in colo.
