2 things:
first of all, in my next ADoP report, should I just note this as one report or 
a report and a revision?

Also, 14 days have passed since your intent to levy fines on me and Alexis.
Here's the problem: Rule 2506 states that

"When a Blue Card is issued, as a penalty, within the next 7 days, any player CAN 
once, with 2 Support, Levy a Fine upon the bad sport."

It has been far more than 7 days since the blue card was issued. So, will these 
fines be forever left unpaid?

Nope! The fine has to be levied. E can pay the money if e wants to pay
it, but that doesn't satisfy any obligation. There's only an
obligation to pay if the fine is levied.

Indeed that also got a weird header.  In the terminal Alpine, there's a 
Posting Character Set option to override the autodetection.  Whether

Yes. Interestingly, eir Referee and Registrar reports show up in two
/different/ weird fonts, while eir Assessor messages show up in the
usual fixed-width font. Something to do with the range of characters
included in each, I suppose.

As expected from my theory (that it depends on which of the characters Ø 
and 天火狐 are in the message), my message had the same charset (EUC-KR) 
as the latest Registrar's Report, if you want to compare with that. (It's

imposing the Cold Hand of Justice is impossible after all.", and I
think this is because omd realized that the new "only using the
methods" clause means attempts to impose the CHoJ actually don't work.
Or did I get something backward?

Nix didn't expunge a blot; I expunged a blot. Per Rule 2555:
"Any player who has not expunged a blot by this method this week
  CAN expunge 1 blot from a specified player by announcement.E
  CANNOT specify emself for this if e has gained any blots this or
  the previous week."

I am not nix and I haven't gained blots: so this works.
