amit! unfortunately in our country, kanoon ke haath aur procedure, both are 
lengthy. also there is no remedy before the incident took place. All the 
agencies involve after the accident. the acuse is having full right to 
defend and sure he shall go upto supreme court. till that inocent child 
shall become adult. also the acuse is a foreign citizen and definitely he 
shall take either legal or diplomatic support from his country. the lower 
court will take its own time for trial. so we should not expect instant 
dicision on the matter.

It happens everywhere and even in our family, this is not at all a
convincing logic.

Just suggest the same to social workers, Courts and the Government. So they
can stop doing anything towards restricting molestation or rape cases and
breakdown all norms against who so ever gets involved in such crime.

I am afraid many of our friends say it is not an easy to run the
institute,is this a right way to justify the insidence?

What is easy to run then!

One example: a rapest can simply say "it is not easy to manage the mental
state of the mind of a human and that's why I have done this crime!" would
it make any sence?
And then law would forgive him just because it was his desire and he could
not control the mental state of his mind as it is not as easy as running an
NGO.

I don't understand what sort of rational thoughts with logics we are putting
across when we do not have to justify such mishappenings.

This is equally true, maintaining of discipline inside the campus should 
have been the first priority for the management as well as for some of 
their so called volunteers but I am sorry to say, nobody took all these 
things seriously. Most of these are simply enjoying various facilities 
along with the students & getting attached with the organization for their 
own interest only. Everybody is trying to give a safe passage to their 
staff members in spite of condemning them.
This is the time for these people, whether they should have to be with the 
institution or keep themselves away from the institution. This is the total 
failure of these volunteers & management of the institution
I am quite confident that some positive result will come out which will 
give a better future to the organisation.

but this is true, you criticized  each of the mail since beginning, related 
with the issue, posted in the group. Of course! It's nothing wrong to criticize 
such incidents but it has already been condemned by most of the members & 
nobody is in favor of all these bad incidents. There are no differences  
between any of the member of the group in terms of this bad incident. We all 
know, police inquiry has already been started & we hope that it'll give a 
positive result to restore the proper security of school campus over there. 
Honorable Delhi High Courte is also serious over the matter, so we need not to

Simultaneously, this is equally true that the group was formed for discussing

NAB Spokes Person himself stated that complain was filed next day while 
responding a Radio discussion and this is what exactly being presented in 
various media reports.
If this ambiguity remains in the statements, a human mind by it's nature would 
obviously and always have a doubt.

and several government agencies involved in it. Proper procedures and evidences 
and action are happening. 

   

  The argument of complaint after 24 hours is another example of false 
statement and a rumor. Do not try to hold a parallel court on Access-India. It 
is not appropriate or possible for NAB Delhi to get involved in running a 
parallel case on Access-India and keep answering baseless and false 
allegations. 

   

  I still believe that Mr Sareen do not have any mollified intention in this 
matter. however, knowingly or unknowingly, do not forget that you are making 
such false allegations against the complainant in this case on a public forum. 
This is very questionable behavior in this particular case and may be 
interpreted in a way that you are trying to strengthen or save the culprit by 
harassing the complainant. 

   

  Other implication of such  defaming of complainant organization on public 
forums would be that oganisations would think 100 times before they take 
appropriate legal actions in such matters and not hush the matters under the 
carpet even if this means culprits going unpunished and victims being  further 
victimized or shamed.

   

  All of us are free to have and express our opinion on various issues. 
However, I would again urge not to try to run a parallel case based on baseless 
allegations or rumors. Let the people who know the laws and processes  run the 
investigations and pronounce judgements.

  Is it only for thhe blind children? What about taking various courses in the 
absence of evidences--and the given evidences are given after 24 hours and what 
is its relevance. If the students are getting facebook message to the children 
by the culprit, who is going to tell them. Law is not everything though it has 
got some relevance. If we have a scientific approach to this happeninng, 
nothing comes out suddenly or miraculously. As I had already said why not to

Thanks Dipendra ji for butting in. How misinformed we are! Minors are never 
exposed to media. There are SOPs to record their statements before the judge in 
a child friendly environment under the law. 

 

Targetting individuals and bashing of organisation won't help. I feel this 
incident has been handled in most professional manner. Even when kids didn't 
feel it was any abuse, the organisation has taken a right step of registering 
an FIR and bringing the culprit to book. We all need to standby them to see 
that law take its course and case is followed up till it reaches its logical 
conclusion!

Just for information, Usually in work place scenario, Sexual harassment cases 
can be brought to Internal committee with in a workplace in 3 months time. It

An incident must be reported as soon as practicable. Late reporting sometimes 
is fatal to a case. However what is late is  dependend on the situation. I have 
read one case where even  though a rape was reported after 2 months the case 
proceeded and the accused was held guilty.

We cannot derive negative inferences from the fact that this particular 
incident was reported after 24 hours. We don’t know the circumstances and 
speculation on this ground is worthless. 24 hours is normally not fatal to a 
case. Lets drop this one point.

I  do not think the discussion should be closed. Even if we close it on

I however think that the reporting to the police has been a good step.

I also think that my advice to Prashant that  he must track the matter is sound

Now the next set of problems who will you protect the kids from and to what

Who do you trust- Trustees, management,staff, family members,  volunteers, 
politicians,police,  seniors  from the same sex or from the opposite sex. 
Everyone can be suspect and we have to guard against everyone. These crimes 
donot get committed completely by one person. Therefore I had mentioned an 
insider accomplice.   Management cannot be blamed unless it is directly 
involved. If management has taken precaution as much as a prudent man would 
have then we cannot blame management.

In many cases the parties have hushed up matters –this is detrimental to 
everyone.

But blaming anyone before investigation is over is wrong.

It happens everywhere and even in our family, this is not at all a 
convincing logic.


Just suggest the same to social workers, Courts and the Government. So they 
can stop doing anything towards restricting molestation or rape cases and 
breakdown all norms against who so ever gets involved in such crime.


I am afraid many of our friends say it is not an easy to run the 
institute,is this a right way to justify the insidence?


What is easy to run then!

One example: a rapest can simply say "it is not easy to manage the mental 
state of the mind of a human and that's why I have done this crime!" would 
it make any sence?
And then law would forgive him just because it was his desire and he could 
not control the mental state of his mind as it is not as easy as running an 
NGO.


I don't understand what sort of rational thoughts with logics we are putting 
across when we do not have to justify such mishappenings.

This is equally true, maintaining of discipline inside the campus should 
have been the first priority for the management as well as for some of 
their so called volunteers but I am sorry to say, nobody took all these 
things seriously. Most of these are simply enjoying various facilities 
along with the students & getting attached with the organization for their 
own interest only. Everybody is trying to give a safe passage to their 
staff members in spite of condemning them.
This is the time for these people, whether they should have to be with the 
institution or keep themselves away from the institution. This is the total 
failure of these volunteers & management of the institution
I am quite confident that some positive result will come out which will 
give a better future to the organisation.

Who stops the law but the donors are one of the parties of an institution 
which any institution fails to recognise. If it is so, they are supposed to

Sorry sir, it is not a matter of blaming someone unnecessarily rather it is 
a matter of revealing the failure of management which took a day to report 
the police. Obviously, they seem to be more conscious of its pros and cons. 
I do not deny that such happenings may take place anywhere and 24 hour 
surveillance is not possible. If recording was possible as if people were 
aware of its timing and the way it is going to happen, why delay. Moreover,

you didnt mentioned the error clearly.
anyway, there is an alternative to view the content of the document.


if you are using the gmail on web,
do the following.
1. open the mail which you got from the recipient.
2. press insert f7 to pull up the links list.
3. press enter on view as an html link.
4. the document will be opened on a new tab, where you can iew its
contents on the browser.

Hope everyone is well.
As per my subject line I'm facing problem to open MS word file
received via mail.

After downloading the file trying to open, getting message that
[Microsoft sub menu.[ unknown.
one of my sighted colleague has also tried to open, but unable to
solve my issue.

I'm using NVDA, window-10 and MS office 2010 in HP laptop.

Its appreciable if anyone can assist me in this regard.

An incident must be reported as soon as practicable. Late reporting
sometimes is fatal to a case. However what is late is  dependend on the
situation. I have read one case where even  though a rape was reported after
2 months the case proceeded and the accused was held guilty. 

We cannot derive negative inferences from the fact that this particular
incident was reported after 24 hours. We don't know the circumstances and
speculation on this ground is worthless. 24 hours is normally not fatal to a
case. Lets drop this one point.

I  do not think the discussion should be closed. Even if we close it on
accessindia the press will still carry it and Avinash and others will copy
it for us. 

I however think that the reporting to the police has been a good step. 

I also think that my advice to Prashant that  he must track the matter is
sound advice.NAB Delhi is going to be harassed by many and we in the sector
must atleast criticise only after knowing facts.

Now the next set of problems who will you protect the kids from and to what
extent?

Avinash has listed out a few recent incidents.There are many more.  

Who do you trust- Trustees, management,staff, family members,  volunteers,
politicians,police,  seniors  from the same sex or from the opposite sex.
Everyone can be suspect and we have to guard against everyone. These crimes
donot get committed completely by one person. Therefore I had mentioned an
insider accomplice.   Management cannot be blamed unless it is directly
involved. If management has taken precaution as much as a prudent man would
have then we cannot blame management.  

In many cases the parties have hushed up matters -this is detrimental to
everyone.

But blaming anyone before investigation is over is wrong.

Most NGOs hide such incidents therefore we are proud of you for taking the
right steps.
